insisted today that "quiet, solid
progress" Is being made In the
region despite the "distorted view"

to build peace and prosperity,"
Reagan said In remarks prepared
for delivery to the Veterans of
Foreign Wars convention here.
The president's speech occurred

Cecil T. Martin, 87, of West
Columbia was dead on arrival at
Pleasant Valley Hospital on Sunday
following a long lllness.
He was born Nov. 30, 1895, at
Henderson to the late Morgan A. and
Nancy E. Crouse Martin.
He was preceded In death by a
daughter, Wilma V. VanMeter, In
1919, and two brothers and two
sisters.
He was a former employee of the
Marietta Manufacturing Company
and farmer, served In the U.S. Anny
during World War I, a member of
the Spilman Unlted Methodist
Church of West Columbia, and
member of the Barracks No. 2965of
Huntington.
He was united In marriage Sept.
22, I920, at Mission Ridge to Eunice
E. Fowler Martin, who survives at
West Columbia.
Also surviving are one daughter,
Mrs. Raymond (Evelyn 0 .) Roush
of New Haven; two sons. Cilfford 0.
Marlin of Catawba, S.C. and
Chester T . Martin of Elkhari, Ind.;
15 grandchildren and 17 great
grandchildren.
Funeral services will be held on

at 9:23a.m.. Pomeroy responded to
a call at Darwin for a motorcycle
accident, with Donald Ball taken to

The Jones building had been Involved In an extensive fire January 1976. It
was a shell as a result of that blaze.
Legar said the three-story structure at 106 Court St., now poses a safety
hazard and sidewalks In front of the building have been closed.

Co-equal ·but not
quite the same
:Even though the House and Senate are co-equal branches of Congress,
w)th nearly identlcal powers, the same fringe benefits and the same$68,900
annual salary, each campaign season produces its own crop of House
members eager to switch to the Senate.
.
:with the 1984 elections still more than a · year away, some House
members are spending their August recess in early campaigning- or at
least early jockeying and positioning - for Senate seats.
·One of the earliest to shOw senatorial aspirations was Rep. Albert Gore
Jr., D-Tenn., the son of a popular former senator. For months, Gore has
been running hard for the seat held by retiring Senate Majority Le!ider
Howard H. Baker Jr., a Republican.
:Two House members are actlvely seeking Senate status In llllnois,
1'<)lere IS-year veteran Sen. Charles Percy, R-111., chairman of the Senate
Foreign Relations Committee. is up for re-election.
Rep. Tom Corcoran announced recently that he would take on Percy In
the state's March 20, 1984 Republican prln)ary. And Rep. Paul Simon is
giving up what is generally regarded as a safe Democratic House seat in
another early-announced candidacy for the Percy seat
. In Iowa, Rep. Tom Harkin, the likely ,Democratic Senate nominee, ts
already engaging In he a ted p,rellmlnary skirmishing against incumbent
Republican Sen. Roger Jepsen. Recent newspaper polis have shown the
race to be shaplrig up as an extremely tight one.
Some House members have yet to make up their minds. In Texas, Rep.
Kent Hance, a conservative Democrat, is weighing whether to make a Jd
for tl)e seat held 9y Republican John Tower, chairman of the Senate Anned
Services Committee.
If he does, he wlll join a fol1l:ler House member - Bob Krueger - in
.vying for the Democratic nomination. Krueger gave up his House seat slx
years ago In an unsuccessfljl run against Tower.
Rep. James Qberstar, D-Minn., is reportedly considering a challenge to
Sen. Rudy Boschwltz, the Republican lncwnbent. And Rep. Bill
Richardson, D-N .M., is reportedly being eyed by state Dernocr\'tic otllclals
iii New Mexico as they search for a candidate to field against popular Sen.
P.ete v. Domenici, the Repubican Incumbent and chairman of the Senate
fludget Commlttee.
-Some House members have toyed with the idea of running for the Senate
iD 1984, but have given up on the idea.
1n South Dakota, Democratic Rep. Tom Daschle decided not to
challenge Sen. Larry Pressler the Republican incumbent And two
Colorado Democrats - Reps. Pat Shroeder and Timothy Wirth- have
reportedly decided against seeking the Senate seat held by Sen. Willlam L.
;\rmstrong, a Republican.
- Nineteen Senate seats now held by Republicans are up for grabs In 1984
~ compared to 14 Democratic seats. Democrats need a net gain of live
seats if they are to regain the majority control of the Senate they lost to
·
Republicans In the [9Sl elections.

It will be a great year for profits, said William Dunkelberg, the Purdue
University economist who studies the economic .health of small business
for the National Federation of Independent Business.
The professor's comments, following his regular quarterly survey of
2,131 small businesses, were a sparkling contrast to his assessments of a
year or two ago, when small business was in the pits of despair.
The extent of the recovery can be measured in the latest findings,
compiled in July:
-Plans to hire new employees increased to a near-record level, resisting
the usual third-quarter decline, and ending 14 straight quarters of negative
responses.
-Optimism, based on basic measurements such as sales, earnings,
credit avallabi!Jty and job openings, remained at record-high levels.
-Only 20 percent of all firms planned to raise prices during the next
three months, just slightly above the Aprtl measurement, which was the
lowest since the survey began in the fourth quarter of 1974.
While the study is limited to S<H:alled small businesses, the range is
sufficiently large for Dunkelberg and his associate, Jonathan Scott of
Southern Methodist University, to feel it speaks for the economy as a
whole.
Ninety-one percent of companies examined by the professors have 40 or
fewer workers. but others have payrolls in the hundreds, whiCh quaiUJes
them for Inclusion In some middle or big-business lists.
While the news overall remains good, a warning flag has begun to ripple
in the fonn of rising interest rates.
Thirty-five percent of loans among companies studied in the survey were
tied to the prime interest rate, which has risen of !ate, a situation
Dunkelberg blames In part on "the presence of Treasury demand in excess
of conswner saving."
·
That situation, he suggests, can lead to ohly two scenarios, the first of
which is a decline in the level of consumer and business spending on items
such as the purchases of cars, houses, plant and equipment.
"The government is soaking up an incredible amount of money," he
said. They're "gettlng away with 1t for now," he suggested, but It could
' mean serious problems down the line.
The other possibility, he indicated, relies a good deal on the recovery's
strength being sufficient to produce a windfall of revenues, thus reducing
the deficit and lessening the Treasury's activity in credit markets.
For the more Jmmedlate future, however, plans to bulld unusually lean
inventories should provide a substantial klck to economlc activity,
Dunkelberg belleves.
The Intentions, measured as unusually strong, aren't new. Earlier
surveys revealed the same hopes, which, Dunkelberg explained, ."were
pleasantly frustrated by higher-than-expected demand."
While the same thing could happen again, the impact on the economy is
still likely to be sub>tantlal.

had consorted with a male prostltute, he advised the world that this
was owing to an alcohol problem
that had caused htin to do things he
would not nonnally do. One might,
adapting a legal phrase, call this
"alcoholic entrapment" HP set out,
he proclaimed, to cure himself of
alcoholism, whereafter he would be
cured - he Invited his audience to
you a homosexual?'"

again, the only question that came
close to tt was: 'Are your problems
under control? Are they solved?' ·
And 1 was quite truthfully able to
say., 'I've never felt better, my
problems are indeed under control,

important question. And I'd have
answenid."
Bauman did not quite complete
the narrative, because the next
question asked at the press conference (or so he told ine) was, "What
does Buckley think of this?" To
which be gave the reply, "I don't
know, I'll call him and ask.''

The tenants had legal ,precedent
on their side. Courts in Colorado and
California have ruled against mandatory meals in suooidized housing.
The Colorado tenants argued successfully that the meal payment
was in effect an extra rent charge
and therefore in violation of the law
that limits subsidized tenants' rent
to :ll percent of.t heir income.
Faced with thevirtualcertaintyof
an unfavorable court decision in the
Westchester suit, landlord interests
successfully lobbied Copgressfor an
innocent-looking amendment to the
Omnibus Housing Bill ol1983. The
amendment, burled in the 150-page
bili, stated:
"Nothing in this section authorizes the Secretary (of Housing and
Urban Development) to prohibit a
required meals program, nor shall
any prov)Sion of the U. S. Housing
Act of 1937 be deemed to prohibit
such a program or to require that
payments under such a program be
considered part of the rental charge
for the unit."
In short, HUD would be powerless
to stop landlords from requiring
their subsidized tenants to pay for
meals whether IIIey wanted them or
not. The Westchester tl'nants'
lawsuit could be thrown out of court.

it, Marshall University's 1983 football opponents are In for some
surprises when they play his

Randle, whose teams have posted
an 8-35-1 record In four seasons at
Marshall, acknowledged that he

sto!y of an inquiry from my office .

It began with a lawsuit by a group ·
of eldery and handicapped tenants
of federally subsldlzed housing in
affluent Westchester County, N.Y.
They had been forced by their
landlord to pay for meals whether
they ate them or not
The trouble was that some of the
tl'nants had digestive problems and
llterally couldn't stomach the lnsti. tutional meals they were required to
buy. Others simply preferred their
own cooking- but couldn't afford to
pay for both sets of meats on their
limited incomes.
So the tl'nants sued to get out of the
mandatory meal program.
One tenant, 85-year-old Mary
Arundell was forced to pay $90 a

Two surprise parties were held
honoring Betty Manley on her
birthday. The first was beld at the
home of Mr. and Mrs. Robert
Manley, Middleport.
A pink and white color scheme
was carried out with the cake being
Inscribed "Happy Birthday Pastor's Wile; May God Richly Bless."
The cake was baked by Mrs. Manley
and served with Ice cream bars and
fruit punch. Others attending were

Middleport suffered only abrasions
In a motorcycle accident near
Fairfield, Mass.
A large dog ran Into their path
and both were throwo from tbe btke
onto the highway. Abrasions were
their only injuries. The motorcycle
was extensively damaged. For the
past seven years the two have
vacationed on their motorcycle and

COLUMBUS, Ohio (AP) - Restaurateur Bob Evans and country

Evans outbid Dean, buybtg the grand champion barrow from Steve
