Meigs County's railroad crossings are to be
nepalred Immediately, according to the Meigs County
Cilrnmlssloners.
A telephone caD from a Conrall representative In
Columbus came during Tuesday"s commissioners
· meeting at the Meigs County Courthouse.
The representative told Commissioner Rich Jones
during tbe conversation thai "trucks with asphiilt are
right now O!l the way from Columbus to Meigs
County."

In an effort to rajse the height of the crossings for.
faster moving trains, Conrail hired a contractor to
work on Meigs crossings earlier In the fall.
The contractor did not get the job done as quickly as
had been, hoped and then had a difficult lime getting
asphalt.• Between 10 and 12 cross!nilS In the county
r
were left In a condition making It hard for vehicles to
cross over thl'l'll.

The crossing at !Jobson, on one of Meigs County's
busiest roads, received the most complaints from
area residents.
In the past few weeks, the commissioners have
attempted to reach ConraD representatives to discuss .
the crossings. However. not unto Rep, Clarence
MOler was made aware of the situation did Conran
begin to take action on the problem.
The commissioners beUeve repair to the crossings
will be finished tight away. A cold mix Is to be used In
the repair this winter, to be replaced In thesprtngwlth
a hot mix.
Bid recommetldadon
A recommendation from the Meigs County
Emergency Medical Service board of trustees has
been received by the commissioners.-
The EMS board recommends t!Uit the commission·
ers accept a $45,350 bid from the Horton Co.,
Columbus, for a 1~ambulance.Horton'sbldwas the
only one offered for the ambulance.
Otticlal notification that Meigs County Is the
recipient of a $25,700 Utter control grant has been sent
to the commissioners. The Utter control program Is
scheduled to begin shortly.
Tim Knopp and Mary Beth Bill from Buckeye HUis
Regional Development Center were present at the
meeting to dlseuss the Community Development
Block Grant program lor fiscal year 1~.
On questions ahout government grants for
recreational development at Meigs County's newly
. acquired Jaymar Golf Course property, Knopp told
the commissioners he would begin making contacts to
see what would be avallable and then report backata
later date.

COLUMBUS, Ohio (AP) - State senators have
gone through the motions of trying to cut taxes but the
effort appeared doomed from tbe start as a result of
pre-planned posturing for future legislative elections.
Democrats offered .t he proposal Wednesday before
the Legislature closed up shop lor the year, built lost
on a 15-15 tie vote. Tiley brought the measure to the
floor of the 33-member Senate, aware that au 16
·Democrats would have to support It • whUe one
Republican would have to join ln.
One Republican did, but two Demccrats voted
against It and three senators. two RepubUcans and
one Democrat, were absent.
The Taste I Like
But the amendment put the Democrats on record as
proposing the cut before tbe GOP gets Its ~hance to
pass a· permanent 10 percent cutin the state income
tax when It takes over the Senate Jan. 7.
And the Republicans retained their chance to draw
the political spotlight next month whim they offered
an amendment to lower the Democrats' 1~ percent
temporary reduction (for six months l to 10 percent
and make It permanent.
They were aware that no Dembcrat would support
a permanent eut, especially In view of Democratic
Gov. Richard Celeste:s pubUc opposlt.lon to such an
action at the just-ended lame duck session. Celeste
says he wUl propose a cut In early 1!1!5.
Senate President Harry Meshel, 0-Your.;;:::..,wn,
left the rostrum for an emotlonaUy charged floor
speech In which he assailed Republicans lor refuSing
the temporary cut. He reminded them that the prior
Republican administration used a sertes of temporary tax Increases In 1982 In an unsuccessful bid to
solve a state budget crlsls.
"Temporaries were created by you guys. You are
the parents of that illegitimate chlld," Meshel
declared . .
·Sen. Richard H. Finan, RCinclnnatt, shot back that
Democrats botched the handling of one budget
surplus earlier this year in a bill that gave taXpayers
rebates averaging about $15.
Finan and other Republicans said excessive
mailing expenses and other problems resulted,
costing taxpayet:S several hundred thousand dollars

OPEC ·falls into

Pity the 13 members of the exclusive club known as the Organization of
. · Petroleum Exporting Countries.
: Eleven winters ago they had Americans shivering in their gas-guzZlers,
· trying to choose between a ride to Grandma's for the holidays and a trtp to
· the supermarket for groceries.
· · · Gasoline prices were climbing and Unes at the service stations - those
· that could be found open - were growing.
; · It seems so long ago.
The club isn't all that exclusive anymore. Countries like Mexico, Brttaln
and Norway don't !]ave to be members in order to carve out a profitable
shlll'!' of the oil market And the all-for-one and one-for-all spirit within the
cartel that helped' quintuple plices Is running out.
· Higher taxes have partly masked what otherwise would be a :ll percent
drop In American pump prices since 1981. As It is, prices have been
dropping steadily and soon may dip below $1 a gallon.
It's a surplus or buyer's market The price of a barrel of oil Is sliding as
·OPEC members undercut each other With premiums ll!ld by offering
better-grade to their customers. Some are exceeding the production
.ceilings set seven weeks ago.
The aim was to maintain the benchmark price of $29 a barrel through
quotas for each OPEC member. Overall production was supposed lObe cut
to 16 million barr.?IS a day from 17.5 million barrels.
It hasn't worked and analysts doubt the OPEC ministers meeting again
today In Geneva can keep production down and prices .from falling.
Edward H. Murphy, ,director of statistics at the Amerlcan Pelroleum
institute, says Nigeria may be 300,001 barrels a day over Its quola, and
OPEC up to 1.3 million barrels.
"The price next year Is going to be governed by OPEC's willingness and
abutty to maintain production substantially below their capability to
: .produce," he said. "I don't know whether they can."
· Murphy thinks the United States should produce as much oil as It can,
· . •and not make OPEC's job easier.
. ' About one-third of the oil consumed here IS Imported. Of those Imports, .
:about 38 percent comes from the OPEC countries.
: The State Department Is watching developments with subdued
-optimism.
. "Supply and demand, rather than a group,ls setting the price of oil," said
an official who keeps tabs on energy problems and spoke only on condition
he not be Identified.

"We believe today's official prices for oil are high, but by saytng that we
· don't intend to talk the price down. The market does it.

mores of any society - the morally

Another old Idea Is that within such
an evolution, certain aspects of
human nature remain ' fixed and
constant.
The United States has koown
precisely such an evolution. In Its
own race relations. I think back 30·
years - and :ll years Is the merest
tick of time's clock - to the mores
that chai-acterlzed Richmond. MobUt;! and Atlanta · In 1954. Every
public Institution was rigidly segre- .
gated: schools, parks, restaurants,
theaters, llbrarles, hospitals, streetcars. But the winds ot change,
unfelt or Ignored, had been blowing
tor at least a hundred years. The
evolutionary process was In mo-

lion. With a couple of powerflil
shoves from the Supreme Court and
the Congress, the structure of
state-sanctioned segregation began
to topple. Nothing of the structure
now remains.
When I first visited South Africa
20 years ago, I found In Pretoria and
Cape Town the,mores of Richmond
and Mobile greatly magnified. It
was the same rigid segre$ation of
the races. But as a "60 Minutes" ·
documentary made ·clear last
Sunday evening, things change and
attitudes evolve. It Is toO much to
say that South Africa's structure Is
toppling, but the slow process of
desegregation Is In motion.
My second old Idea Is thatper5Qns
who hold power seldom ·surrender
power willingly. Men fight for what
they have. It is folly to suppose that
the power structure in South .\frlca
peaceably will swallow black majority rule. The situation in South
Africa Is unlike the situation
elsewhere In Africa. When Brttaln
yielded on Rhodesia, the white
Rhodesians, If they wished, could
. go home to England. The Portu·
guese who left Mozambique and
, Angola could go home to PortugaL
The Belgians wh,o abandoned the
Congo could go h<\Q'!e to Belgium.
But South Africa's fiv~ million
whites already are home. They are
no one's colonials. They wtll ne"'er
abandon their political power without a desperate struggle.
If such a struggle Is to be avoided
-a struggle even bloodier than pur
own civil war of 1861-65 - the best
minds of all South Africa must be
encouraged to seek peaceful alternatives. The concept of "homelands" seems to be working poorly,
but lj.t least it addressed the reallty
that the loyalties of most South
African blacks are not national, but
rather tribaL "One man, one vote"

something for Ideologues to wear on
their sleeves.
Patience. This Is the oldest Idea of
all. Let us keep things In perspective - the perspective of time, the ·
perspective of other oppressions
