Rutland man
facing charges in
Vinton County
Neace sentenced to life
VINTON COUNTY — A Rutland man was
arrested on charges out of Vinton County after an
alleged incident on Saturday.
According to a news release from the agency,
the Vinton County Sheriff’s Office received a call
of a possible drive by shooting on Saturday, Nov.
2. Deputies arrived and met with several witnesses and found that a male individual allegedly
pulled up to a residence located on State Route
124 and fired several rounds from a handgun into
the air.
An investigation into the incident found that the
victim’s father, Todd M. Price, age 48, of Rutland,
POMEROY — The Pomeroy
woman who pleaded guilty last
week to attempted murder and
aggravated murder will spend the
rest of her life behind bars after
a sentencing hearing on Wednesday in Meigs County Common
Pleas Court.
Tammy Neace, 45, of Pomeroy,
was sentenced to life in prison
without the possibility of parole
on the charge of aggravated murder, as well as 10 to 15 years on
the attempted murder charge and
three years on the gun specification.
The sentences were ordered to
be served consecutive, making

the total sentence life in prison,
plus 13 to 18 years. (Under a
new sentencing law, some sentences come with an indefinite
term, meaning the minimum
sentence is stated and then the
person may be held for up to half
of that time in addition).
Neace pleaded guilty on Oct.
28 to the shooting death of Kelli
Markins and the attempted murder of Markins’ adult son Drake
Markins, who is the father of
Neace’s grandson.
Prosecutor James K. Stanley
addressed the court, asking for
the maximum sentences to run
consecutively to one another in
the case. Stanley stated that, at
the plea hearing, Neace herself
said she deserved “prison, death
and to go to hell” for what she
had done. He added that hell was
between her and God, and the
death penalty was not an option
in this case, but life in prison
was the maximum available.
Victim Assistance Director
Theda Petrasko addressed the
court regarding restitution in the
case and then bringing up the
mother of Kelli Markins to read
her victim impact statement.
Markins’ mother addressed the
court and Neace directly, speaking about the impact of Neace’s
actions.
“We should never have been
here because of your actions.

Neace had shown some

the remorse was tainted
by her “continued rationalization” that her

“We can’t allow

In addition to the prison sentence, Neace was

Neither Kitchens nor
Taylor had ever been
head coaches at any level
until this season, and
they have little experience calling plays. At
least Kitchens can point
to how Browns quarterback Baker Mayfield blossomed over the second
half of last season once
Kitchens was promoted
to offensive coordinator from running backs
coach.
Taylor called plays for
the final five games in
2015 with the Miami Dolphins and was offensive
coordinator in college at
Cincinnati in 2016. The
Bengals hired Taylor after
he was assistant wide
receivers coach in 2017
and quarterbacks coach
in 2018 with the Rams —
and McVay, who calls his
own plays.
And Taylor uses a playaction system similar to
the Rams that is heavily
dependent on a decent
run game. Unfortunately,
the banged-up Bengals
rank last in the NFL averaging 59.5 yards rushing
a game and have been
held under 35 yards four
times. Cincinnati’s offensive line has struggled so
much Taylor has had to
keep tight ends in to help
block.
The Browns are 2-6
after being popular picks
to win the AFC North.
Injuries have been a big
issue. But Kitchens has
appeared overwhelmed
at times on the sideline.
Kitchens was criticized
heavily for not calling a
running play inside the
10 late in a 20-13 loss to
the Rams in September.
Mayfield threw four
times, the last intercepted in the end zone. The
Browns coach took the
blame for his play-calling
in that fourth quarter.
More than a month
later, Kitchens called a
shovel pass New England
intercepted on its way to
a 27-13 win. Worse, the
Browns’ offense ranks
25th, scoring 19 points a
game.
“Everything about the
program should reflect
on me and I will accept
it,” Kitchens said. “But
I also have a hand in fixing it.”
Arizona hired Kingsbury in part because he
coached the 2018 NFL
MVP Patrick Mahomes
during his tenure as head
coach at Texas Tech. The
Cardinals drafted Murray
with the No. 1 pick overall in April, and the duo
has helped the Cardinals
start 3-5-1.
Still, Kingsbury has
had his growing pains.
“I’m used to 80 or 85
snaps, and now you’re
getting 65, maybe 70, so
you have to make sure
when you look at that
sheet, you’re not just calling something to get it
called or playing really
fast because you’re trying
to out-maneuver them
with tempo,” Kingsbury
said. “You have to make
sure you have a point
to every play, and that’s
helped me throughout
this first month and a
half get adjusted.”
Then there’s LaFleur
who is working with
the 35-year-old twotime MVP in Rodgers.
LaFleur was the Rams’
coordinator in McVay’s
rookie season and only
called plays in 2018 as
Tennessee’s coordinator
before Green Bay hired
him. But the Packers are
7-2, and LaFleur says
the relationship between
quarterback and coach is
critical.
“The way I view the
quarterback is, it’s an
extension of the coaching staff,” LaFleur said.
“And so yeah we got to
be on the same page. I
think that just like any
relationship, it takes time
to make sure the communication is on point.”
Faster for some than
others.

Rivers prepares
for final scheduled
start in Oakland
The Associated Press
OAKLAND, Calif. (AP) — From his first career
start in 2006 to some riveting comebacks and
crushing defeats, Chargers quarterback Philip Rivers has had plenty of memorable experiences playing against the Raiders at the Oakland Coliseum.
So there will be a bit of nostalgia when Rivers
plays his final scheduled game there Thursday
night, when the Chargers (4-5) take on the Raiders (4-4) in a game crucial for both teams’ playoff
hopes.
“I love playing there,” Rivers said. “There’s
certain places you go — I mean, Kansas City, I
can picture the guys that sit behind our bench that
have been sitting there for 15 years. Same thing in
Oakland and same thing in Denver so I think you
just, it’s almost a little bit like you have this relationship with the atmosphere and the fans that are
there because you’ve been there so many times.”
Rivers has been to the Coliseum so often (13
times), that only nine Raiders players have more
games there than he does, a sign of Rivers’ longevity and the roster overhaul in Oakland under
coach Jon Gruden.
Rivers has won nine of those starts, throwing
24 touchdown passes in the games, totals that
only Raiders quarterbacks Derek Carr and Rich
Gannon have surpassed at the Coliseum since the
team moved back to Oakland in 1995. It plans to
relocate to Las Vegas in 2020.
But it’s the atmosphere and the last dual-use stadium in the NFL that stands out most for Rivers.
“It’s just always — a lot of personalities, obviously,” he said. “Shoot, it’s an in-state rival, best way to
describe it. The best way I can describe it is think
about the team you played in high school that was
kind of that cross-town team that you always looked
forward to. I mean, it’s that kind of old-school rivalry. It’ll be awesome. The fact that it’s a night game,
too. Again, division game, both teams right there in
the mix. It’ll be cranked up pretty good.”
Roger Penske spent part of
Tuesday walking Indianapolis
Motor Speedway, using a cool,
sunny day to look over the historic venue that will soon be his.
There is work to be done at the
speedway, lots of work before it
can be the entertainment mecca
he envisions. But more than that,
there is a legacy to worry about
— and not just his.
The hulking grey structure had
been in the Hulman family since
Tony Hulman purchased it in
1945, and generations over seven
decades since have poured everything into the speedway to uphold
its status as a beloved slice of
Americana, a place where championships are earned every Memorial Day weekend and heartbreak,
even death, is familiar.

Tyrell’s reunion
Raiders receiver Tyrell Williams is ready to
enjoy the other side of this AFC West rivalry. After
spending his first four seasons with the Chargers,
Williams signed with the Raiders this offseason.
Originally set to be the No. 2 receiver alongside
Antonio Brown, Williams has been given a bigger
role after Brown was released two days before the
season opener. He has 23 catches for 355 yards
and five TDs despite missing two games with a
foot injury. He said he’s had this game circled on
his schedule ever since it was announced in April.
“I’ve been more excited all week to be able to
have this game,” he said. “I stay pretty even-keeled
but I think I’ll have a lot more juice this week.”
Sack master
Joey Bosa has 5½ sacks in his last three games
and is second in the AFC with 8½ this season. He
is trying to become the first player since Carolina’s
Charles Johnson to have at least two sacks in three
straight road games.
that took only six weeks to work
out, Hulman & Co. announced
Monday it was selling its racing
portfolio to the man with a record
18 Indy 500 victories. Penske,
who last month received the Presidential Medal of Freedom from
President Donald Trump, will be
the official owner by January.
But first, that walk.
The 82-year-old Penske knows
IMS better than most, but he
wanted to get a closer look
at what is likely the crowning
achievement of his lifelong devotion to motorsports.
The sale
When matriarch Mari Hulman
George, daughter of Tony Hulman, died last November her four
children began to divest the family
portfolio. First was the $80 million
sale of baking soda company Clabber Girl in May, followed by search
for a buyer for the racing properties.

Raider rookies
The Raiders are getting impressive contributions from their rookie class, with a franchiserecord four TDs in last week’s win over Detroit.
Running back Josh Jacobs is leading the way with
740 yards rushing and six TDs, while tight end
Foster Moreau has added three TD catches and
receiver Hunter Renfrow has two. The 11 TDs
from rookies are five more than the next highest
team, Washington, and tied for the most through
eight games since the Rams had 16 in 1983.
“I feel like we’ve been making plays all year
long,” Renfrow said. “Our rookie class takes a lot
of pride of how productive we can be on the offensive side. It is all of us just trying to be our best at
the end of the day.”
ing speedway and all things racing
that the family treasures. After
painstaking research, the family
decided the time had come to give
it all up — and George was uneasy
turning it over to a corporation or
conglomerate that might very well

tradition.
He sought out the only person
he knew who not only shared his
love and respect for the speedway
but had the resources and unwavering desire to preserve the Indy

Roger Penske, the billionaire
businessman and racing enthusiast with a long history of excellence in motorsports.
Penske was approached by
George at the Sept. 22 IndyCar
season finale and asked if he was
willing to discuss future “stewardship” of the speedway, the Indy
500 and the open-wheel series
that has enjoyed a recent uptick
in popularity. In a stunning deal

Smith’s 2 tallies push Golden Knights past Columbus
COLUMBUS, Ohio
(AP) — The Vegas
Golden Knights put two
straight, particularly frustrating overtime losses
behind and kicked off a
four-game road trip with
a win. The Columbus
Blue Jackets’ ongoing
scoring woes had much
to do with that.
The Golden Knights
had lost their two previous games in overtime
after building two-goal
leads. On Tuesday night,
Reilly Smith scored both
goals and they squeezed
out a 2-1 win over the
Blue Jackets, whose
opponents seem to be
getting all the puck luck
lately.
“Those last two losses
at home, we had the
lead going into the third
and we found ways to

For the Blue Jackets

Panthers place QB Newton on IR
Strong ending helps
World Series avoid
low viewership
CHARLOTTE, N.C.
(AP) — The Panthers have
placed quarterback Cam
Newton on injured reserve,
meaning he can’t play for
the rest of the regular season.
Panthers general manager Marty Hurney said in
a statement Tuesday that
Newton is still experiencing pain in his foot and
needs to continue to rehab
from the injury.
“He saw two foot specialists last week who agreed
that he should continue
that path prescribed by the
team’s medical staff, and
that it likely will take significant time for the injury
to fully heal,” Hurney said.
NEW YORK (AP) — It may be no solace
to the Houston Astros, but the Washington Nationals’ comeback win in the World
Series helped baseball avoid a dubious
record.
The series’ seventh and deciding game
reached 23.2 million people, eclipsing even
“Sunday Night Football” and enabling the
Series to average just under 14 million
viewers per game, the Nielsen company
said. The last game drew nearly 7 million
more viewers than any of the other games.
Through five games, the series was on
pace to be the least-watched Fall Classic
ever.
At least for another year, San Francisco’s
four-game sweep of Detroit in 2012 keeps
the record of least popular series ever. It
averaged 12.66 million viewers.
Showtime did not immediately have ratings for the series finale of “The Affair”
on Sunday but said the episode had the
best-ever numbers of the five-year series in
streaming and on-demand platforms.
Fox won the week in prime time, averaging 9.8 million viewers. NBC had 7.1
million viewers, CBS had 6.1 million, ABC
had 3.8 million, ION Television and Telemundo both had 1.21 million, Univision
had 1.17 million and the CW had 780,000.
Fox News Channel was the week’s most
popular cable network, averaging 2.6 million viewers in prime time. ESPN had 2.3
million, MSNBC had 1.77 million, Hallmark had 1.51 million and TLC had 1.12
million.
ABC’s “World News Tonight” topped the
evening newscasts with an average of 8.7
million viewers. NBC’s “Nightly News”
was second with 7.9 million, and the “CBS
Evening News” had 5.6 million viewers.
For the week of Oct. 28-Nov. 3, the top
10 shows, their networks and viewerships:
World Series Game 7: Washington at
Houston, Fox, 23.22 million; NFL Football: New England at Baltimore, NBC,
22.03 million; World Series Game 6: Washington at Houston, Fox, 16.55 million;
“NFL Pregame Show,” NBC, 15.7 million;
NFL Football: San Francisco at Atlanta,
Fox, 14.28 million; “Football Night in
America, Part 3,” NBC, 12.19 million; “60
Minutes,” CBS, 11.04 million. NFL Football: Miami at Pittsburgh, ESPN, 10.42
million; “NFL Pregame Show,” Fox, 8.5
million; “The Voice” (Monday), NBC, 8.19
million.

The Panthers have rallied to win five of their
past six games behind Kyle
Allen, who was an undrafted rookie in 2018.
Newton was hoping for
a bounce back season after
struggling with shoulder

The injury also puts his
long term future with the
team in doubt.
He has two years left on

“If the IOC and WADA want to
lobby U.S. lawmakers on behalf of
Russia’s corrupt interests, that is a
serious problem and I would encourage our congressmen and senators
to be very wary of these efforts,” he
said.
Rob Koehler of the athlete’s group
Global Athlete said he was similarly
surprised, “given the bill’s ability
to eradicate the people who are
enabling doping.”
The IOC said it was appreciative
of efforts to control doping in the

the bill that calls for transferring

“The area which is troublesome is
the suggestion that American jurisdiction would go beyond the United

other parts of the world,” he said.

The Associated Press say the agency has budgeted “at least” $250,000
to continue the lobbying effort into
next year.
As the bill is currently written,
a company such as Nike could run
afoul of the law for its connection
to Alberto Salazar, the famed track
coach who recently received a fouryear ban for violating the anti-doping code. Or it would have made it
easier to prosecute people involved
in the FIFA soccer-bid scandal,
many of whom were charged in the
U.S. under fraud, racketeering and
money laundering laws.
The U.S. Olympic and Paralympic

KATOWICE, Poland (AP) — Not
long after a bill that would criminalize international doping conspiracies advanced in the U.S. Congress,
world Olympic and anti-doping leaders made clear how they felt about
the development.
They started lobbying for changes
in Washington.
The International Olympic Committee and World Anti-Doping
Agency have each devoted six-figure
budgets to get word out on their
issues with the Rodchenkov Act.
The bill, named after the Moscow
lab director who blew the whistle
on Russia’s plan to cheat at the
Sochi Olympics, passed the U.S.
House last month and is now awaiting action in the Senate.
The measure calls for fines of up
to $1 million and prison sentences
of up to 10 years for those who
participate in schemes designed to
influence international sports competitions through doping. It would
also allow the U.S. Anti-Doping
Agency to obtain information collected by federal investigators,
which could help prosecute antidoping cases.

Hurney said Newton is
one of the fiercest competitors he’s been around in his

“At this time, we have
decided that the best decision to reach the goal of
bringing the foot back to
100% is to place Cam on
injured reserve,” Hurney
said.
Newton was the league’s
MVP in 2015, but has lost
his last eight starts dating

and was a non-factor in
the running game, carrying five times for minus-2

“We have said all along
that it is impossible to put
a timetable on this injury.
Nobody is more frustrated
with that fact than Cam.”
Newton could possibly

Panthers reach the playoffs.
According to NFL rules,
Newton could hypothetically be designated to return

the Panthers (5-3) were to
