POMEROY — Local agricultural producers have until Friday,
Jan. 15 to submit applications
for Ohio’s Environmental Quality
Incentives Program (EQIP) to
implement conservation practices
on their land.
This year, Meigs County farmers or ranchers can apply for
the general EQIP program or
for assistance under two special
EQIP projects: Pasture Improvement and Oak Management.
Administered by the U.S.
Department of Agriculture’s
Natural Resources Conservation
Service, EQIP is a voluntary conservation program which helps
producers make conservation

work for them. NRCS provides
agricultural producers with
financial resources and one-onone help to plan and implement
improvements, or what NRCS
calls conservation practices.
Using these practices can lead to
cleaner water and air, healthier
soil and better wildlife habitat,
all while improving agricultural
operations.
Through EQIP, you can voluntarily implement conservation
practices, and NRCS co-invests in
these practices with you. Together, NRCS and producers invest in
solutions that conserve natural
resources for the future while also
improving agricultural operations,
said Carrie Crislip, NRCS district
conservationist for Meigs and

Jackson counties.
Over the past three fiscal years,
nearly 50 Meigs County producers have received $291,000 in
EQIP funding in the form of costshare payments.
Financial assistance is now
available in a variety of agricultural categories such as cropland,
pasture operations, and organic.
Several special projects are also
available which address water
quality, forestry management,
improving pollinator populations
and wildlife habitat, pasture
improvements and many more.
In addition to the regular EQIP
signup, the Pasture Improvement
Special Project funding is being

The U.S. Navy uniform of the late Frank Nathan Gillespie,
pictured, was returned to his family.

he moved to Florida.”
When he realized
that he didn’t have it in
his possession, he was
extremely grateful she
had rescued it. They
discussed how she could
return the uniform to
the family, and it was
decided that since he
would be passing it to
his son Zachary, she
could arrange to return
it to him.
Tennant said returning the uniform became
very personal for her,
“I don’t have anything
from my father’s service
in World War II. I knew
how much it would
mean to me to receive
something from my
father, it would mean the
world to me.”
Zachary Gillespie
lives in Huron, Ohio,
and Tennant said she
considered driving there
to deliver the uniform
in person, but decided,
along with Zachary, to
mail it instead.
“I would have made
the drive, but with
everything going on
with COVID-19, we
decided it was best just
to mail it.”
The uniform, which
was indeed treasured
and valued by the family, arrived at Zachary’s
home in time for Veteran’s Day and the second
anniversary of Frank Gillespie’s passing.
So the question of
how a vendor at the
French City Flea Market
came to purchase a well
cared for Navy uniform
at an estate sale had
been answered: After
Frank’s passing, the family hired an estate agent
to liquidate the property, so it had gone with
those items to the sale.
Greg had no idea it was
still in his father’s house
when the estate agents
picked up the contents,
and would never have
known what happened
to it if Rhonda Tennant
had not “rescued it” that
day at the market.

In memoriam:
The obituary for
Frank Nathan Gillespie,
of Nitro, West Virginia,
included that he was
born Feb. 9, 1923 and
died Nov. 8, 2018. He is
buried at Cunningham
Memorial Park, St.
Albans, West Virginia.
He was a graduate of
Dunbar High School
and Springfield, MA
College. While at
Springfield College, he
was on the gymnastics
team. During his college years he worked
as a professional circus
clown performing on
the trampoline and
as a juggler. He was
also a member of the
Barbershop Quartet at
Morris Harvey College
(University of Charleston) while working on
his advanced degree in
education. He was a
science teacher in St.
Albans and served as
a counselor and vice
principal of the new St.
Albans High School
and returned to the
Junior High School
as principal in 1962.
Before entering education he worked in and
remained involved in
the UMCA, teaching,
diving, and swimming at the Charleston
YMCA. His work in
youth programs continued the summer
months, working at
Tapawingo Farm Camp
in the Pocono Mountains of Pennsylvania
with his wife Phyllis
for over 18 years.
His college studies
were interrupted by
World War II when
he enlisted in the
U.S.Navy Medical
Corp. He served three
years at the Medical
Research Institute,
National Naval Medical Center.

“I was reluctant to
purchase it, I don’t collect that type of thing,
but I just couldn’t get
my head around the
fact that the uniform
appeared to have been
well cared for, someone
had valued it - how or
why did it end up in a
flea market?
“I am very empathetic
to veterans. My father
and two brothers both
served. As a teacher for
over 40 years, I included
a lot of patriotic activities throughout the
year. I always made sure
Veterans Day was covered in our activities. I
think it is so important
to honor and respect
our veterans. To see
this beautiful, vintage
uniform discarded… I
just couldn’t leave it, it
seemed disrespectful
that it should end up like
that.”
Veteran recognition is
important to Tennant, a
local educator and member of the Mason County Board of Education,
who has received awards
for her efforts including
Veterans contributions
in her classroom studies from groups on the
local, state, and national
level, including West
Virginia Veterans of
Foreign Wars Teacher of
the Year.
After agreeing on a
price of $20, Tennant
took the uniform home
along with the box it had
been in when purchased
by the vendor, who said
he had obtained it at an
estate sale.
She continued to wonder about its history,
so she posted a photo
of the uniform on Facebook.
“As soon as I posted
the photo, my Facebook
page exploded. There
was an outpouring of,
‘You have got to find
who this belonged to
and return it to the family.’”
Tennant received
some unexpected assistance; her friend Malynda Finley researched
the name and found
an obituary for Frank
Nathan Gillespie who
had passed away in
2018. This information
enabled Finley to locate
his gravesite.
With the new information and the encouragement of her Facebook
friends, Tennant located
the soldier’s only son,
Greg Gillespie, and gave
him a call.
“He was quite surprised when I called to
tell him I had the uniform. It had been passed
to him by his father, and
he was certain he had
taken it with him when

By Alex Hawley

Alex Hawley | OVP Sports

Meigs senior Hannah Durst releases a two-pointer over Alexander’s Jadyn Mace
(2), during the Lady Spartans’ 69-48 victory on Monday in Rocksprings, Ohio.

ROCKSPRINGS, Ohio —
The guests saved their best for
last.
The Alexander girls basketball team led host Meigs by six
points with just over a quarter
to play in Monday’s Tri-Valley
Conference Ohio Division tilt
at Larry R. Morrison Gymnasium, but the Lady Spartans
finished the night with a 26-to11 run for a 69-48 win.
After Alexander (2-0, 1-0
TVC Ohio) scored the opening bucket of the game, Meigs
(2-2, 1-2) took its only lead of
the night on a triple by Andrea
Mahr 1:18 into play. AHS was
back in front after a pair of free

throws from Marlee Grinstead
17 seconds later, and after the
hosts tied it at five, a foul shot
by Kara Meeks gave the guests

Trojans pull
away from
RedStorm men
By Randy Payton
For Ohio Valley Publishing

RIO GRANDE, Ohio — Four players combined
for all but four of visiting Taylor University’s
entire point total as the Trojans pulled away for an
84-69 win over the University of Rio Grande, Monday evening, in non-conference men’s basketball
action at the Newt Oliver Arena.
Taylor snapped a three-game losing slide, evening its record at 5-5 with the victory.
Rio Grande, which suffered a second consecutive loss, slipped to 4-4.
CJ Penha equaled a career-high with 27 points
for the Trojans, while Jason Hubbard and Zach
Baugher netted 20 points each and Vincent Miranda tossed in 13 in the winning effort. Baugher’s
effort represented a new career-high.
The game was a back-and-forth affair over the
first 12-1/2 minutes with one tie and eight lead
changes, but Taylor - which had all five of its starters play 33 minutes or more - went in front to stay,
22-21, on a driving layup by Penha with 7:32 left
in the first half.
The lead grew to 10 points in the waning seconds of the half, but Rio managed to chop the
deficit in half and closed the gap to 45-40 after an
offensive rebound and putback by freshman Redeetris Richardson (Atlanta, GA) with 17:37 remaining in the game.
The Trojans answered, though, by reeling off
nine straight points - including back-to-back threepoint goals by Penha - and opening up a 14-point
advantage, 54-40, following a free throw by Hubbard with 14:23 left to play.
Rio Grande sliced the deficit down to six points
on two different occasions, the last of which came
at 57-51 following a conventional three-point play
by sophomore Miki Tadic (Hilversum, The Netherlands) with 12:18 remaining, but got no closer the
rest of the way.
Taylor’s largest lead of the night was 16 points,
77-61, after a three-pointer by Miranda with 6:24
left in the contest.
The Trojans shot 53.6 percent overall (30-for56), while connecting on 11 three-pointers and out
rebounding the RedStorm, 37-26.
Hubbard and Miranda also grabbed nine
rebounds each for Taylor, while Baugher handed
out five assists.
Freshman Andrew Shull (Milton, WV) led a
quartet of double-digit scorers for Rio Grande
with 17 points. Sophomore Shiloah Blevins (South
Webster, OH) tossed in 16 points, while Tadic had
14 and junior Cam Harris (Amelia, VA) netted 13.
Tadic also had a game-high three steals, while

PUBLIC NOTICE is hereby given that on the 11 day of December 2020, Peggy Yost, Treasurer of Meigs County, Ohio, filed a
complaint in the Common Pleas Court of Meigs County, Ohio,
at Pomeroy, Ohio, for the foreclosure of liens for delinquent
taxes, assessments, charges, penalties, and interest against
certain real property situated in such county, as described in

may enter a deficiency judgment against the owner of record of
a parcel for the amount of the difference; if that owner of record
is a corporation, the court may enter the deficiency judgment
against the stockholder holding a majority of the corporation's
stock.

offered to producers in 10 southern Ohio
counties including Meigs County.
Pastures are a predominant agricultural
land use in Ohio’s hilly Appalachian region
but pose specific conservation-related issues,
Crislip said. Grazing livestock can cause erosion problems in pastures, especially when
the ground is wet and when the animals
are contained near the farmstead in colder
weather.
The Pasture Improvement Project will help
farmers install conservation practices and
manage their pastures in a way that improves
the quality of the pasture and the health
of grazing livestock, while also protecting
natural resources. The conservation practices
available through this project include access
roads, watering facilities, livestock pipeline,
fencing, heavy use area protection, stream
crossings, and spring development.
The second special project, the Oak Management Special Project is geared towards
helping forest landowners interested in restoring their forests. NRCS uses EQIP to restore
privately owned oak-hickory woodlands by
providing financial resources and one-on-one
help to plan and implement improvements.
Woodland owners in owners in Meigs
County can receive both technical assistance
from professional foresters and financial
assistance to implement conservation practices recommended by foresters using EQIP.
Commonly used practices include grapevine
control, control of invasive species, and tree
plantings.
To participate in USDA conservation programs, applicants should be farmers, or farm
or forest landowners and meet eligibility criteria. For more information, contact District
Conservationist, Carrie Crislip at 740-9926646 extension 103 or by email at Carrie.Crislip@usda.gov as soon as possible. The
