OHIO VALLEY —
New COVID-19 cases
were reported on Tuesday, as well as new hospitalizations in Gallia
County, and a new case
involving a high school
athletic program.
The Ohio Department of Health reported 28 new cases and
two new hospitalizations in Gallia County
on Tuesday.
The Meigs County
Health Department
reported eight new
cases of COVID-19,
bringing the active case
total to 105 as of Tuesday afternoon.
The West Virginia
Department of Health
and Human Resources
reported 12 new cases
of COVID-19 in Mason
County on Tuesday.
There have been a
total of 992 cases since
March.
Local Schools
Eastern Local School
District announced
on Tuesday that it has
been “informed of one
student or staff member involving an athletic program at Eastern
High School has tested
positive for COVID-19.”
“For the safety of
the student-athletes
and staff, all activities
involving this particular athletic program
have been suspended
through January 6,
2021,” continued the
statement from Supt.
Steve Ohlinger.
A similar statement
was released on Dec.
22 involving an athletic
program at the high
school, with that team’s
activities suspended
through the month of
December.

County as part of Tuesday’s updates. This is
an increase of 28 since
Monday.

1,191 presumed recovered individuals (44
new) as of Tuesday.

Evans earns Veteran School Board award

Garﬁeld “Gar” Haggy, 78,
of Rutland, passed away,
at 4:17 p.m. on Sunday,
Dec. 27, 2020, in the
Ohio State Wexner Medical Center, Columbus.
Born Sept. 18, 1942, in
Bancroft, West Virginia,
he was the son of the late
Emery A. Haggy and Eula
Mae Hood Haggy-Odegard. He was a member of
the River of Life Church
of God. He was a welder
and worked for American
Alloys for thirty years and
the Meigs County Council of Aging for ﬁve years.
He was a man of many
talents and he enjoyed
farming for many years.
He is survived by

Ohio Supreme Court stops
collection of nuclear plant subsidy
CLEVELAND (AP) — The Ohio
Supreme Court on Monday issued a
temporary stay to stop collection of a
fee from nearly every electric customer
in the state starting Jan. 1 to subsidize
two nuclear power plants, a provision included in a scandal-tainted bill
approved by the state Legislature in
July 2019.
The order signed by Chief Justice
Maureen O’Connor comes a week after
a judge in Franklin County issued a preliminary injunction to stop collection of
the fees.

in his ruling from the bench last Monday said, “To not impose an injunction
would be to allow certain parties to prevail. It would give the OK that bribery
is allowed in the state of Ohio and that
any ill-gotten gains can be received.
The Ohio Manufacturers’ Association
appealed to the Supreme Court earlier
this month after the Public Utilities
Commission of Ohio in August cited
the legislation known as HB6 in issuing an order approving collection of the
fees and then refused to reconsider the
group’s request for a new hearing.
The law calls for the plant’s new
owner, Energy Harbor, to receive as
much as $150 million a year and nearly
$1 billion in total. Another $20 million
a year from the fees are earmarked for
ﬁve large solar projects, none of which
are operational.

The maelstrom surrounding the
subsidies began in late July when U.S.
Attorney David DeVillers announced
the arrests of then-Ohio House Speaker
Larry Householder and four others for
their roles in what he called the biggest
bribery scandal in state history. Householder is accused of controlling an
effort secretly funded by Akron-based
FirstEnergy to win legislative approval
for the nuclear plant subsidies and to
stop a referendum on the bill.
The two nuclear plants in northern
Ohio were operated by a wholly owned
FirstEnergy subsidiary when HB6 was
approved. Energy Harbor took ownership of the plants and other FirstEnergy
assets in February as part of a deal
struck in U.S. Bankruptcy Court.
A message seeking comment was left
Monday with Energy Harbor representatives.
Kimberly Bojko, an attorney for the
Manufacturers’ Association, called
Monday’s ruling a “big win.”
“Customers should not be charged
subsidies from a bill put in place under
questionable circumstances,” Bojko said.
The Public Utilities Commission had
until Dec. 22 to ﬁle a response to the
Manufacturers’ Association appeal but
did not do so. PUCO spokesperson
Matt Schilling said Monday that he
did not know whether the commission

Rawls to lead
RedStorm’s men’s
volleyball program

RIO GRANDE, Ohio — The University of Rio
Grande is turning to a familiar face to get its men’s
volleyball program off the ground.
The school has tabbed former women’s volleyball graduate assistant coach Nick Rawls as the
head coach of one of its newest athletic programs.
Rawls spent the past six seasons as the head
men’s volleyball coach at St. Andrews University
in Laurinburg, N.C., where he posted a 57-69
record overall.
“It’s nice to know a lot of the people and the
coaches who we met previously are still there,
so it’s very familiar. We know what we’re getting
into,” Rawls said of his return to Rio Grande. “It
was inviting to know that you had a chance to go
back into an environment where people care about
you and want the best for you. That certainly
made it attractive.”
Rawls started the men’s volleyball program at
St. Andrews immediately upon his departure from
Rio in 2015.
His Knights went 0-22 in their inaugural season,
but quickly transformed into a championship contender, capturing Mid-South Conference titles in
both 2018 and 2019.
The 2018 team was ranked ninth nationally,
while the 2019 squad - which ﬁnished unbeaten in
conference play - was ranked No. 10. Both teams
earned national tournament berths.
Rawls, a 31-year-old native of Brantford, Ontario, Canada, said the familiarity of building a program from the ground up - and learning from the
mistakes he made in doing so at St. Andrews - will
be beneﬁcial as he starts the same process at Rio
Grande.
“It’s hard - there’s no question about that. But
I’m a little wiser now than I was then,” he said.
“You just have to create realistic goals and guidelines and try to structure yourself on a 3- or 4-year
plan. When you know what you’re trying to accomplish on a year-to-year basis, there’s no question
that it helps.”
And those goals, as was the case at St. Andrews,
may not mean success out of the gate for the
program, which is scheduled to begin play in the
2021-22 school year.
“Year one is about building culture and putting
your guys in a position to where they understand
what your expectations are and how to succeed off
the court in order to succeed on the court,” Rawls
said. “It’s about building a family and creating
the atmosphere that you want. It’s really easy to
get ahead of yourself and see some talent and get
really excited to jump all over it, but knowing how
important it is to lay a foundation for the future is
a huge advantage. If year one isn’t what we want
it to be in terms of wins and losses, that’s OK.
The focus is on the future and putting yourself in
a position to make a run in the years that follow,
rather than trying to do it all in that ﬁrst year.”
Rio Grande athletic director Jeff Lanham said
he’s excited to see what Rawls can accomplish in
his return to the RedStorm athletic family.

‘Like a bathtub filling up’: Alabama is slammed by the virus

— With its dozen intensive care beds already
full, Cullman Regional
Medical Center began
looking desperately for
options as more and
more COVID-19 patients
showed up.
Ten beds normally
used for less severe cases
were transformed into
intensive care rooms,
with extra IV machines
brought in. Video monitors were set up to enable
the staff to keep watch
over patients whenever a
nurse had to scurry away
to care for someone else.
The patch did the job
— for the time being, at
least.
“We’re kind of like a
bathtub that’s ﬁlling up
with water and the drain
is blocked,” the hospital’s
chief medical ofﬁcer, Dr.
William Smith, said last
week.
Alabama, long one of
the unhealthiest and most
impoverished states in
America, has emerged as
one of the nation’s most
alarming coronavirus hot
spots.
Its hospitals are in crisis as the virus rages out
of control in a region with
high rates of obesity, high
blood pressure and other
conditions that can make
COVID-19 even more
dangerous, where access
to health care was limited
even before the outbreak,
and where public resistance to masks and other
precautions is stubborn.
The virus has killed
more than 335,000 people
across the U.S., including
over 4,700 in Alabama.
Places such as California
and Tennessee have also
been hit especially hard in
recent weeks.
At Cullman Regional,

a midsize hospital that
serves an agricultural
area 55 miles north of
Birmingham, the intensive care unit as of last
week was at 180% of
capacity, the highest in
the state. Other hospitals
are also struggling to
keep up with the crush
of people sickened by the
virus.
While a typical patient
might need ICU treatment for two or three
days, Smith said, COVID19 patients often stay two
or three weeks, causing
the caseload to build up.
Alabama ranked sixth
on the list of states with
the most new cases per
capita over the past
week, according to Johns
Hopkins University.
Alabama’s latest average
positivity rate — the percentage of tests coming
back positive for the virus
— is almost 40%, one of
the highest ﬁgures in the
country. And the state is
seeing an average of 46
deaths per day, up from
30 on Dec. 14
While ICUs nationwide
were at 78% capacity
during the week of Dec.
18-24, Alabama’s were
91% full, according to the
U.S. Health and Human
Services Department. As
of last week, 15 Alabama
hospitals had intensive
care units that were at or
above capacity, and the
ICUs at six more hospitals were at least 96% full.
On Monday, there were
2,800 people in Alabama
hospitals with COVID-19,
the highest total since the
pandemic began.
Experts worry the
strain will only increase
after the holidays because
of new infections linked
to travel and gatherings
of family and friends.
