he was "shocked and appalled"
at the results of drug testing at
the faclllty tbat showed one of
every four prisoners used Illegal
drugs.
Tate said 24 percent of about
325 prisoners who were tested at
random in October had used
drugs such as cocaine, amphetamines, marijuana and opiates.
Tate said tbe 325 prisoners
tested out of tbl! population at the
prison of 1,900 at ~hat time in
October ·were a representative
sample of the entire institution.
''I was shocked and appalled,"
said Tate. "It's totally unacceptable. This Is the stat(''s maximum security prison. We should
be setting standards here that.the

· WASHINGTON ( UPI) -The nation's public hospital Industry Is at
risk of crumbling unless proerams are enacted to fund care to the
uninsured and rebuild deteriorating public hospitals, the National
;Association of PubliC Hospital•
• The NAPH said a survey of 100 public hospitals, Including those In
lhe nation's 50 largest metropolitan areas, reveals a number of
· findings that Indicate the nation's public bOipltal• are In danger.
. "Despite a grelfter recognition by key COIIIfeSSional committees of
; the role and lm!)9rtance of urban safety net hospitals In the 1980s the
. ;need for the. services of such hospitals is Increasing, with little hope of
.a major new national health plan to alleviate their burden," said
;NAPH President Larry Gage, a co-author of the plan. . ·
. • "NAPH believes a national health plan remains realistically a long
: range goal," Gage said. "Meanwhile, the needs of safety net hospitals
. are more Immediate. Specifically, we will be asldng Congress this
:. year to enact targeted prQifams to establish a $1 billion to $2 billion
nationwide Indigent care trust fund , and toadoptaaecond pi'Oifam to
provide needed access to capital for urban and rural safety net
providers."

The NAPH describes a "safety net" hospital as public hospitals
that provide "a substantial majority of uncompensated Inpatient and
: outpatient care, and many other essential specialty services, such aa

The survey results Indicate, the NAPH said, that "the nation's
metropolitan area safety net hospitals have deteriorated during the
last decade, and unless new natl,onwtde pi'Oifams are enacted totund

Among the study's findings:
; -Thirty percent of Inpatient days and 52 percen~ of outpatient
; 'visits In NAPH hospitals In 1988 were for patients with no source of

-The average NAPH hospital had a Qegatlve operating margin of
more than $9 million.
· -Bad debt and chalrty care as·a percentaee of cbarges Increased
from 22 .percent In 1982 to 42 percent In 19118 In NAPH hospitals.
- Occupancy rates are hlah In NAPH hospitals, over 110 percent,
and they continue to rtae. Some hoap!tals must care for some patients
• In hospital corridors due to a lack of available bedS.
: -NAPH hospitals reported an average of ~.649 emereency
• departme':lt visits were drug-related, representing 29 percent of all
· emergency visits for these hospitals.
-In NAPH hospitals, vacant registered nurse positions, as a

percent In 1988.
