UPI White House Re~rter
WASHINGTON - John F. Kennedy swd: "Victory has a thousand
fathers. Defeat is ano11rphan."
: President Bush is finding some truth in that adage, particularly among
tllose on Capitol Hill and elsewhere who urged him to refrain from an all·
out World War 11-scale conflict to eject Iraq from Kuw31t and to rely on
an economic Stran,$1ehold 10 defeat Saddam Hussein.
· Now he is finding that there are more power brqkers on boanl who are
h3iting ihe use of military force 10 achieve the political goals in the Per·
sian Gulf.

later, to some, Operation Desert Sword, wiD go down in hi~ as a late

. .
For Bush, the ttiumph had an IDiportant bonus b_ecause he swd Jt would
wipe out the bitter Vietnam syndrome !hat the nauon suffered after years
of futile bloodshed in the Southeast Asian conflict. .
:But the dissenters of that era- the '60s- had long faded away when
the president decided that.U.S. n~o~ security as well as sttategic and
oil interests required massive mihtary mtervenuon. He gambled and won
where other presidents have failed.
.

.
Bush has long been a member of the establishment that has always
believed the nation should, in the Teddy Roosevelt sense,, speak softly and
carry a big stick. He has never shied away from arming America.
But promoting his still undefined "new world order" in the post-war
world may not be easy. The Middle East has long been a tinder box.
That's a given.

Dear Editor:
Honesty is the hest policy has
been told to many children. As
people get older, they seem to forget this important factor.
On February 20, I accidently lefl
my purse at Big Wheel. That
evening when I realized what had
happened, I called to see where I'd
left it I was relieved to find out
that it had been turned in10 !he serVice desk.
My fiance and I went to get it,
shortly after I called. When I got
home with my purse I called Big

Wheel to see if ihey knew who had
turned it in. I wanted to thank
lhem, but after looking through my
purse I didn't. Eight dollars was
missing.
I would i·ust like 10 know if the
person rea I y needed the money
that much. It was my mistake of
leaving my purse behind, but someone else has 10 live with their mis·
take a lot longer than I.

Stanford University is hardly

about a much older and grubbier

Our media have been slow to

preliminary estimates are to be

hard-earned dough on expenditures
that had no reasonable relation

Stanford received it.

· GALLIPOLIS ~ Although peace
is at hand, it may be some time
before National Gliard and Reserve
troops return to the Ullited States,
according to Pentagon officials .
In the meantime, the deadllne
for filing 1990 taxes remams April
IS, and that may be before they
return.
All Guard and Reserve members
are being given a two-month exten·
sion from lhe date they return to the
U,S. to file their tax return.
However,..
Whoever will be · filing the
return needs to infohn the IRS of
that taxpayer's status as Desert
Storm, accordinjl to Lyon Angel, a
CPA in GaiUpohs.
It is important to send a copy of
the activauon orders to the IRS,let·
'ing them know the person is
deployed, and is out of the country,
Anjlel said. She and other CPAs in
Ohio are providing free tax preparasion for Desert S1«111 families.
If not told, the Internal Revenue
Service will assume the person is
evading taxes when no return is
sent.

To be eligible for the free assistance in individual or joint returns,
the Reservist or Guardsman must
be called to active duty, be an Ohio
resident, service outside lhe state or .

lion of which occurs during February to ·April I ~91, have not been
released from active duty prior tO
March 15; and submit a copy of
·activation orders.
.
There are some things that·family members De¢ to know about filing, Angel said.
First, that person must have a
power of attorney from the activaled Reser:vist or Guardsman. If there
is no power of attorney, the IRS
provides a tax power of attorney.
If there is a divorce in proP.',
Angel said, the return can sull be
filed. The person here flUs out that
part of the return, and.then it is sent
. to the Judge Advoc11te General
(JAG officer) for lhe state Guard or
Reserve to be completed.
. Many
Guardsmen
and
Reservists are taking a pay cut to
participate in Operation Desert
Storm, and the IRS will take that
into some consideration. If the taxpayer is unable to meet the obliga- '
