time for a change··
WASHINGTON- As World War II began winding down 45 years
ago, a new view or world affairs was taking shape in the United States.
That set of "fixed sta rs" guided U.S. foreign po[icy from the
mid·1940s to the late 1980s, but the time is fast approaching for a new
look at an incredibly altered world sit uation.
The foreign policy of the United States before World War II was
isolationist, although Franklin D. Roosevelt was inching the nation
toward an internationalist view. The war completed that job; the
nation was committed to taking a strong role in world affairs after the
Axis was defeated.
Josef Stalin's effort to br illg post -war Europe under Soviet
domination defined wharthe United States's role would be. It took
different names at different times- containment, deterrence- over
the years, but -the purpose of it was to s top the Russians from
swallowing everything on their borders and beyond.
The United States escaped the war's physical devastation and
emerged as the strongest of the victors. It undertook alone to bOlster
the weakened natlons of Western Europe and to CQUnter Soviet, and
later. Chinese communist military strength.
U.S. policy as -expressed in the Marshall Plan and the Truman
Doctrine worked in Europe. The Iron Curtain never reached west -of
Central Europe, although there were some epic political struggles lor control in countries such as France and Italy.
The policy was far less elfecttve in Asia, where it involved the
United States In two nasty "little" wars. Korea was a standoff and
Vietnam was a defeat, reducing public support for U.S. foreign
intervention to a post-World War II low. ·
From the mid·1970s on, the anti-Communist foreign policy that
evolved when the war ended was under attack in the United States.
Paradoxically, it was the political l)eirs or FDR, the liberal
. Democrats, who led the assault on the idea that the United Sates
should be the world 's "ooliceman."
