By lUKEN TIMMONS
UPI Conswner Reporter
_wASHINGTON- it turns out that.the residents of the world's most
consumption-oriented society are woefully ignorant when It comes to
getting the best bang for their bucks on goods and services.
That fact was most clearly defined las I week by the Consumer
Federation of America as it released the results .of a nationwide
survey aimed at testing Americans' consumer knowledge In a broad
range of areas, from banking and housing, to food, nutrition and
product safety.
Overall, we flunked as savvy consumers.
On average the demographically representative sampling·of 1,139
consumers were able to answer only 54 percent of the 249 questions
correctly . Just guessing on the multiple-choice quiz would have
yielded a score of 25 percent correct.
.
More evidence of consumer ignorance came a few days later as the
non· profit consumer.education group Bankcard Holders of America
noted millions of Americans are succumbing to the flattery and hype
arriving almost dally In theli mailboxes and signing up for premium
"gold" credit cards they don't need.
·
The message from Bankcard Holders to those holding the ''gold' ':
You're likely paying higher rates an!i fees.for benefits only 5 percent
of you will ever use, or which are already avalla ble through standard
cards.
Meanwhile, more than two centuries after Benj~min Franklin
founded the first American fire Insurance ~mpany , ~nsumer
crusader Ralph Nader and co· au thor Wesley Smith have just flnl?hed
a book they hope wlll begin to rectify most Americans' cqstly
misunderstanding of making wise insurance choices,
·
"Some pay too much for Insurance," the authors said, "and many
don't even know .what they've bought."
,.
· The results of the Consumer Federation's test, perhaps
appropriately admlnnlstered In shopping malls around the country,
give . credence to Nader's latest crusade. Only 21 percent of those
tested knew the extent to which auto Insurance varies from company
to company, while 26 percent realized the decreasing Importance of
life insurance as one .gr.ows older.
The ~onsumer test also revealed that only around a third know that
the annual percentage rate (APR) lsthe besUndlcator of what a
housing loan will cost, that neither Insurance agents nor real. estate
agents legally represent buyers, the basis of labeling Ingredients on
foOd Items or the meaning of a "point'.' on a mortgage loan.
''The tact that consumers are lnadaquately prepared to deal with
t)le marketplace costs them billions of dollars a year," said the
federation's executive director, Stephen Brobeck. " It also threat~ns
their health and safety."
·
·
While the most well-wom path of consumer advocacy Is a cry for ,
more or better government protection- the federation Is organizing
a "White House roundtable" -Brobeck was also quick to emphas)ze
the need for education.
·
·
An earlier federation srudy on consumer education showed that
only six states, Florida, Hawaii, Ida!IO. llllnols, Oregon and
Tennessee, require consumer' education courses In t.helr public
schools. And predictably on the recent consumer test, the better
educated significantly outscored those with the least education.
But the survey results show clearly that even an advanced college
degree Is n9-guarantee of consumer knowhow.
•
.
.
·For the time, that must come through the persistence of consumers
themselves, wbo already have a wealth of Information on making
wise market choices available to them throug.h government,
academic, private and industry sources.
Dollars can buy just ab.outanythlng In a country that prides Itself on
being the global standard-bearer of, capitalism, but knowledge
remains the !rue power In Its marketplace.
