Born In Sumner, he was the son

At the request of the Olive and
· Orange Township Trustees, the
Meigs County Commissioners

procedures to establish a sewerage district in Tuppers Plains.
Establishment of a sewerage
district must take place before
Tuppers Plains can qualify for
any type of !lnanctal assistance
to construct a proposed centralized sewage system within the
community.

formation of the. sewerage district and to present IEitters

At this time, the understanding
of the trustees and the commissioners Is that the "affected
area" of the community, wptch
would 1fall under jurtsdlcltlon of a
sewerage district, lies "within a
one-half mile radius of the
Tuppers Plains caution lights."
Clarification or what areas of
the community comprise the
affected area will he obtained as
soon as possible.
Although neither the trustees
nor the commissioners are clear
at this time as to who appoints
members to the sewerage dis·
trlct board, whoever makes the

appointments will be looking for
interested people who will be
wllllng to commit their time and
energies to the volunteer
positions.
·
The trustees believe there are
several "concerned citizens" in
Tuppers Plains who may be
willing to serve on the boa rd.
The extent of authority of the
sewerage district board was also
questioned by the trustees. AI·
though they aren't sure, the
commissioners think that once
the sewerage district is established, the ".affected area" in the
community wtn come under the
control of the sewerage district
board, especially since the board
Is "dealing with the health,
safety and welfare of the community," said Commissioner Richard Jones .
It was pointed out by Jones that
' 'there is no cheap way'' to do the
work that needs to be done in
Tuppers Plains. Even with the
maximum amount of grants that
might be available, but are not
guaranteed, ''it wlll he expensive
to the local community," Jones
said . .

The trustees reported that
some residents In Tuppers Plains
have upgraded their sewage
systems to eliminate problems.
These residents understand,
trustees said, that their upgraded systems wlll not comply
with Ohio Environmental Protection Agency requirements once a

centralized system is put In
place. But unless a system is
constructed to eliminate all sewage disposal problems within
Tuppers Plains' affected area,
an EPA building ban on new
construct'lon will coJJtlnue in the
Meigs County community.
"Just don't expect a miracle
overnight," cautioned Commls·
stoner Jones, in regard to the
formation of the requested district. "These things take time,
but at least we've taken the !lrst

step."

Swisher, director of the Meigs
County Department of Human
Services, the commissioners
okayed re-advertistng for o!flce
space for the Department of
Human Services which is now
located at 175 Race St. in
Middleport.
The commissioners also
okayed a new contract with
Brinks for food stamp storage
and delivery. Costs for Brinks'
services wlll increase from
$162.75 for storage and $16.50 per
delivery trip, to $177 .13 storage
and $17.99 delivery.
Commissioner Manning Roush
reported that smoke detectors
have been Installed at the county
jail, and that a fire door must still
be Installed and an old door
blocked up, to fullflll requests

WASHINGTON - President Bush Is the first to admit he Is not
eloquent.
And reporters are getting used tohls pet expressions, which fall Into
a glib category, like " tune In" when reporters press blm on an Issue
he wants to evade.
Baseball manager Yogi Berra Is apparently his favorite
ph.Uosopher. Count the times the president has quoted Berra: "Deja
vu all over again."

Some of his allusions are disconnected or esoteric. His "thousand
points of Ught" and "kinder, gentler nation" were coined by his
one-lime speech writer Peggy Noonan. Fair enough. He adopted

them as his own.
But In contemporary history, for down to earth perennial truths,
homespun homllles and soaring uplifting observations, they aren't
there. .
Bush was a Phi Beta Kappa at Yale University, but more seems to
be remembered of his prowess In baseball and sports than his
academic achievements.
His predecessor, Ronald Reagan, had his memorable lines: "The
homeless sleep on grates because they want to."
"People can vote with their feet."
"Absolutely no founda.l lon" to a report In that ''rag," a Beirut
magazine, that he had traded arms to Iran to win release of the
American hostages.
Reagan also becanie fond of Harry Truman's line: "If you want a
friend In Washington, get yourself a dog."
But Reagan had a saVIng grace- a world of one-liners that be could
toss o!!, and a quick sense of humor. But his wit was not a two-way
street and when a quip was thrown back at him, lle often looked
vague.
For home truthS, sans speech writers, one has to look to Truman.
"The buck stops here," Truman said, referring to presidential
responsibility.
"If you can't stand the heat, get' out of the kitchen," a word to the
wise who seek political attainment and public service positions.
As for critical reporters , Truman said: "When the press stops
abusing me, l'll .know I'm in the wrong pew."
Truman never lived down his assessment of Russia's JosefSta)tn
after meeting him at Potsdam: "I like good old Joe."
For eloquence at a time when It was necessary to rally a nation In Its
darkest days, there was Franklin D. Roosevelt who told the-American
people during the Great Depression, ''There Is nothing to fear butfear
Itself."

Toledo Manager John Wockenfuss pitched a three-hitter over
five Innings Thursday night;
leading the Class AAA Mud Hens
to a 3·1 exhibition victory over

Wockenfuss, 40, who was a

from 1974 to 1983, allowed one
walk and had no strikeouts while
holding Detroit scoreless over

Zoeller says his golf game these
days Is a mystery even to him.
"I never know about my crazy
game any more," be said Thurs·
day after shooting a 3-under par
69 on a windy and soggy Muir·
field VIllage Golf Club course·. ' 'I
don't practice enough or play
enough to be real competltlve
any more. WhO knows. l guess
that's why they make TV

Zoeller was competitive Thurs·
day , however. with bls 69 good
enough for a one-shot lead over
Payne Stewart and Fred Couples
after one round of the $1 million
Memorial Tournament.
Zoeller, who hasn't won a PGA
Tour event In two years, battled
· back .from a double bogey on the
No. 14 to steal the lead on the
difficult 18th bole.
He hit his 8-lron approach just
four Inches from the pin on 18 and
tapped It In to become the only
player In the field of 117 to break
70.
That came after a birdie on lhe
par-5 15th. barely missing a
15-foot putt for an eagle.
The double bogey on No. 14
came when he hit his second shot

lion," said Zoeller, who plans to

his TV commitments, "but I'll

back while merely reaching for a
golf ball on the practice range,
''That was on Wednesday and
by Friday, I couldn't walk," he

at Northern Illinois University at
DeKalb, Ill. She Is currently
assistant superintendent for cur·
rlculum in the Elglri School
Dis trlct U-46. Obtaining her
doctorate has been lifelong goal
for Jan who began In her formal
education In the one room Kingsbury School In Meigs County. She
received herr undergraduate degree from Ohio University and
her Master' s Degree at George
Williams University.
Following at the ceremonies In
DeKalb, · Jan and Charles will
dash to the O'Hare Airport to
catch a flight to North Carolina
where their- daughter, Meg, will
receive her DDS at the Unlver·
slty of North Carolina School of
Dentistry on Sunday.
During the ceremonies, Meg,
whom many of you know, will be
recognized as the Outstanding
Pediatric· Dental Student, an
award given to a senior dental
student. Meg received her under·
graduate degree at the Unlver·
slty of Notre Dame In South
Bend, . Ind. , graduating cum
laude. Following graduation she
will begin a two year residency In
pediatric dentistry at Children' s
Memorial Hospital In Columbus.

Meigs County Sheriff James M. Soulsby reports that
Thursday morning, deputies arrested 27-year-old Robert
(Oink) Kennedy, Route 1, Langsville, on a charge of domestic
violence. Kennedy Is being held In the Meigs County Jail on the
charge. Since this Is his second offense, the charge Is a felony . A
hearing was to have been held Friday In Meigs County Court.

Born May 14, 1893 in Beech

worked for 36 years as a carpenter
for New York Centtal Railroad. He
was a member of the Point Pleasant
Seventh-day Adventist Church.
He was preceded in death by his
wife Mae B. Fowler Taylor.
Surviving are two daugluers,

the Sinclair car and moderate damage to the Trelawney
vehicle. No one was Injured.
The patrol cited Sinclair for failure to stop within the assured

Thursday, on SR. 124, 0.3 of a mUe west or milepost 24.
Troopers said a vehicle slowed ahead of a van driven by
JamesR. L·awrence, 38, Syracuse. Lawrence was unable to stop
and his vehicle went off the road, striking a mailbox. There was
minor damage to the van. There was no citation.
