Community Mutual Insurance
Company, and to begin coverage
with Blue Cross-Blue Shield of
Ohio.
As of July 1, the premium with
Community Mutual would have
Increased from $242,000 to
$308,000 annually. The annual
cost or the Blue Cross-Blue Shield
of Ohio Winning Series 2000 plan
will be $226,000.
Both the teachers' union and
the local · OAPSE chapter reviewed both Insurance plans and
recommended to the board the
adoption of the Blue Cross-Blue
Shield o!!er. Superintendent
Bobby Ord also recommended
, approval of the new offer.
Additional life Insurance coverage of $10,000 per employee
under the . Winning Series 2000
was also approved by the board
upon recommendation of both

Board member Scott Wolfe
said later ·chat the board appreciated the votes by the teachers'
union and OAPSE, since the
lower cost for Insurance coverage has helped keep the district

Also approved because II wlll
be a savings to the district was an
offer from Malcolm Parks, of the
local gas company, to pay the

Few women involved
in top policy making
By HELEN THOMAS
UPI While Houe Reporter
WASHINGTON- Women who hold vaunted positions In tne federal
government often are not apt tocomplalnaboutsllghtswhllelnofflce.
But . sometimes th~>lr parting shots hit home. When Comml'rcl'
Secretary Juanita Kreps left the Carter administration she 5atd that
maybl' she should have rung some bl'lts.
'
Wh~>n Jeane Klrkpat.rlck left the Reagan administration as
ambassador to thl' Unitl'd Nations, she had been passed over for
higher foreign policy jobs. She too felt that some&exlsm wasapparent
In the way the White House wd operated. And she made 10111e mild
vocal complaints to that effect.
State Department of!lciBis, Including Secr~>tary of State George
Shultz, were not too pleased with her assertiveness, and her strong
views, much as Pr~>sldent Rl'agan admired her.
At the start of President Reagan's second term there were two
wom~>n In the Cabinet, perhaps one too many In the eyes of some of the
top administration aides, and soon Health and Human Services
Secretary Margaret Heckler was on her way to Dublin as U.S.
ambassador to Ireland.
·
The survivor for the last eight-plus years has ~>een Ellzabl'th Dole,
who had served as head of the White House liaison t5fflce, as secretary
of transportation and now as secretary of labor.
She Is the only woman In the current Cabinet, holding the same post
that \he one woman In the Cabinet of Franklin D. Roosevelt held In the

\

19308.
To this day It Is essentially a man's world when It comes to
high-level policy meetings at the White House · or the State
Department. There are no women participating at that level,
although some do hold big titles.
And when President Bush meets with congressional leaders of both
parties there rar~>ly are any women lawmakffs present. They do not
hold many key positions on Capitol Hill either.
..
When Rozanlll' Ridgway·, the highest rapklng woman In the State
DepartmeDt during the Rl'agan era, retired last week, she had some
praise for thl' foreign service, but also a few g~>ntle jabs at some ofthe
male chauvinism that she had encontered as a career diplomat. She
was one of the top-ranking expertS on arms control and had
previously served as U.S. ambassador to Fl nland and East Germany.
At a farewell reception, she recalled the U.S. ambassador to
Argentina who excluded her from a stag luncheon honoring the
conclusion of a new fisheries agreement between the United States
and Argentina. She had lll'en head of the u~s. delegation. Because of
the sUght, the entire delegation refused to attend In protest.
She also recalled when former White House chief of staff Donald
Regan said that women were only lntJ:rested In tea parties and would
not understand missile throw-weights.
And In describing a book on the history of women In U.S. foreign
poUcy, she quipped: "It's not a very long book."
In a recent speech to the American Association of University
Women, Bush urged women to go Into public service, saying It Is an
"honorable calling."
At the same time, like Reagan. Bush Is opposed to the Equal Rights
Amendment. He told a news c9n!erence that everyone knows tte Is
committed to equal opportunity.
He also told the university women It would Ill' tnconcelva ble to hlin
that his seven granddaughters would not have the same opportunities
as his grandson, 13-year-old George P. Bush, whom he called his
"pride and joy·. "
As they say so often In Congress, "Look at the record."

Through history, man's liberty
Was sought In every land.
They set !heir slghl!l on human rights
That all of us demand.
We haw: today the right to say
The words !hat we profess,
Like !hose you'll read and then concede
A! freedom of the press.
To me't wilh friends, It all depends
On vigil we maintain;
For while we're free, we'll never be
Required to explain .
And any way we choose to pray,
We have that guarantee;
So thank the Lord for this reward,
An!! keep our l)atlon free.

MR. T GETS THE BOOT: Mr.
T, well known for his ability to
accessorlze, probably dldn' t like
the accessory he found on his
Rolls-Royce Wednesday. Chi·
cago pollee, noting the " Mr. T"
vanity license plates on the car,
slapped a device known a s the
Denver boot, which locks on to a
wheel to lmmobllze a car, on It
after concluding that Mr. Towed
fines for 11 parking tickets. But a
spokesman for Mayor Richard
Daley said further research
showed that the parking trans·
gresslons were committed by the
man who had the "Mr. T' 'license
plates before the "A·Team" star.
Mr. T's Rolls was eventually
freed but he didn' t getaway from
City Hall before signing a slew of
autographs for fans.
