A prediction: When gradeschool students take achievement tests this spring, most of
their scores will rise from a year
ago, and officials will beam with
pride.
Now the bad news: Those
scores will be virtually meaning·
less. In fact, they could be worse
. than meaningless If they lull us
Into thinking our schools have
Improved.
From coast to coast, school
districts conspire In The Great
Testing Lie.. They permit the
same standardized tests to be
administered year after year.
Whether deliberately or not,
tea~hers apparently adjust cur·

explain why so many districts
conslstenly report rising scores.
Not all standardized scores are
suspect, of course, but most are.

COLUMBUS, Ohio (UP!) The Ohio Ge neral Assembly has
adopted and sent to Gov. Richard
Celeste a bill strengthening
Ohio's open meetings law for the
media anq the public.
The bill, authored by Sen . Scott
Oelslager, R-Canton, cleared
both chambers Thursday. It
requires that a roll call vote be
taken any time a public bOdy
wishes to conduct a priva te
··meeting.
Public agencies are allowed to
meet In secret for seven specific
reasons, but they often do so
without taking a vote of the
members. A majority vot" would
henceforth be required to go Into
executive session.
The bill also ·requires an ·
agency to be more spe~.iflc when.
