A majqr contract was

area."
A General Accounting Office
report seen by our reporter s
Tyler Clements and Stewart
Harris cited the following short·
comings In addition to delays and
cost overruns In the Pa tent Office
computer project under Bryant's
supervision
- No spac e- management
study was done to determine
whether the computer sys tem

- State·of·the-art equipment
was purchased before 11 had been
on the market long enougho to
determine whether It would
work. Bryant said that only some
microprocessors and screens
capable of high-resolution gra phics were developmental.
The rosy cost benefits
predicted by Bryant In a master
plan submitted to Congress In
1982 were greatly exaggerated,
according to the auditors. The
GAO report says that $444 million
In benefits should not have been
claimed, while an additional $1.9
million In supposed savings could
not be proved. Bryant contended
that cost benefit analyses are
often Inaccurate and are always
targets lor criticism .
The Patent Office computer
project was marked by unorthodox management almost
from the start , according to the
GAO report. For example, the
Commerce Department office
designated to oversee the pro
gram refused to approve expen·
dltures In 1983 because doeumen·
tation was lacking - but the
Patent Office went ahead without
approval.

" I didn't know about any
diversion of !unds to the con·

told the nation In his recent
address on the Iran·Nicaragua
affair.
If ever a presidential claim
stretches credibility, this one
does.
It Is not surprising that the

the arms sales to Iran and
diversion of proceeds Is not
accepting Mr. Reagan's stale·
men! as final truth
For two years, following the
cutoff of funds to the contras by
Congress, the president openly
encouraged private citizens,
aides and others at home and
abroad to get around the congres ·
slonal ban by offering aid to what
he called "the rreedom fighters."
Thanking some of those who
responded to his plea for an end
run around Congress, the presl·
dent permitted himself to be
phOtographed wearing a T·shlri
Inscribed, "I'm a contra too." ,
It may not have been a
technical violation of the law for
the president to urge these
private contributions against the
will of Congress, but It was a
violation o: the spirit of the law.
The president certainly · knew
that his aide Lt. Col. Oliver North
was coordinating a network o!
private citizens and groups,
retired military o!!lcers, foreign
governments and International
arms dealers In supplying aid to

The trump suit helps declarer mamtam control of the hand Today 's de·

clarer lost control in h1 s rush to garner
an overtnck The btddtng seems un·
natural because South bid ht s hand so
that the partnersh•p could reach three
no·trump tf North had only three-card
spade support When the queen of dta ·
monds was led agatnst fou r spades, de ·
clarer knew that hos safest play was
simply to duck that first tnck What ever happened next, he could stmpl y
play outth• A·K of trumps and then go
about his b" ·mess of running the heart
suit. The <~fe nd er wtth the lon g
trumps cou. I trump m when he

wished , but th< contract would almost
surely be safe
Unfortunately thts Ime of play sac·

hkely play through dummy's club
queen , hopmg East held the kmg And
tf West had sta rted wtth the club kmg ,
East would.overtake with the dt amond
king to play back a club In etthe r
case, hearts mtght need to spltt 3·3for
declarer to make an overln ck So declarer grabbed the hrst tnck a nd
played out the A·K of spades
Now the contract was doomed . bar·
