Wednesday in favor of the bill,
which would establish an Office of
Appalachian Ohio to address special needs of the sta te's 28 Appal·
achian counties.

Agriculture Secretary Richard Lyng immediately put tl1l&gt; dlangl's Into
effect. Farmers are In the midst of enrolling for 1986 farm programs.
Delays in enacting the latest bill had caused the Agriculture Department to
postpone the beginning of the signup for three days until March 6.
And for more than two weeks. the ~V&lt;'rnment has lac ked money to pay
farm subsidies as Congress has wrangled over amendments to a $5 billion
measure to llnanre the Commodity Credlt Corp.
Action on farm blll changE'S. just three months after the major bill was
enacted. was held up by a fight mer the advanCI' loan Issue. Congress. In a
non·bindlng ll'SOlution. originally said tt.&gt; administration "shall " provide
extra spring planting cash to farmers by o!fering In advance haH d crop
price support loans. made after harvest.
Under pressure from the administration, Congress deleted the word
"shall."
Reagan . In signing the bill. said he was pleased Congress changl'd tiF
language "to make clear that this program Is completely discretionary .
The program Is Ill-advised and wmecessary and 1'1'\Y administration will
not use lts discretion to implement It."
Tht' administration had already altered advanCP payment of 4) percent
of crop subsidies usually paid several months alter harvest.
A key thrust of the amendments Reagan signed would restore much c1 a
reduction In farm yields used In calculating subsidies for grain and cotton
farmers.
The new measure spoclfies new yil'ld formula cuts can be oo greater
than 3 percent this year and no more than 5 percent next year.
Congress also reversed itseH on a program that would have Pi'rmitted
some grain and cotton farmers to shUt to ot!Fr crops because c1 concern
that Indirectly subsidized production would have caused price· depressing
surpluses of other crops.
Lyng said farmers woo planted or contracted to plant cthercrops before
Feb. 26 can go ahead with their plans.
The newly signed law changl'S the way Gramm· Rudman budget cuts
are applled to mllk supports by rrquiring a Ukety 12-cent increase In a
40-cent asSl'Ssment on every 100 pounds of milk.
The 40-cent assessment will finanCE' a program to pay some dairy
farmers to leave the business.
The administration had tried to target a cut In dairy spending by
lowering the support price paid for surplus dairy products taken mer by
the government.
To offset costs of grain and cotton changes. Congress agreed to cut in halt
to $1 biiUon the value of surplus commoditil's available to subsidize C.S.
farm exports.
Reagan said the cut to $1 billion " will allow the United States to
encourage export promotion witoout threa tening our trade policy or our
national seo:urit y."

Mrs. Willard is the daughter of
the late Mr. and Mrs. William Rice.
She is a member of the Walk -In

American Legion, and Chapter 53 at
the Disabled American Veterans.
Both in good health for their
advancing years, the Willards are

The problem started Tuesday
when a tugboat with a string or 10
barges ran Into the gate. River
traffic was backed up for mlies,
said a spokernan for the U.S. Army
Corps of Engineers In Huntington,
W.Va ., until the locks were reo·
pened at 2:15p.m. Friday.
After repair crews flnlsbed replacing the hinge on the8J.k&gt;n gate,
