Fifty three youngsters competed In first day kiddie tractor pull
events at the Meigs County Fair Tuesday evening.

place winner of the day and Robbie Murphy, second . Fifteen took

Roush and second to Aaron Brown.

Middleport mayor's court
One defendant forfeited a bond and seven tthers were fined in the
court of Middleport Mayor Fred Hoffman Tuesday night.
Forfeiting a $450 bond posted on a charge of drMng while
lnloxicated was David L. Rose, Little Hocking.

days in jail, drMng while Intoxicated; Tony Hutton, Rutland, $25 and

thors of the Gramm-Rudman bal·
anced bodget law want to attach a
proposed repair of the act to a bill
that would lift the federal debt
ceiling, so Congress can leave for
vacation knowing the government
will not go broke.
Hoose Speaker Thomas O'Neill
said Tuesday he would llketopassa
"clean bill" to ll!t the federal debt
ceiling untll mid-September, when
Congress gets back from Its
scheduled break and deal with the
Gramm·Rudman problem later.
But there was a move in the
Senate to ltnk the Gramm- Rudman
repair to the debt bUl, and O'Neill
acknowledged that situation also
could confront the House.
Authors of the balanced budget
law, Sens. Phll Gramm, R-Texas,
Warren Rudman, R-N.H., and
Ernest HollingS, D·S.C., planned a
news conference later today 1o
announce they would try to IJ.llthelr
repair - an attempt to address
problems in the law found unconstl·
tutlonal by the Supreme Court onto the short-term debt bill.

New surgeon joins clinic staff
Dr. Allee Grlcoskl, who once
served a portion of her residency at
Holzer Clinic Ltd., has joined the
cllnlc staff fulltlme as anaddllion to
the department of surgery. .
A Pottsville, Pa., native she
received her bachelor's degree in
!Xology from Chestnut Hill College,
Philadelphia, where she graduated
magna cum laude and received
tnterdeparmental honors.
Grlcoskl earned her M.D. degree
trom the Washington University
School of Medicine, St. Louis, Mo. ,
in 198l She then completed her
post-graduate work, doing an In·

The law needs fixing because the
Supreme Coort declared its key
automatic budget cutting procedure unconstitutional since it called
for the comptroller &amp;f'neriil - a
legislative, not executive, officerto make the reductions.
The Senate would !Ike to remedy
the Gramm-Rudman problem by
transferrtng some budget-cutting
power to the president's OH!ce of
Management and Budget, but
House leaders are opposed, saying
that gives too much power to the
executive branch.
ln an attempt Io delay the Issue,
O'Neill said the House will pass and
send to the Senate this week a
simple Increase In the debt limit,
putting off the divisive Issue until
after the summer break.
O'Neill said he had an agreement
with Senate GOP leaader Robert
Dole d. Kansas to go along with the

but Dole's position was unclear.

Secrecy concerns
President Reagan indicates he cannot understand what all the
commotion is about when he goes 1o the hospllallor a medical checkup or
why White House secrecy causes undue concern.
But 11 he is really interested, all he has to do Is read thE&gt; tran scripts oft wo
news briefings lor reporters last Friday.
In the first briefing at 9:15a.m. EDT, dPputy press secretary Peter
Roussel was under wraps not to say that Reagan was going to Bethesda
Naval Hospital the following day for a urinary tract checkup.
But the fact that Reagan had canceled his weekend at Camp David
evoked questions from the press and through thelr persistence in qulzzlng
Houssel reporters deduced that the prE&gt;Sident had a health problem.
They reached that conclusion when Roussel told reporters that "I am ro t
aware of any pi'OC&lt;'dure or tE&gt;St" tut refused to ru le out a medical
examlnalion. Later it turned rut that Ill&lt;• White House was splitling hairs
and playing lor lime.
As a rE&gt;Sult, reporters wrote stories Indicating that Reagan apparently
would undergo a checkup. Since hE&gt; hashad a rout with ca ncer, thequE&gt;Siion
of a problem in that area naturally ai'Ose.
It was not unlll four hours later that deputy press secretary Larry

Speakes took the podium and issued a statement saying that Reagan would
undergo a urological examination the loUowing day.
Speakes, who had been out of town, told reporters he ordered the
announcement held up until he could return and make it himself. As a
consequence, there was suspicion, widespread and unnecessary
speculation. and a drop in the stock market.
At no point did Speakes describe lbe examination as routine, and since
then he has refused to divulge the symptoms that sent Reagan to the
rospltal lor a thorough bladder examination.
. On Aprrlll, 1982, Reagan underwent a slmllar checkup alter !&gt;!tiering
from a urinary Infection that was treated with antibiotics.

COLUMBUS, Ohlo (UP!) - An Ohlo House
subcommittee Is ready to grapple with legislation
encouraging out-of-court settlements, discouraging
frivolous lawsuits and moderating damage awards as
a means of reducing Insurance premiums.
The leglslatlon, drafted b1 consultation with legal
experts, was unveiled Thursday before a subcommlt·
tee of the House Select Committee on Civil Justice,
which ls assigned tocomeupwlth some reforms In the
system.
The Senate already has adopted several "tort
reform" blUs but this ls the first effort to work a
solution Into a single package.
The subcommittee heard the new bUI explained by
Prof. Stanton G. Darllng II of Capital University Law
School, counsel to the committee.
Chalrman John 0. Shivers Jr., D.Salem, deemed
the proposal "falr and balanced" and said the
timetable calls lor run committee conslderatlon Aug.
25. It is expected to reach the House floor at a session

beginning elther Sept. 4 or Sept. 9.
Attorneys generally were put off by the legislation.
Rep. Otto ~atty Jr., D.COiumbus, a member of the

The other half of the effort to Induce affordable
commerctalllabillty Insurance Is taking place tn the
House Insurance Committee. Bllls strengthening
regulation of the Insurance industry and requlrlng
disclosure of Insurance company Income and payoo ts
are expected to come before the House at the early
September session.
The Senate woukl then be asked to act on the
legls!atlon, although no Senatesesslon is planned until
alter the November election.

The leglslatlon places no Umlt on the amount of

damages that may be awarded In a clvll lawsuit.

damages, nor does it limit attorney fees .
But It does curb certain tradlllonal ways of
awarding damages, and it requires attorneys to
provide clients with a detailed written breakwwn of
tlielr fees, court costs and the dlsposltlon of a
judgment.
Darling said the btU attempts to discourage
lrtvolous claims and defenses by awarding attorney
fees, up to $10,00&gt;. to the party adversely affected by
the frivolous conduct . fo r example, defending against
a friv olous lawsult.
For the other 90 percent of claims, Darling sald, the
idea Is to "encourage a settlement before the parties
reach the courthouse steps."
Under the legislation, the court could order the
parties to submlt wrttten dfers of settlement. If they
overlapped, DarUng said, the time and expense of a
trtal would be saved.
To encourage reasonable offers, the btu allows the
court to award attorney fees to the side whose offer ls
