Lottery profits to assist
Meigs County's schools
The State Controlling Board has released $83.~ . 85ln0hio Lottery ·
profits for Meigs County's l'llucatlonal system, according to State
Sen. Oakley Collins, R·lronton .
"As a member of the Senate Majority Caucus that guaranteed all
lottery profits would go to education, I was very pleased to sre those
funds released," Collins explained. "Securing the money for
educa tlon was a top priority for Senate Republicans in the last
budget, and It's rewarding to see the work paying off now."
"Spoclficalty," Collins continued, "the money allocated to Meigs
County wlll be divided up as follows: $483.44 tor the Meigs County
Board of Mental Retardation, and $83,505.41 for the three school
dlstrtcts located In the county."
Collins said that the Meigs County allocation was part of a total
distrtrutlon of more than $34 million in lottery profits. The total lump
sum was divided among 614 school districts, 49 joint vocational
schools, 47 county boards of education, 154 oon-publlc schools and f!l
Mental Retardation and Developmental DlsabUity boards.
"The approval of these funds will seiVe to enhance tiE educational
and career opportunities for those who attend Meigs County
schools." He concluded, "as chairman of the Senate./'ducatlon

Maryland's 'firsts'
,Maryland got a reasonably good start In American politics.
·One ol the ortglnal states, Its capital, Annapo~. Was the site ol the
piellrnlnary meeting that led to the dra1tlng c:J. the Constitution In
PllUadelphla. A leW years later, Maryland had the distinction c:J. providing
the. land that Is now the Dlst11ct of Columbia for the national capital.
'After that, Maryland became something o! a poHtlcal backwatEr.
It did provkle one obscure Speaker o! the House, George Dent, In 1797,
and one very famous Chief Justice, Roger Brooke Taney, who preslilell
over the Supreme Coort from M llll864.
But Maryland, unlike neighboring VIrginia, never produced a president
or a major candidate for the post. In fact, the last Marylander to receive
electOral votes In a presidential election was WIDiam Wlrt In 1832. He got
Vennont's seven wtes, but Maryland's eight votes were divided between
Andrew Jackson of Tennessee and Henry Clay of Kentucky.
Mliryland did give the country a vice president, Spiro Agnew, but the
state doesn't brag much about him.
Agnew, and hls successor as governor of Maryland, Marvin Mandel,
probably had tbe most to do with giving the state a reputation In the 1970s
for corrupt politics. But even In thP I'Elllm o! cash-and~arry politics
Maryland was not regarded as ;rpace-setter, as connoled by the n!cknamP
"New Jersey South," given lt by contemporary students of the subject.
There Is, howevPr, an area o! progresslvp politics In which Maryland is a
leader and an example to the rest of the country.
Maryland has more women 1n its congressional delegation than any
othi!r state. Half of thP state's eight congressional districts are represented
by}i women, and they make up almost !l perrent c:J. the mtlre 22·member
female contingent In the House.
In years past, IDaJIY of the women In Congress got there by succeeding
deceased husbands. Rep. Beverly Byron, O.Md., won the seat that had
been held by her husband, but she has been no me~ caretaker, winning
re-electlon three times on her own record.
The other Maryland women- Democratic Rep. Barbara Mikulski and
Republican Reps. Marjorie Holt and Helen Bentley - got 1D the House
entirely on their own, and like Byron probably could continue to hold their
seats for the forseeable future.
But Holt Is retiring and Mikulski Is running for the Democratic
nomination lor the Senate seat being vacated tllls year by Sen. Charles
McC. Mathias, R·Md.
Mlkulskl ran agalnat Mathias 12 )ll'8J'S ago and loot In a aunpalgn that
de\:eloped the slogan stW seen (JI feminist T·shtl1s, "A woman's place ls In

If Mikulski wins the Democratic non\lnation Sept. 9, her REpublican
opponent probably wUI be Linda Chavez, a former Reagan White House
aide and ClvU Rights Commission official. Chavez has some ~position In
the.GOP primary, but like Mikulski Is expected to win.
Which probably wUl give Maryland another feminist first- avaUable
records show no other Instance In which hath major party candidates for
the. Senate have been women. And however a Mlkulskl·Chavez contest
turns out, Maryland will have produced a 5ll percent Increase In the
number of women now In the Senate.
