In 1601, Sir Hemy Wotton wrote, "An ambassador Is an honest man !>?nl

In 1962, Arthur Sylvester, the official spokesman for the Defense
Department, told reporters after the Cuba missile crisis that dul1ng times
of national peril It may become the duty of government officials to lie to the
public and the press.
Sir Henry's comment has endured as the eyrie's view o! diplomacy, but
it also serves as a reminder that the current furorabout' "disin!ormation"
is nothing new and Sylvester's statement framed the drcumstances Wlder
which goverrunent officials would admit telling lies and argue that they
were justified.
So what's all tile excitement about the U.S. goverrunent deli~rately ,
putting out false infmmation earlier this year In an effort to shake up (and
hopefully bring down) Libya's Moammar Gadhafl?
The campaign reportedly included leaking phony stories to roth the
American and foreign press to the effect that Gadhafi was planning to step
up terrorism against the West and that the United States was preparing
another strike against Libya. All this was supposed to drlve'Gadhafi crazy
or provoke his associates to oust him.
It might ·~ noted that wblle the campaign didn't get I1d at the volatile
colonel, it did lead to the resignation of a highly regarded U.S. official, State
Department spokesman Bernard Kalb.
Kalb emphatically absolved Secretary of State George Shultz of teillng
