Partial solution found
for area ferry senrice

• I

By Ni\l>ICY YOACHAM
Sentinel Staff Writer
Public ·otflclals, merchants,
businessmen and other concerned Individuals meeting Wed·
nesday at the Meigs County
Courthouse. have arrived at
what they term a "OO· percent
solution" In establishing a ferry
service between ,the PomeroyMiddleport area anp Mason
County, W.Va. •
The service will be needed by
February of next year ~hen the
Ohio Department of Transporta·
lion closes the Pomeroy-Mason
bridge for extensive repairs.
AbOut 40 attended yesterday's
meeting, Including U.S. Rep.
Clarence Miller, of Ohio's lOth
District, U.S. Rep. Bob Wise. of
West Virginia's Third District:
and Col. Robert Brown III of the
U.S. Army Corps of Engineers .
After lengthy discussion, the
group threw out the Idea of
establishing a ferry between
Middleport and Clifton. W.Va.
Consideration was ,being given
that location because the eorps of
. engineers had earlier refused
permission to allow the use of an
existing landing at Mason.
The expense of developing the
. Clifton site, and the fact that cold
weather condltiohs are not favor·
able to the type construction
which would be needed at Clifton,
were clinchers ,in scrapping the
Middleport-Ciifton route.
According to Brown, the Ma·
son landing was .damaged 10
years ago when It was used for
ferry service and the corps was
left with the bill for repairs. This
Is the reason the corps, which
owns the landing, refused per·
mission to use the site.
However. under certain condl·
tlons, the corps would allow use
of the Mason site, Brown explained. Those conditions include
construction of a temporary
addition to the landing, to proteCt
the existing concrete structure
and make it more accessible to a
ferry, and purchase of a $100,000
performance bond to insure that
any damages could be repaired.
Agnes Roush. mayor of Mason .
also present for the meeting.
stated "that in addition to the

UPI's Thomas

landing, she is concerned that
streets In Mason may be damaged by increased traffic coming
acroos the f~rry to get to U.S. 33.
As she explained, It Is the
citizens of Mason who pay for
street maintainance and repair
through a special tax assessment, based on the value of their
properties . She said she contacted the West Virginia Department of Highways about the
problem, andwastoldtheywould
not acceptresponstbllityofmain·
talning the str.eet from · the
landing to U.S. 33 during the time
a ferry would be In operation.
It was suggested that a limit on
the size vehicles using the ferry,
could·help alleviate this problem.
It was brought out that the Ohio
Department of Transportation
has also said they eould not be
responsible for eosts related to
establishment of a ·ferry either,
because they, by Jaw, can only
deal with state-owned highways.
A ferry operation would be
Inter-state.
Both congressmen agreed that
money. in the form of federal
grants, would not be available for
the project. Thry suggested that
local money be raised to purchase the performance bOnd,
which would cost less than $5,000,
according to figures mentioned
at the meeting.
The congressmen further suggested that labor to construct the
temporary structure over the
existing recreational landing at
Mason could be donated . Matertals for the project might also be
pllrchased with local money,
they said.
The ccrps of enginee·rs couldprovide guidance In development
of the plans, and periodically
Inspect construction of the tern·
porary facility, Brown said.
Because of the time element
involved a small ccmmlttee to

representaitve from the corps'of
engineers. and perhaps a repre·
sentative of ODOT, was formed
to make immediate decisions In
the matter.
May<r Roush also suggested

contacting the West Virginia
Department of Highways again
to see if they will take a different
position on maintaining the Ma·
son street from the landing to"the
main road.
The decision to use the
Pomeroy-Mason route is being
called the "sixty percent soiu·
tion '' because ferry service in
that location will likely be
hampered by high water concti·
tions during the month of Febru(Contlnued on Page 81

Wednesday at the Meigs County Courthot.&Se.
Purpose of the meeting was IAl discuss establishment of a ferry service between Pomeroy and
Mason, during the time the Pomeroy-Mason
bridge is closed for repairs.
