On boarding Air Force One for

By HELEN THOMAS
"'' • ·•
UPI White House Reporler
: )VAStll]'IGTON !UP!) -An "Jrangate," fueled by the presidential
penchant for secrecy, Is doing in the Reagan presidency .
· ;. The president Is in trouble no matter how the crisis sorts out. If he
dld.not know that his operatives In the National Security Council were
funneling funds to the Nicaraguan rebels from secret arms sales to
Iran, he should have.
As delineated by Attorney General Edwin Meese, national security
affairs adviser John Po.lndexter and his deputy "mystery man," Lt.
, Col. Oliver North were the only U.S. officials privy to the deal.
:
That defies the imaglnatlpn, particularly in view of what was
• · Involved, Including supplies from American bases, planes needed to
::; transport, CIA agents to deal with Swiss banks and so on.
:. -Reagan claims he was not "fully Informed." If Reagan was one of
. the last to know, he must be doing some soul searching on his own
"·§lyle of governing. The president has never wanted to be bothered
with the deals. He trusts his aides to carry out his decisions. But
.: usually they are final decisions. and under his mode of operation, how
';~ orders are carried out are not of much consequence.
-..· · Former President Gerald Ford said, "The president ought to know
'< the·full story because that's his office. The president ought to be fully
,•: taformed and he ought to have people to keep him Informed."
· · • ' The penchant for secrecy has afflicted every president. But Reagan
, oas approved of more plans to classify more documents than any
· chief executive In recent times.
; His goal in Central ·Amerlca to overturn the Marxist·Sandlnlsta
: government In Nicaragua has been notable for Its covert
· ramifications. When Congress was saying no to military supplies for
: the Contras, Reagan's aides In the NSC were finding ways to Involve
; private donors to keep the pressure on Managua.
·
As he heads Into the last two years In office, Reagan's foreign policy
I is In disarray. Allies are astounded. Friends are skeptical. And the
• distancing of himself from administration actions puts In question the
..:.. role 'of Secretary of State George Shultz who knew of the secret
~aeallngs with Iran and continued to publicly denounce states dealing
:: ill Jerrorlsm and to urge allies to do the same.
·
•· · Meese. the president's close friend and point man. Insists t~at
, •.:Reagan Is a "hands on" president and does watch the store.
·
: ; ' He Insists the "president does know what's going on" but says that
·~· 1 •what you have here are things concealed from the 'presidenl." ·
=~:;· The question is did the preSident ever ask what happened to the
money from the sale of weapons to Iran. Did he ever seek full details.
-:: Old he ever talk personally to ('lorth. the shadowy Marine figure who
;. was involved In secret planning for the Invasion of Grenada, the
~ ;funding of Contras, the capture of the Achille Lauro terrorists and
• other diplomatic and military undertakings by the administration.
':'· ·The president has said repeatedly that he still believes that he was
: Fight in seekin g a channel to Iran. He notes that the secret mission did
: read to rhe release of three American hostages. And he had hoped not
• to go public at this time todeterminewhether more hostages would be
• freed .
: : But in a world where many nations and many factions have their
:own agenda and have learned communications American-style, his
s~cret could not be kept forever.
• Foreign policy has never been Reagan's long suit. He had goals
when he came into office and believes that he has stopped Soviet
expansionism.
· But he has been trapped by believing that he can only Inform the
American people of what he thinks they "need to know." as he has put
It .

: .He has had four national security advisers In his presidency, two of
'litem military men. Their job was to coordinate all information from
the Pentagon, the CIA and the State Department, but It appears they
were more intent on selling the president strategies lo promote goals
· 'w)lhout touching all bases.
~ : •Reagan has taken responsibility for the debacle that has ensued
·:rr:om the Iran deal. But there Is no question that his credibility has
•:- suffered and his administration has been severely damaged.
::: ·The crisis will not go away in a hurry, and lilt follows true to form , It
; :wlll take on a life of Its own.
·> ' -there are some observers who believe that Poindexter and North
;.;!fillY have been chosen to be the "fall guys" and others also may be
';;Involved.
: : -'l'he president is resilient. He may ride out the storm. but the going
:;..may be rough for a while.

Kwanzaa, which means "first

Americans should have a holiday
that celebrates their legacy.
Over the years Kwanzaa has
caught on, and It Is celebrated by
an Increasingly large cross section of black Americans .
Each of the seven days Is
dedicated to a different principle
of life, described by a Swahili
word - "umoja " (unity),
"ujlma" (collective work and
responsibility ), "kujichagulia"
(self·determtnatlon), "ujamaa"
(cooperative economics), " nla"
(purpose) , "kuuma" (creativIty) and "lmanl" (faith ). A
candle Is lit each day.
Children are given · presents,
told stories a_nd asked each day
what they have done to carry out
one of the seven principles.

Do American Indians celebrate Thanksgiving?
It depends ·o n w hi ch
Thanksgiving.
The "old" Thanksgiving com·
memorated the Pilgrims' tribute
to God for surviving In their new
land and coexisting peacefully
with the Indians.
The "new" Thanksgiving Is the
unofficial first day of the Christ·
mas shopping season, replete
with gaily festooned stores.
Native Americans (misnamed
Indians) might actuall,y find It
easier accepting the holiday that
glorifies nationwide mercantile
paganism Instead of the one that
ultimately exalts their own geno·
clde and the theft of their land.
After 200 years, this nation can
feel no pride In the open·alr
concentration camps euphemis·
tic ally called "reservations."
Perhaps Thank sgiving's
larger meaning is unfinished
bu.slness.
On the lighter side, It also
Introduces a period of some
serious partying.
In the slx·weeks between
Thanksgiving and Jan. 6, six
holidays are celebrated by var·
lous religious and ethnic groups:
Thanksgiving, Christmas, Kwan·
zaa, Hanukkah, New Year's Day
and Three Kings ' Day.
I call this period the American
"Festival of Holidays." It's what
Wait Whitman meant when he
wrote, "I hear America singing,
the varied carols I hear."
The second of my American
Festival of Holidays, Christmas,
needs no explanation, but most
Americans are unfamiliar •with
the third, Kwanzaa , which begins
the day after Christmas.

Challenging deal
from overseas

NORTH
tK76

+QS2

Today's deal was pubhsbed by master Krzysztof Wagrodski in a PoliSh
magazine. When the deal occurred in
the team · cbamplonsblps, none of the
best players made tbe slam. Can you
lind a way to make sis hearts, looking
at all the hands? Tbe contract is a
good one, needing only a 2-2 split in
hearts or 3-2 in diamonds. Even if dtamonds divide 4- I, the defender holding
three hearts might also hold the lour
diamonds, enabling declarer to ruff
the fourth diamond with dummy's
beart nine.
In fact, declarer ruffed the opening
lead, cashed A·K of hearts, then
played a diamond to dummy:s queen
and casbed his A·K of diamonds, East
discarding two spades. Declarer led a
fourth diamond, ruffing West's blgh
diamond in dummy. East overruffed
and played tbe spade ace. Declarer
ruffed but was still left with a club loser, since be had no entry to dummy's
good spade king.
Is there a winning line? Sure. After
A·K of hearts, let declarer play A·K of
diamonds. M before, East will refuse
to ruff, signifying that he probably
holds tbe club king. (If he does not
have that card, he should ruff and play
a club.) So let declarer play tbe third
diamond to dummy. Now declarer
