husband; why not take advantage of her exper ience in the Ohio
Department of Development and create a marketing job to drum up
business for Ohio in England ?
Trouble was, the right people were not consulted first, and when the
story got out, it appeared that thcadmlnlstratlonwascreatingaplum

businesses and taxpayers.

The revenuers Included Kostyu's name In Its "Illegal Tax
Protester Information Book," an
Internal Intelligence manual pro·filing 40 organizations that advocate tax evasion, racism and
violence, and highlighting 83
tax-protest leaders who have
criminal records or have made
threats against the IRS personnel, Kostyu was listed as one of
the 83.
But Kostyu told our reporter
David Davis he's never been
charged ·with anything Illegal,
violent or non-vio-lent. A search

COLUMBUS (UP!) - Wrongdoing In high places. Devious
schemes. Paper-shredding coverups. Who knew and when did they
know it?
President Ronald Reagan and ald to theContras? No, Gov. Richard
Celeste about a year ago.
Remember Marvin Warner's Influence on the Ohio Division of
Savings and Loan Assoclatlons? A state leglslatlve investigating
committee placed it as high as the state director of commerce and
suspected it went Into the governor's office but was unable to prove it.
Remember the system of dollng out state contracts and jobs in
return lor campaign contributions? Documents showing political
favoritism were shredded in the Ohio Department of Transportation.
These scandals were the equivalent on a st&lt;ite scale of the current
national potboiler, which Is being compared to Watergate.
How is it, then .• that Richard Celeste was re-elected by a landslide
after more than a ,year of bad headllnes, but Ronald Reagan 's
popularity has plummeted like a free-fall skydiver alter just two
weeks of hashing over the latest caper In Washington?
Surely, Celeste cannot have the Teflon coating attributed to Reagan
for all these years. Even the governor would not claim that.
"I prefer cast iron," he grinned when confronted with the question
after his election victory.
Celeste's defeated cha llenger, Republlcan .James A. Rhodes.
suggested that maybe the people don't care about scandal any more;
that they regard if as normal in the course of business, especially In
the government.
It doesn' t look like that is true.
Maybe CeiPSte' s scandals didn' t take hold because he was running
against Rhodes, who always did a lot ofwheellng and dealing himself
when he was governor.
Maybe the vote-rs need proof, and they may have if when the t'rials

there will not be a public referendum on Celeste, just as there won' t be
on Reagan. ·
Maybe people e xpect scandals of Democrats but demand a higher
level of behavior from thE' Republicans.

plaintiff tn ·a Nov.~. 1984,' auto accident on Mulberry Avenue In
Pomeroy, involving Tiemeyer and Jerlc In separate vehicles .
Tiemeyer claims that Jertc was legally intoxicated under the
laws of the state at the time the accident occured.

Action dismissed in court
An action flied by Way Forest Clark against Audrey Marte
Clark has been dismissed In Meigs County Common Pleas
Court.

Area men enter drug ease pleas
Carroli·Manley, 45, Middleport, pleaded innocent Monday In
U.S. District Court In Huntington. W.Va., tn' connection with
recent indictments involving the distribution of drugs In
Kermit, W.Va.
·
Manley was joined In the Innocent plea by Thomas Meek, 40,
Rt. 2, South Webster, whose addresi was listed as Gallipolis
when the pair were Indicted along with four other men on
various counts charging possession with Intent, to distribute
marijuana, valium and PCP from 1984 until this year to various
people at Kermit.
Trial dates have been set In district court for Feb. 3, with
pretrial hearings to be held on Jan. 12.
Manley was freed on $40,000 secured bond, while Meek was
released on $25,000 secured bond. accordl~g to court records.

·Two men cited in accident
Two men were' cited by the Gallta·Melgs post of the Ohio
Highway Patrol in a two·car accident on Ohio 7 near Pomeroy
Sunday.
Anthony B. Conchel, 28, Wheelersburg, was cited for assured
clear distance, and Steven E. Shepard, 27, Thornville was
ticketed for no seatbelt.

Troopers said Shepard was southbound at 5:12p.m. when an
unknown vehicle behind him swung out and passed Shepard as
he was turning right. Conchel, who was behind the unknown
vehicle, was unable to stop and struck the rear of Shepard's
vehicle, causing sl!ght damage to both.

the trial for an Ohio man charged
with murderi ng a Hare Krishna
dissident, law enforcement officers found a human skeleton In a
wooded area on the commune's
grounds.

, I can always count on my expert
ltiend Terry Gibson for an interesting
deal. Terry held the South cards today
and felt tbat hiS partner's bidding de·
noted at most a singleton heart. If
North held three aces, Terry visual·
ized 12 tricks. In their Blackwood
methods, the five-club response
showed three aces. Tbe double by East
had a somewhat unhappy result, stopping West from leading the heart king
and taking the first two heart tricks.
When the nine of clubs was led, Terry
could see that he needed somewhat of
a miracle to make hiS ambitious con·
tract. But he played for it.
He won the club king, played the
king, queen and ace of spades, aod
ruffed a small club. Then he cashed his
last trump, throwing a heart from
dummy. He then ran four rounds of di·
amonds. Dummy's last three cards
were the heart 10 and the A·J of clubs.
Poor East had to keep the queen of
clubs guarded, and he certainly was
not going to throw the ace ol hearts
away against a slam contract. Sure
enough, declarer played the heart 10
from dummy. East won the ace and
had to lead back into the club A·J to
give Terry Gibson his s lam.
