The agreement to &open nuclear
arms negotiations, which the Soviets broke off a year ago, nearly
didn't come off, top U.S. officials
said, because Gromyko threatened
to walk out of the 'discussions and
because of a dispute over Reagan's
"Star Wars" research program.
Gromyko "was on the verge of
wallOngoutw!thoutanagreement,''
Kenneth Adelman, director of the

If Gromyko hadwalkedout, only a

"vague statement" would have
emerged from the discussions,
Adelman said.
Instead, the superpowers Issue(! a
joint statement, saying: "The sides

believe
that ultimately the forth·

the complete ellmlnation of nuclear
weapons everywhere."
· The statement added that the

The prtnc!pal dispute, ~ccordlng

which the Rearan administration
says is defensive in nature.
Gromyko insisted the approach
has offensive potential, while Shultz

Golden opportunity
to get in a dig
Axing free enterprise __~___R_ob_er_t_Wt_al_te....:.rs
When Rep. TIIomas P. O'Neill was re:elected to a fifth and final term as
House speaker, his longtime adversary. Minority Leader Robert Michel,
couldn't resist a golden opportunity to get In a dig.
By tradition, the vote for speaker at the start of e:;~ch two-year session Is
by party-Une vote. Running against O'Nelll, as he has In the past sessions,
was Michel.
O'NeUl, of course. won hands down, since Democrats control the House
252 to 182 (with one vacancy).
It ts up to the loser In speaker's contests to preside briefly over the House
to tntroduce the victor. TIIat gave Michel a rare chance to wield the gavel
and to transfer it to O'Neni, who has announced he wm retire after his
current term.
.
Michel used what was supposed to be a ceremonial occasion to get In a
few PA!i!san points. claiming that even tbJugh Republicans were In the
minority; In the November congressional elections "there were only 40,00J
more Democratic votes cast than RepUblcan votes."
That, suggested the DHnols Republlcan, "suggests a much more evenly
divided American sentiment out there than Is actually represented here by
the numbers."
Michel went on to lament hls "loss" to O'NeUl for the speakershlp. "If
only we could have waged this contest out there on the golf rourse, I think I

O'NeUI, never at a loss for words, allowed that ... Bob gives nie about eight
·
or 10 strokes on the golf course.''"But the Interesting thing Is that oftentimes his statistics get a Utile
shady or he Interprets them wrong. TIIat Is quite iill f4lhl, Bob."
O'NeW then presented Michel with the gavel - also a tradition.
"We want you to t.ave It foryour mementos," the Ma511achusetts
Democrat told Michel. :"We always hope, of course, Bob, that In two years
you wW be In exactly the same position that you are In today." .
Ml!anwblle, House Republicans are peev-ed that their representation on .
House committees doesn't always reflect their true ratio to Democrats In
the overall chamber and are threatening to boycott ImSt committees
entirely.
·
The GOP panel charged with picking Republican · members to
, committees, the ~-member Republican Executive Committee or\
Ommlttees, has thus far refused tosubmltnamesofRepubllcansformost
committees , untO and unless Democratic leaders create more GOP
cornmltlee slots. .
,
"We won't be bought off any ~ by the cnxnb of an additional seat_
here and there," said Rep. Jim Courter, R·N.J ., an executive committee
inember.
He said, If nece$S8JY, one Republican -and only one- wW be sent to committees If they try to meet before the Impasse Is resolved.
HoWever, ..Minority Leader Michel appears to be urging fellow
.
Republicans to cOol It, at least for now.
He Is still negotiating with Democratic Je~rs on committee ratios and

CLACKAMAS, Ore. (NEA) Once again, the champions of the
-free-enterprise system - the country's largest corporations - have
abandoned their economic principles rather than accept the consequences of the free market they
claim to cherish.
Tile recent decision by the
nation's biggest timber companies
to become welfare clients of the
federal government didn't attract
as much attention as the earlier
financial bailouts of Chrysler and
Lockheed, but · otherwise there's
little·difference.
Some background: Residential
construction represents the largest
market for IU!Ilber, and the Pacific
Northwest Is

almost half of It -16.6 billion board
feet worth $5 billion - was
estimated io be unprofitable under
terms of the Inflated contract prices
agreed to In earlier years by the
forest-products Industry.
A contract Is supposed to be .a
binding agreement, but the timber
companies turned to Washington
for special treatment rather than
honor their commitments.
A'bandonlng a strict no modlftfcation policy, the Forest
Service agreed to a series of oneand two-year contract extensions
accompanied by relaxed payment
terms - but the lnd11stry Insisted
that those concessions were

celves the revenues from the
penalty payments (variously estimated at ·$150 million to $400

Management and Budget and $1

A tina! note: The White House
Initially opposed the legislation

because It violated Reagan's freemarket principles, but the bUI

At the time, White House political

sel. On the first day of the World
Team Olympiad last fall, one of the
world's greatest players did find a
way to be defeated in live , hearts
doubled .
Looking at all the cards, you miglil
think that South would have to lose
the two top hearts and a diamond for
down one. That would be true except"
that when a defender wins a trick, he
must then
to the next trick, often
to his own
from dummy on the opening lead of
the spade king. Next carne the heart
queen, wisely ducked by East as his
partner won the singleton king. West
was now on lead and didn't like it. A
spade would give a sluff and a ruff, a
diamond would be away from the Q'J,
·and clubs were unattractive . He finally decided on a low club. South won
the club jack, cashed the club ace ,
and then played another heart. East
was in with the ace, but he had an
. euy-return of the singleton diamond.
· Eventually West made a Irick in
diamonds, and declarer was down
one.

South makes the contract if he
plays a few more minor suit cards
before putting East_on play with the
heart ace. If East can no longer ent
with a diamond, he will have to lead
either a spade, giving declarer a diamond sluff and a ruff, or a club, giving declarer a diamond discard and a
free finesse.
