The U.S. Army Corps of E ngineers has requested
$1.3 million in the 1986 budget to begin purchasing 550

Rep. Nick Rahall, D·W. Va .. sa id he think,s the bill

automatically authorize the Gallipolis project.
However, Straw appears to ta ke a more cautious

he said. " It could bea couple of speeches on the floor of
the House. it could be ianguai'(e throug h amendm ems,

Straw sa id he thought opposition to the measure
came from the methods used to get fh e fu nding passed,
not the projects themselves .

WASHINGTON (NEA ) - CriticIzing President Reagan's 'campaign to reform the federal tax code
Is not a pleasant task, but the White
House lrlltlative unfortunately Is
fundamentally flawed.
A radical overha\41 of the tax cnde
to eliminate the myriad special
Interest provisions that benefit
wealthy Individuals and powerful
corporations Is Indeed a noble
endeavor and the Reagan
administration's preliminary effort
to Implement that goal was truly
Impressive.
Last autumn, the Treasury De·
partment unveiled what Time
magazine recently characterized
as "a breathtakingly populist docu·
ment" that would have democratIzed as well as simplified the tax
·code by eliminating dozens of
unjustifiable deductions, credits
and artificial dep·r eclatlon
schemes.
At the time, Reagan endorsed the
concept of broad-based reform but ·
not the specifics embraced In the
Treasury Department package;
Nevertheless, that clocument estab·
llshed a high standard against
which all subsequent efforts must
be measured.
·
Dissemination of that what·
might-have-been version produced
two predictable reactions : First, It
raised false expectations among
those who naively hoped that
Reagan, acting wholly out of
character, would press for farreaching reforms.
Second, It provlded the rich and
Influential special Interests with the
advance warning they needed to
mobilize In time to preserve and
protect tbelr tax advantages.
The success of that lobbying
effort within the White House and
the Treasury Department Is Wus-

Indeed, the president's plan
represents a dramatic retreat from
the earlier proposal In dealing with
"accelerated depreciation," "Inter·
est Indexing,'' "the 35-partner rule"
and other arcane provisions affectIng vartous tax-evasion schemes.
There Is, for example, little or no
justification for reducing the tax on capital gains from the current rate
of 20 percent to Reagan's proposed
level of 17.5 percent. (Last au·
tumn'' s version would have taxed
~apltal gains as ordinary Incomeat rates as high as 35 percent.)
Most of the people wealthy

Crucial to any attempt at achievIng omnibus tax reform Is the
concept of universally shared and
equally distributed rewards and
sacrifices.
By acquiescing to pressure from
selected Interests seeking perpetua·

"OTHER SREAT BAR6AINS ON ITEMS
. .TOO _NUMEROUS TO MENTION"

Now that last winter is only a memory, it's
a perfect time to save on next winter's energy bills.
Look around for places where a little attention can make your home more winter-tight. Make
sure you have proper insulation. Check the CCljUik·
ing around windows and doors .,: and weather~tnp
them. Consider installing storm wtndows and doors.
And have your heating system checked for efficiency. Remember that installation of a new gasstingy model can cut your gas usage by up to 30%.
There are also things you can do that will
start saving you energy right now. Like putting an
insulation blanket around your water heater; adding flow restric\ors to shower heads; or installing
a night set-back thermostat.
.
Columbia has hundreds of other tdeas on
ways you ·can save on energy bills. Ask at your
Columbia office for a free copy of our "Everyday
