apartheid and Increasing frustration with the South

Senate Republican leader Robert Dote lauded the
action as "a· great step forward and one thai! would

clash that would be created by a veto and subsequent

"What I would hope we would do is ... if the
presidl'nt makes a strong statement and does certain
things that are already In this legislation, we declare
victory - all of us," Dole said Sunday on CBS' " Face

The House passed the compromise sanctions bill
last month, before Congress went on lis monthlong

recess. The Senate, pressed by a threatened filibuster
led by Sen. Jesse Helms, RN .C., postponed action
until after the recess.
Reagan has said sanctions woultl only hurt South
Africa's 21 million blacks. However, the continued
unrest and the (eared ramifications of a vplo !Nerride
forced the administration to reevaluate fts poslllon.

bungled prosecution of a tax fraud case that Includes the only known

evidence to a federal grand jury In Denver relating to the activities of
William A. Kilpatrick, a tax-shelter promotoer living In the Denver suburb
of Uttleton.
KUpatrtck, six associates and the Bank of Nova Scotia were Indicted
by the grand jury In autumn 1982 on 26 counts of maD, securities and tax
Jraud and conspiracy. In addition, Kllpatrlck was changed. with.
obstruction of justice.
Although the Justice Department touted the case as the largest tax
fraud prosecution In Its history (Kilpatrick and his cllents were charged

bullet'' Tuesday evening at the
home of Mrs. Carl Horky .
Each member brought a pre·
pared herb food along with the
recipe. Herb breads, .dips, jellies,
casS&lt;?roles, and cheese balls were
among the many herbal dishes .
enjoyed by the group.
A program on herbs and their
varilu s uses was presented by Mrs.
Dorothy Mortis . An herbal center·
piece made of scented geraniums,
tangerine artemisia, tansy, parsley,
marigolds was arrangeed by Mrs.
Jeanne Bowen. The herbs were

Hubert H. Bass, 70, of Columbus,
died Sunday at Mount Carmel East
Hospital in Columbus.
Mr. Bass was a coal miner for
many years and was retired from
the Kinnear Corp. in Columbus. He

member of the Disabled American
Veterans.

Dr., Gallipolis. died Sunday morning at Holzer Medical Center
following a long Illness.
He was born July 24, 1917 near
Southside, W.Va .. to the late Carl
and Lizzie Woyan Askew.
A World War lJ army veteran, he
operated Carl's Tavern in Gallipolis
for23 years and was a member of I he
Jackson Elks Club, Circleville Post
of the American Legion. Point

He is survived by his wife,

Clatworthy joins council; .Little named chief
Hoffman noted that Chief Cremeans had been an asset

Bill Blower, president o! the Middleport Chamber of
Commerce, was commended for the well organized,
smooth running block party held downtown Saturday.
Blower said the chamber had investiga ted the
possibility of purchasing a tent similar to the one used
over the stage area at Saturday's party and the cost
would range from $6500 to $8500 ..He said the cham her

A jury of 10 women and two men
was expected to begin deliberating
by noon today in the stale's case
charging Lindsay Taylor with
felonious assault against Jack
Scarbrough. of Long Bottom.
The chargC' stems from a Mi::!r·ch
30, 1978 incident on Long Run Road
in Meigs County, when Taylor
allegedly struck Scarbrough on the
hPad several times with

and then left the scene with
Scarbrough's truck.
Taylor was indicted in Meigs
County on the felonious assault

charge and arraign('(] in Meigs
County Common Pleas Court on
April 30. 1979. Taylor pleaded
innoct'nt to the charge at that time
and was relea"'d on a $alfl'lbund .

A trial never took place because
Taylor left the jurisdiction of Meigs
County. It wasafterhewasarrested
in connection with the October 1983
murdPr of Danny Melton that the
f0!onious a~scault charge was again
placed.before him .

lifelong resident, was named to serve on Middleport
Village Council Monday night filling the unexpired
term of the late Carl Horky.
Clatworlhy was named upon the motion of
councilman Dewey Horton who pointed out that
Oatworthy is retired with time to give to the village
and that he Is interested In the community. Horky
was serving as president of council· at the time of
his death. Council unanimously approved Clat·
worthy for the post.

needs of Ohio's primary and
secondary schools.

meeting Monday along with plans
for a' multi-year study to research
the effects of preschool and kindergarten programs on students In
Ohio.
Walter said committee appointments will be made with consent
from the board, a nd will Include
representatives of the General

Walter by June 1, 1986, and the state
board will consider committee input
in formulating legislative recommendations to the governor and the
