the plant will be $5.3 bllUon.
Under an agreement announced
last week, however, customers of
the three utUltles would pay a
maximum $3.6 biUiof\ of that cost.

would pay the other $1.7 billion.

Getting deficit reduction sel!~fense
on the front burner
A I'I'Cent national poll disclosed that the public gives federal deficit
reduction higher prtority than tax reform.
• Inasmuch as a lot of politicians have been saying that for a month or
I'Uore, the poU results are not exactly shocking news, but the question can
IJt asked In Washington: "Is anybody listening?"
· The president continues to rut around.the country pitching tax reform,
llie Treasury keEps reporting higher deficit figures and Congress, having
passed a budget resolution during the summer. appears to be more
IJllerested In other Issues, such as trade leglslatlOn.
The budget resolution Is a blueprint In which Congress Instructed itself to
take specific steps to reduce the deficit. There are a lot d. people who think
Ci&gt;ngress wUJ find reasons to get aroond !Is O"WD mandate or,-lf not, that it
~n't make a significant dent In the deficit anyway.
•There seem to be a number of reasons tor this situation.
:First, economic conditions tn the country are good enough, oral least not
SQ bad. that tie presk:lent and Congress don't feel the kind of ptessure that
makes things happen In Washington.
.A recession or accelerating unemplayment, m!ghtfocus attention oo the
~flclt, but repeated warnings that the rising tide of red Ink wiU surely lead
ta one or both of the foregoing simply don't exclte the capital.
·In Washington, 1t usually takes some kind of dramatic reality, such as an
on embargo, a Tet offensive or a terrorist attack to galvanize tile
government, although the practitioners of public relations have found
ways to create drama, as with 10 months of daUy antl·apartheld
demonstrations at the South African embassy.
'A SECOnd reason for Inaction has to do with tile nature or tie presidency
and the Congress.
The White HoulE tends to operate on pollcy assumptions. President
Reagan embraced supply side economics In 1!181 and continues to argue
that those policies will take care d. the deficit. That means, among otler
things, no new taxes, no matter how big tie deficit becomes.
Congress works differently. Its 5.1) members slllw up after every
eli!ctlon with thousands d new and old Ideas for solving national pro!llems,
bqt its system Is carefuHy designed to kill dt all but a few ol tlem. Real
differences d. opinion about liow to fix something that Is brokeq commonly
lead to deadlock or toothless compromises, as with the energy crises~ the

mos.

1lo the deficit problem seems to be caught In a kind of vacuum of
leadership. There Is, however, another way this airless bubble might be

!NJ!Ctured. The voters, who gave Reagan a vote d. confidence last year,
could do It by shaking up Congress neirt 'year.
Some years back, several national organlzatk&gt;ns decl,le&lt;fthat lhl: way to
get s campaign finance reform was to demand that candidates for tie
House and Senate commit .themselves unequlvocably on the Issue before
the election. It took a lot of hard work and made a lot d politicians unhappy,
but the process worked.
It probably Is Impossible for individual voters to make candidates sign a
pledge to do whatever It takes to reduce tbe federal dellclt. But groups of
Individual voters can do It, and If tie Issue is as Important to tllem as they
have told the pollsters, right now Is when they should start.

Racine's 35-y~ar old water system upgraded

It was 35 years ago that the publlc water system
was placed in operation in Racine VIllage- at a ccst
.of $115,000. Over the years, the system has grown to a
$42,000 a year business.
Recently, when parts of the system began showing
signs of age, Racine VIllage CouncU started looklDg
Into measures to correct the problemS. To date,
several steps have been taken to upgrade the'system
and additional Improvements are scheduled In lhe ·
future.
The origin~ operation Included a cast Iron
distribution system with two water weUs, an aerator
and supply storage tank.
·
The$115,000project was madeupof $!ll,!XKlderlved
from seUing mortgage revenue bonds and paid off

assessment bonds.
The latter was a front footage tax on real estate
which was collected through the county auditor and
distributed back to the village to pay on tbe street
assessment bond retirement.
Frank Cleland, president dRaclneVIllageCouncil,
says the system was badly needed when It was
Installed. He feels the accompUshment Is proof that a
community can have Improvements without outside
help lf a true need,ex!sts and Is recognized ~a united
effort.
Two wells continue to supply village water. Earlier
th1s year, a first time cleaning with acid was given to
well No. 1 and at !hat Ume, a new pump, of proper
capacity, was installed at a cost of $7,:nl. In 1986,

council hopes to have well No. 2 acid cleaned and a
new pump installed.

Several well pumps have been used over the years
to maintain. public service.
. Water Is now made sale and treated with chlorine
and aquadene on a regular basis. These chemicals
are lntrodjlced at the aerator building, located on a
public alley between Sixth St. and South Broadway.
In the same building, centrifugal pumps pushwater
through the distribution system , and to the water ·
storage tank on Spencer's Hill.
The aerator also houses the coke trays which
remove the Iron content from lhe water by the
aeration process.
It was lhe rundown conditions of the aerator and
building !hat was publlclzed recenlly. However, to
safeguard the health of mnsumers using the water

system, lhe aeralor has since been rebutlt wit)\ .new
redwOOd coke trays at a cost of about $6,ti00. The
build in~;: which houses the aerator ha s also been
repaired and painted. In addition, 1o further
safeguard the public water supply, a chain link fence
Is to he construcled around the structure as soon as
possible.
When built, lhe 100,000 gailon water storage tank
cost about $7,(00. Just recently, the tank was coated
Inside and the exterior painted. A tornado, lhe high
school emblem, was added to the outside for
enhancement. ·
As explained by Cleland, a service contract Is
maintained on the tank with a 10-year continuing
guaranlee. The tank was serviced last week. Prior to
lhe servicing, it was drained and viewed Inside and
