Almost dally, Soviet officials deplore the U.S. approach to holding a new
round of arms control talks, accusing the Reagan administration of trying
to attach unacceptable conditions.
But the administration Is not taking the criticism as final. For that to
happen, the Soviets would have to withdraw their Invitation to meet In·
Vienna or Insist the agenda he Umlted to space weapons.
