WASHINGTON - In Chief Justice Burger's first tenn on the
Supreme Court, back In 19119-70, the .
court disposed of 4,:DJ cases and

the tenn that !'nded a couple or

the 11umber of justi<-!5 has held

overburdened, and their work
shows it.
It was not a happy or congenial
court that said Its farewells after an ·
afternoon session on July 5. The
chief justice was nursing a couple of
cracked ribs. Justice Powell, thin to
the point of emac;lation, looked
exhausted. Justice S)I!Vens eoilld

It l$n't eJ!SY for the Inevitable w1nner to create a no-win situation, but
Walter F. Mondale managed. Headlilg for his greatest polltical triumph,
he wwnd up playing the loser to the Democratic Party bureaucracy.
So when the Democratic National Convention opened last night, ready to
nominate Mondale tor the White House, the gavel W8$ tlrmly In the grip or
Charles T. Manatt. Mondale tried to make him a lame duck by firing hlm
effective on Frklay, but be didn't make It stick.
Mondale and his lieutenants called the Manatt episode a typical
convention rumbling, and a minor diversion. Maybe so, but It also was
clumsy, unnecessary and sUiy.
It took the edge offMondale's newfound Image as the ~slve political
leader who dared defy tradition to put a woman, Rep. Geraldine Ferraro,

During this past tenn at least 40
cases could have been so-resolved.
