external fuel tank with liquid fuel beforedawn.today as the "treasure of the
nation" stood ready to r ocket Into orbit. But NASA worried about
high-altitude winds and sa id "no firm decision" aboul a launch would be
made until an hour before the scheduled 1: ~p. m. EST blastoff lime.
" We llad a no-go condition durlrig mosl of the night." said NASA
spokesman Hugh Harris, referring to the j et stream wind velocities which
could put dangerous stress on the orbiter during its ascent from the launch
pad .

Harris said the velocllies ilppeared to be coming down within acceptable
limits. but said "we may not make a deCision llfllil the last minute.' ' That
point would come about an hour before liftoff, after which any scrub would
mean a two-day delay In r escheduling the launch.
" We are arui ious to go today if it's possible," Harris said, because the
forecast for winds over the next few days is even less favorable. If
Challenger couldn't launch by Friday, a delay of more than a week would be
needed to change the batteries that will deploy a satellit e the shuttle Is
carrying into orbit.

a money market account In 1979

speculative boom In oil stocks
turned to bust, Thompson's life
savings have all but disappeared.

When he fina lly grew suspicious of
the broker's glowing saJes pitch,
Thompson taped one of their
conver sations without Savoy's
knowledge. Here's how the broker
tried to sell Thompson stock In the
Zenith Energy Corp.:

Savoy came too late to save hts
earlier Investments. Savoy died
last year, but Thompson has filed
suit against the reputable brokerage firm thirt .employed Savoy:

stemming from Savoy's transactions, denies that the broker did

great and growing Soviet lead In military power.
But Is It for rea l? Some not only think not, but are outspoken on the
subject.
One such critic Is the Center lor Defense Information, a
Washington-based, privately funded organization that has taken aim at
the Pentagon's ~rrent updating of an assessment of enemy capabllltles,
"Soviet Military Power,'! first Issued In 1981. It finds the 1983 edition,
released with the full media treatment by Defense Secretary Caspar
Welnburger, wantlng In almost every respect as a balanced evaluatlon of
relative U.S. and Soviet strength.
I have the center's detailed critique In hand, !rom which I shall
proceed to borrow. Liberally.
AI misleading example No. I, the center cites a photo In the
~usly Ulustra ted Pentagon report purporting to be ot a new Soviet
tank, the T-80. Not so, according to the center. It Is In fact the T-72/81, a
modltlcatlon ot an earlier model that has been public knowledge tor a year.
Next point: Contrary to Weinberger's assertion that we are Imperiled
by a decade of defense neglect, by the center's count the United States
mbre than. doubled Its stock.at strategic nuclear weapons from In 1970 to
1980 and leads the Soviets 9,775 to 7,226. There Is no rnentlon of that.tn the .
report or comparison ot nuclear weapons ca rried on stratetlc bombers,
where the American lead Is 2,668 to 29:1.
Instead, "SMP" Inflates the Soviet nuclear menace by classllylng as
stratetlc two medium-range bombers, the Badger and Blinder, and the
h*rmedlate-range missiles designated SS-4, S.&lt;;-5 and SS-20 that cannot
bit tile United States.
An alleged "sharp narrowing ot the technology gap" contradicts the
report to Congress earlier this year ot the Defense Department's own
IIJI&amp;or secretary lor research and engineering that the United States leads
llll5 of the 20 most lmpgrtant ba~lc areas and the Soviets are clearly ahead
In only one - conventlonal warheads.
And while Ills true enough that the Soviets are developlnga number of
new weapons, what Is not mentioned Is that most are· either already
deployed by U.S. forces or In advanced states of development.
The center find s particularly telling evidence of the report's
manipulation of the facts In Its asseS! nent of Soviet capabilities In liquid
rnlllllle propulsion as "supelior" to our own.
