A business ventUre wWch would employ 70 people
and add to the eConomic climate of Pomeroy was
outlined during Monday's bi-monthly meeting of
Pomeroy Councl L
Paul Simon, owner of the former Charter Oak COal
Tipple located on Pomeroy's East Main Street,
requested council's approval to reopen the coal tipple
before making application for a pennlt .
Simon told council he can lease or sell the coal
tipple to Ember Coaf Co., and Dark Diamond Coal,
both located at Dark H ollow, Coal Power, Forest
Run, and Abundant Life, located In Salisbury
Township.
Simon said the Corps of Engineers has infonned
Wm there would be no problem, he noted the coal
operation at the tipple would not be like it was in the
past.
The tipple operation will employ 70 people and will
cost between $200,oo:J and $300,oo:J to be put in tip top
conditon.
A -building wlll cover the entire tipple, a chain link
fence wiU be placed between the old railroad tracks
and the curb at the highway and the entire area will
be blacktopped , Simon stated.
. He pointed out that coal will be washed before It Is
brought to the tipple. As it Is dumped down the shutes
to barges, the coal will be sprayed with water.
·· Simon also added there wo~ ld be no p.-Qblem with
traffic-corigestlon. He said apprilxima Wiy four to fll/e
trucks \"ould be used in the operation. The trucks
would come down East Main IU. S. 33 ) and tum left at
the tipple and back up to the tipple to dump the coaL
The largest obstacles are the complaints lodged hy
residents of the area Wid obtaining support of village

Market flaws

The consumer movement, considered by many to be a lost cause
only a few years ago, may now be In the Initial stages of a dramatic

resurgence.
As recently as 1981, survey research expert Louis HarrL•Iound that
a substantial 54 percent of those participating In a natlonwlde public
opinion poll believed that "the consumer movement seems to be
running out of steam."
In the same year, a Washington newspaper de tected In the
landslide victory of President Reagan a "public howl" of Indignation
against excessive government regulation of the corporations which
long had been a prominent target of consumer activists sue!' as Ralph
Nader.
Indeed, Reagan's 1980 election was widely Interpreted as a
mandate to "gel govenrment off the back of business" and allow fr ee
market lorces rather than federal laws and regulations 'to control the

relationship between buyers and sellers.
But Harris now says that new nationwide surveys, conducted In
late 1982 and early 1983, show that "there Is every sign of yet another
explosion of consumer concern In the marketplace from one end of this
country to the other."
By margins of more than three to one, those questioned In Harris

A recent Harrls survey commissioned by the Atlantic Richfield Co.
found that 41 percent of those questioned believed government
regulation of business should be reduced while only 21 percent thought It
should be Increased.
But when asked about. a number of specific proble ms, the suiVey
participants· were overwhelmingly In favor of Increased federal
Intervention . For example, 94 percent thought the government should
approve new drugs before they are market.ed, whlle88 percent held the
same view with respect to new tpys.
Similarly, Iii percent believed the government shou ld decide
whe ther television advertisements are misleading and should be
banned while 59 percent said the government had nol done enough to
protect the public from companies which " fall to live up to Lhelr
advertising claims."

Those findings suggest that many consumers strongly disagree
with James G. Miller III, appointed by Reagan to be chairman of the
Federal Trade Commission, who Is seeking to significantly reduce FTC
regula lion of advert Ising .

" In striking contrast to the FCC proposals," said Harris. "a solid

enough protect ion from false and misleading advertising."
Michael Pertsc huk. Miller's predecessor as FTC chairman and
