WASHINGTON - This month's
report from the President's Commission on Stra ~eglc Forces,
headed by Gen. Brent Scowcroft,
provides a model for other commissions and task forces to aspire to.
The report Is brtef; It Is wellwrttten; It argues cogently for the
recommendations put forward.
But In the end, the report per·
suades but does not convince. 'The
principal recommendation Is that

proceed methodlcaUy with a new
concept based upon smaU (JO.ton)

The commission advances varIous arguments that reflect the
thinking of mllltary professionals
- for example, that a shelter containing only a single warhead

Withholding tax block:
banking compromise· or .L ..:::::::;~

the admlnlstration has proposed,
The prtncipaljustl!icat!on lor the
i'ecommendatlorts, however, rests
on neither mllltaty nor llscal conslcterat!ons. The justmcatlon ls In
large part psychological: The commission believes that without such
a program, .Soviet leaders w1ll perceive the U!!lted States as a weak
and timid !latlo!l that WO\IId be unwilling, In the crunch, to fight back.
Perception IS everything. At bot·
tom, our policy fs a policy of deter.
renee. Our strategic forces, the
commission reasonably CO!Itends,
must ,be kept at a level that w111
convince the Soviets "that the West
has the mllltary strength and politl·
cal will to resist aggression; and
that, If they should ever choose to
attack, they should bave no doubt
that we can and would respond until
we have so damaged the power of
the Soviet state that they wUI unmistakably be far worse oft tban If
they bad never begun.
" In order for deterrence to beef·
fectlve we must not merely have
weapons, we must be perceived to
be allle, and prepared, II necessary,
to use them effectively against the
key eleme!lts of Soviet power. Deterrence Is not an abstract notion
amenable to simple quantlllcatlon.
Still less Is at a mirror Image of
what would deter ourselves. Deter·
renee Is a set of beliefs in the minds
ot the Soviet lea\)ers, given their
own values and attitudes, about our
capabilities and our wlll."
This ls the hea rt of the argumept:
How much ls enough?

It was called compromise, but the banking Industry's Senate victory on
legislation to block tax withholding from Interest and dividends looked
more like a mortgage foreclosure.
The Issue ls far from settled, and whUe they claim to be the majortty,
advocates of repeal are going to have more difficulty foreclosing on the
House. Democra tic leade rs are opposed to repeal of the requirement that ·•

·Walker surpasses 1,000 yard mark
By WD.LIAM R. BARNARD
AP Sports Write~'
To no one's surprise, Herschel
Walker Is. the first Untied States
Football League player to rush for '
more than 1,{00 yards. What Is
surprising Is that It took him eight
games to make a long, tacklebreaklng, crowd-pleasing run.
The mulll·mllllon dollar running
back increased his rushing total to
1,023 Yards Sunday, but It tOQk an
80-yard gallop In tl!e fourth quarter
to put him over tl!at milestone and
give tl!e New Jersey Generals a
34-29 victory over tl!e Denver Gold,
before 47,940 fans at.. MUe High
Stadium.
Walker, whose longest run before
Sunday was 38 yards, finished with
172 yards on 29 carries.
In other USFL games, Michigan
outscored Boston 28-24, Blr·
mingham bombed Washlngton 35-3
and Chicago beat LosAngeles38-17 .
On Saturday, Phlladelphla
thrashed Tampa Bay 24-10, and

New Jersey, whlchwonforonly

"Once I got past tl!e line of

Meanwhile, quarterback Bobby

293 yards, Including a string of 13
straight tllat helped tl!eGenerals on
three touchdown drives.
''Hl!rschel tract an' outstanding
game, Bobby dld a real good job
passing the ball, and our tight end
(Sam Bowers) made so!l'e good
catches,'' New Jersey O:>ach Chuck
Falrhanks said. "We had better
balance in running and passing.''
"Great players make great
plays," Denver Coach Red Muter
said of Walker's run. "We did not
play an exceptionally good defen·
slve game and we let tl!em control
the ball on us, which we knew they
could do. And I thought Scott threw
well . That' s tl!e best I've seen him
throw. "

After Maurice Carthon scored
from 2 yards out for New Jersey to
tie the score 7-7, Scott completed
nine passes on the Generals' ne><l
drive , climaxed by a 2-yard scoring
pass to Tom McConnaughey.

Cannonade's first victory as a
3-year-old also came on opening day
at Churchill Downs, where he had
won the Kentucky Jockey Club as a
2-year-old. Caveat finished third in
tl!e Kentucky Jockey Club, which
was won by Derby contender
Highland Park.

The Generals went ahead 21-15ln
tl!e third quarter on a 1-yard run by
Carthon after Scott hit Bowers on a
49-yard pass play. . L,ate~ tn the
period, New Jer'sey made It 27·15on

fumble return.
Greg Landry threw three touch·
down passes as Chicago made
Coach George Allen'shomecomlng
a trtumphant one before 21,123 fans
at Los Angeles Coliseum.
Allen had coached tl!e · Los
Angeles Rams of tl!e National
Football League.
Two of LandrY's TD passes went
for 18 yard and 1yard to Paul Ricker
to help the Blitz lake a 24-3 lead at
halftime. In tl!esecond half, Landry
passed 9 yards to Doug Dennison.
Bob Lane passed for two touchdowns and ran for another as
Birmingham walloped
Washlngton.

You may wa nt to givr serious ronslderatlon to jusl using an aJJ.

Wl'eds In Your Lawn? ... I am
going 10 discuss wllh you now some

of I he more common wl'eds In your
lawn and how to control them.
Let m e caution you that sometimes we cannot ha ve the best of
both worlds. Almost any weed con·
trol that we use In a lawn will remove the clovers. I reallz~. that
some people !Ike to see clover In
lhelr lawn a nd some do not.
Some of the most common wl'eds
In your lawn are dandelion, garlic
or onion. buckhorn plantain and
common plantain. These can all be
controlled with 2.4·D. However, to
control the garlic or onion this
should be ester form . To control the

so much cold weather If this could

grapes a nd tomatoes and wlien I
say deadly I a m ta lking about even ·

Some other wl'eds that occur
quite frPquently In lawns are chickweed, henblt and ground Ivy . These
three wl'eds can bl' controlled with
a herbicide called Dlcamba. Do not
overuse Dlca mba because frPquent
or extens lv<' use of this may result
in da mage to trees, shrubs, orolher
ornamentals.
One of the best wl'ed controls for
any lawn Is a decent fertility program ·with regular mowing of the
lawn. One of the nicest ways to fer·
tlliz(• and kill the wl'eds In a lawn Is
to use a fertilizer. called Wl.oed and
Feed . 1 am not referring to a brand

herbicide. However, we do not recommend that you use a Weed and
Feed fertilizer every lime you want '
to fertilize a lawn . Only use a herbl·
clde when you feel II Is n<'<'ded .
Do you wanl to save money on
your la wn fertilizer? With a little
effort you ca n buy some commer·
cia I fertlllze.r and save about twothirds of Ihe cost on your fertilizer
bill . Go to one of the regular tertii·
