WILKESVILLE- If state or federal reclamation agencies do not take
some kind of action on the longwall mining controversy in Meigs and Vinton
counties, the citizen's group pressing the Issue may takctheircaseto federal
court
That option was outlined Sunday in a report to membership of Citizens
Organized Against Longwalling (COAL l by Its legal advisors.
"We're in the process of getting together testimony for federal court,"
explained Betty Wells. COAL pres ident. " We just don 't see where we're
getting anywhere."
The option, to be discussed further at a COAL meeting set for Tuesday
night, arises more than a week after COAL's efforts to get the longwall
procedure banned or modiified at Southern OhioCoa i Co. 'sMeigs No. 2Mine
suffered a defeat.
Reclamation officials, who were to present a decision on the company's
five-year mining permit application In the first week of May, made no
decision. Instead, Southern OhioCoalwasgiven time to present addJ tional
Information relevant to its application.
But while the state examines the information, longwaWngwUJ contlnue at
the mines.
The reclamation board of review has scheduled a hearing to examine both
sides of the issue at 9 a.m. June 2 In the Ohio Department of Na tural
Resources' district office in Athens.
But based on what transpired 'at a review board meeting May 6 tha t
allowed Southern Ohio Coal to continue longwalling, COAL's attorneys
forsee the matter being heard in U.S. District Court in Columbus for a

Hospital officials dete1mined he had taken drugs during an operation
and learned that his license had been suspended in Ca lifornia. Texas
and New Jer sey because of drug abuse.
. Dr. Michael W. Ca lbert, 40, is scheduled f'f a June 23 license
revocation hearing before the ·Indiana Medical Ltcensmg Board.
However. state officials say he already has missed three scheduled
meetings and they don't know where he Is.

Park accident victim identified
DELAWARE , Ohio- A friend of J7.year-old ,John Harter says she
may never know why he fell to his death at Kings Island amusement
park. but she doesn't believe the amusem ent park was at fau lt.
The Hamilton County coroner sa id Harter died instan tly about
10: ~ p.m. Friday when he apparently fell from a :JOO.foot
observation platform onto the top of an elevator at a replica of the
Eif!el Tower.
Harter, a senior at Hayes High School, Jived with Mrs. Baker and
her husband, Lloyd. His parents are separated.
The teen-ager was at the park 's Grad Night festivities Friday with
a group of friends, park spokesman Bill Mefford sa id.

MARYSVILLE. Ohio - Law officers from siX counties were
called to the Union County Fairgrounds after an aft ernoon country
music show by Way ion Jennings was canceled and officials feared a
riot.
Four people were arrested Saturday on disorderly conduct
charges. Some 4,500 fans showed up for the conceri .
Jennings refused to appear after a 15-minute downpour and winds
buckled par t of the stage.
John Elias, pres ident of Elias Productions of Marysville and th('
show 's promoter, said ,Jennings wou ld have played in the rain but
needed a roof over his equipmen t and band.

A mandamus action orders government officials to perform their
assigned duties, which COAL believes neither the sIa te or the federa I Office
of Surlace Mining appears willing to do.
"Our main objective Is forcing the division of reclamation to do their job.··
Mrs. Wells said.
OSM officials are scheduled to view areas in the Point Rock area of Meigs
County near its border with Vinton Councy on Tuesday.
The areas to be examined will be those damaged w hen the longwail
machine mines out a coal panel and creates subsidence. the sinking of ear th
above the mined area. Landowners affected have complai ned II has
damaged homes, property and led to loss of local water supplies.
The company has chosen to settle the matter privately wit h individual
landowners. It has made settlem ent s with two owners.
COAL's attorneys, Jon Sowash and Jay Wamsley , noted in their l'l'port
COAL has tried to seek relief or some kind of injunction from severa l
agencies, wit.h little success.
"Your case Is a front runner, a case challenging federal an d state
government to do what they must ," their report said.
COAL of!lcia!s said they do not want to eliminate mining from the scene,
only convince the company to return to standard. less damaging mining
techniques.
But during a recent visit 10 Ga llipolis. W.S. White Jr .. chairman of the
board and chief executive officer of American E lectric Power, Soul hem
OhioCoaJ'sowner, indicated no such return. can be made.
"You'U never make coal pay with room and piliar mining in this a11'a
again," he sa id.

The Duff family was to find out
that their relative's body was sent to
a Lewisburg research laboratory
and the correct donor's body to Long
&amp;Fisher's.
Duff's funeral, scheduled Sunday,
was rescheduled today and the
donor's body, whose name was not
released, was sent back to the
hospital for funeral arrlll!gemen ts.

The confidence gap
"The Confidence Gap" Is the name two prominent pollt!cal scientists
have given to the steady erosion of Americans' confidence In their
institutions and their leaders.
.Since about 1%5. the public has expressed steadily weakening faith In
their government , their. preside nt, their ministers, corpora tions, labor
unions, the armed torces, 'the press- in fact, In just about allieaders and
every institution.
'
But Seymour Martin Llpset and WU!lam Schneider point out that
Amer icans have not equa lly lost faith in them selves, their families, their
personal futures nor in the basic American system . Optimism on their own
lives a nd trust in the basic strengih of the American dream are strong,
polls say.
It 's this split between the lack offaith in the leaders a nd the institutions of
the public sphere and the continuing stro ng optimism about the persona l
sphere tha t the two call '"!be Confidence Gap." That's also the name of
their new book, which explores the reasons a nd the meaning .of these
changing and unchanging public a nd private attitudes. _
"People are not ques tioning the legitiffiacy of the system. They are not
say ing the system should be replaced," Schneider said at a Washington
lunc h promoting the book. .

have failed the m . For example, one poll rating of confidence In the leaders
of m a jor companies fe ll from 55 percen t in 1966 to 16 percent In the early

the sam e period .
Upset a nd Schne ide r tie this unhappiness to a whole series of events and
problems - some specific to a leader or institution, a nd some more
general.
The Vietnam War was a key element in the public malaise for the
military and the presidency. The Wa terga te scandals he lped crush the
faith a nd trust of m any Americans. Then the oU crunc hes of the 1970s
tar nis hed the lm agP of the oil companies a nd business in general.
Soaring infla tion a nd joblessness, plus the failure of lead ers to deal
decis ively with economic troubles, have hu rt as we ll .
"There is a lot of anger in people," Schneide r said of theepubllc reactlon
to these failures.

on Pension Ridge the youths no
sooner finished the eighth grade a t
the Oak Hill School than they were
off to seek their fortunes In the

steel mills of Weirton , Wheeling and
Steubenville and as far away as
Pittsburgh. The pottery city. East
Liverpool, attrcted many. The girls
could get ready employment In the
potteries.
A century or so ago, Meigs
County did a thriving business In
producing hoop poles for the
cooperate industry. There were
used as hoops in barrel making and
before the advent of the corrugated
boxes, everything was shipped In
barrels. The hoop poles were
shipped up and down the river on
packet boats and made a welcome
supplement to many a Iarmer's
meager Income. As the tide of
Immigration increased, It became
a custom In- the clUes to cal the
newcomers "Hooples." Eventually
everyone !rom Southeastern Ohio
was called a "hoopy," just as every
Irishman was C!illled a " Mick" and
evety Pole . a "Poll8ck." Get a
group of " hooples" together·an~ the
talk Invariably turned to Harrison
Howe. Whether all the tales were
true or not, he became somewhat of
a legend.

the tune of "Casey Jones." Harrison has been caught hy a neighbor,
James Teaford, Sr., in Teaford's
chicken coop. One of the Teaford
boys took a shot a t the Intruder but

Teaford swore out a warrant for his
arrest and the resulting trial before
Letart Township Justice of the
Pease Sayre was a topic for
conversation on the party line for
days. 11me has dimmed my
m emory of the res ults of the trial
but I still remember the opening

six or e ight ladies to enjoy the same
phone call a nd occasionally one of
the listeners would chip In with a bit
of news of her own.
As I have heard It, Harrison
Howe did not have a te lephone so
the boys who gathered there were
safe from parental Instruc tions to
hurry them home a nd hoe the
garden or do the chores . His home
was a safe oasis from responsibilIty. As Harrison was what in those
days was ·called an "old bache lor,"
his home lacked the restrictions of
feminine refinement. As evening
