Determination
to build economy
IOXUS Corp. is a mere COillOrate shell today, bUt Robert H. W!nnennan
predicts it will have annual sales of a bUIIon dollars and profits of $55
million within six years.
. That would put IOXUS near the top In U.S. homebUndlng but probably
still behind U.S. Home Corp.. which he founded In 1968 and bunt to sales of
$325 mlllion a year before retiring In 1974. It Is now a bUIIon-dollar
operation.
But 10 years of world travelleftsomethlngmlsslng. Rlnlntly he has been
conceiving his new plan and walling for the eamorny tn ripen.
IOXUS, he says, won't be coritent when It reaches $1 bllllon In sales, and
when you note that the five symbols of the corporate name, which can be ·
read "ten times U.S.," you see his determination.
'
: Wlnnerrnan's "Plan For The Creation ol a National BuUdlng Compariy
.:. Again!" envisions an umbrella operation of successful exlstlng
homebUilding companies merged throogh an exchange of _stock.
It sounds a lot like the U.S. Horne concept, which brought local,
independent builders together in a national company, l!llhanclng tlle!r
financing and management capahllltles·and reducing their riSks.
.
· IOXUS' companies' will be In many parts of the nation and capable ot
building rental properties as well as homes, providing additional Insurance
against local or cycllc;U downturns.
The component divisions will know their local markets, giving them a
step up on "outskle" !inns, which always have had problems In new areas.
And because of IOXUS, they will have national stature.
Perhaps most attracllve Is that It wlll go public, aDowing the merged
builders to obtain a price multiple on their shares and unlock some of tlle!r
assets for personal use.
: Wlnnerrnan says they wfll be able to exploit their markets "IDle tile
g,lants of the automollve or steel industries," something that~ has
been denied builders because of the local nature ot their operations.
. Take, for exarnp~. a local builder With annual gross of m mWlon aiul
net of 5 percent, or $1 mllllpn. "He joins us and gets a mUllon shares and the
s.tock comes out at $10 a Sh~e." Wlnnennan says.
.
: Eventually, he concedes, percentage growth must slow as the company
grows, but early In the game, which Is what II" calls It, he believes lntOmal
g)'oWth alone should be as high as 25 percent.
Winnerman believes that In four years the shares will he up to $100 a
share.
·
.
The merged bUildi!r might have money for other uses too. "We will
pennit him to sell aJ percent to 25 percent of his s11ares with the public
offering. And he gets more shares based on performance."
·
Can the plan be carried out? "!did It before," he says. "Why not now with
more experien~!"
In 19Ql, he says, the stock of U.S. Home was $1.84 a share, and In 1973 it
was $8J a share.
While the new master plan envisions a foundlnggroupofcompanleswlth
gross sales of $100 mUllan to mJ million, Winnerman says he sought
companies of $10 milUon to $70mll1Jon, with a consistent return of5 percent.

Berry~s World
:.

Do you remember the name or

Alexander Dubcek? He was the
impresarlo o! the Prague Spring,
which Is what happened, brielly, In
19i8 In Czechoslovakia. Oh, how
wonderful it looked there· tor awhile, as the parllament .passed
progressively liberal laws · and
propil' were saying out loud that,
finally. communl!m has hit matur·
ity, and that long-sought·for human·
itarian evolution was under way.
At which point Brezhnev cleafed
his throat.
The next thing we knew, the
winds of Gulag swept over Czechos·
lovalda. There were the usual
declamatory protest.! in the West,
which died out In a month or two.
Dubcek was sent to so~ remote
post in Turkey. there to spin the
wheels and draw water, and !! he Is
even aUve today, we are not aware
or it.
The point In this little historical
recapltulallon Is fll bring context to
ther~questlon:~tlsitthat

sending Walesa to he lobotomized

matter Is .that Walesa was under
direct control of the Soviet govern.
ment, using the Polish government
as the agent of Its will. So that one
knew from the beginning that
Walesa and his Solidarity move.
ment were not going to prevail.
The Second point to bear In mind
is that the West over and over and
over again con!lrms, by Its lnatten·
tton, Soviet power. most especlally
In the Soviet zone of Interest. OUr

happeiled betw1!en the pope, Jaru.
zelskl and Walesa? Any discussion
o! the point needs to take Into
account the hlsfllrlcal context, of
which there are two principal points
of releviiiiCe..
The llrst It these is that the Soviet
Union can, l'l!ally; do what It likes in
Poland and to Poland. 'The intense
ea~~~ou<o~sm of PoJant presents
special problems, it Is true, problems that were not faced when the .
Kremlin moved in on Mr. Dubcek's
Prague Spring. All that this means
Is that the Soviet Union woUld need
to 'push a II~ banler in Poland
than It did In Czechoslovakia - to
accompllsll the same thing.
The Incumbent Soviet mode is a
little ditlerent from what it was
back during the days of Stallii and
under his shadow. The Soviet Union •
settled the problem of

most anti-<Xlmmunlsts experience

Western concern. Ask Shcha·

he Is. OrOrtov. Or, for that matter,
Sakharov.
'
So the pope goes tn Poland. and
. these are the givens in the situation.
It Is not up to popes tn Ignite ctvll

wars. Tlietr job Is !o take the given
situation and to try to make It
better. Our television media have
generated the highest sanctimony
In years, wondering whether the
pope has lost his pastoral prestige
by speaking at such length with
Jaruzelskl. These are the same
folks who criticize Reagan for not
speaking at sufficient length with
Andropov.
We do not know what, exactly, the
pope saki to Jarilzelsld. Moreover,
. the pope Is not In the business of
arranging export -import deals, or.
taritl arrangements, or minimum

wages. His concern for sjm1tuaJ

freedom necessarily causes him to
reflect on conditions that teJid to
surround spiritual . freedom, and
these are general freedoms. Dictatorships can allow spiritual free..
dom, not so totalitarian societies,
because the total appellte to ru.1e
requires the domination of 1111
mind. So that if .the pope advancee,
and secures, spiritual freedom, ht
will have helped to ln<~ter that
which, in the end, communism has
most to fear. The question then ts
whether the pope struck a tactical
advantage measured by his terms,
not by secular terms.
We r'nust remind ourselv~ that
whate~r he saki, it Is Jess Ukely
that the pope was concerned about
profits from gas, about fetishistic
disarmament, about rnalntlllnlni
the status quo, than most of his
critics. Whatever the pope did, it
will be prudent to judge Its effect
ftve years from now rather than
five weeks from now.
