COLUMBUS, Ohio- The number of fire deaths in Ohio declined for
the second straight year in 1981 beca use of increaSt·d us&lt;' of smoke
detectors, state fire offi cials sa id. ·
The State Fire Marshal's annual report says 223 Ohi oans died in
fires last year, lht• lowest number of fire deaths in the sta te since 1974.
In 1980,300 Ohioans lost their Jives in fires.
Terry Weber, chief of the office's fire preve ntion bureau, sa id smoke
detectors are repsonsible for the decl ine. Weber sa id the fire marshal's office estimates that 50 percent of the state's res1dences had

right side of the road and struck a
utility pole. Teaford's vehicle was
severely damaged in the incident
and the Hysell auto was moderately
damaged.
Jeffrey C. Shiflet, 17, Rt. I,
Rutland, escaped injury when his
vehicle went off the right side of
Meigs County Rd. 10, three miles
north of 124 in Rutland Twp., at 4:10
p.m. Saturday and struck an embankment.
His vehicle was slightly damaged.
An auto driven by Roger W.
Hayman, 47, Rt. 1, Long Bottom,
was slightly damaged at 11 a.m.
Sunday when it collided with a deer
on Chester Twp. Rd. 114, ope mile

were back in 1970, and we huddled
together to talk abeut Social
Security. Suppose then that two options crystallized on how to increase
Social Security payments during the
ensuing decade, to wit :
I l Social Security payments
should rise at the same rate as real
income rises for the working
population. F'or instance, if real income rose by three percent for the
working man , Social Security should
rise three percent for the nonworking man .
21 Social Security payments
should rise according as inflation
diminishes the dollar value or annual payments - without any
reference to rise in the income or the
working population. For instance, if
yuu had five percent inflation and a
three percent rise in the relative income of the working population,
Social Security should go up the full
fi ve percent. even though real in-

penetrating article in The Wall
Street Journal, calculated that under ex isting practices, Social
Security retirees are acc umulating
income at a 50 percent greater rate
than the American working man. Indeed here is the most startling fi gure
uf all. The median American who
retires is receiving checks equal to
78 percent of the highest salary he
made while he was working. But
that is only the beginning. Since he
does not pay tax on those checks, the
figure rises to 90 percent of after-tax

income of the working man . So that
the working man who is spending 40
hours a week at the factory, paying
mortgage payments on the house
and car, and educating his children
is .earning only a very littl e bit more
than the non-working man, unburdened by young children, many
living in houses beughl and paid for,
with no obli~ations to go to work.
Most people who a re not
Christopher Dodd would agree that
it isn't fair to consider people on

Social Security without also considering people who arc not on Social
Security. If there were money decoctablc from the air or form ocean
water, why - go ahead and double
Social Sec urity payments . But

anything that is paid to those over 65
is paid for by those under 65. It does
not matter that those over 65 contributed to Social Security during
their working lifetime - because
those "contributions" were treated
as current revenue and spent by the
government. Although one spealc! of
" trust funds," they are, as we all
know, illusory. The so-called
"deficit" in the Social Security
program is merely the excess paid
out over the amount paid in. The
amount paid in has increased five
times since 1940 and will need to be
increased again very soon as the
percentage of the population over 65
rises.

between 1970 and 1980, al the same

Sam , the investors went alon~.
Now, however, proposals are surfacing to permit the government tu
issue bends whose value would be
linked to an inflation index. If these
bends were successful, it is ar~ued ,
they t ould help solve a lol of the
t urrcnl problems posed by high interest rates and big federa l deficits .
For one thing, proponents say,
they could sharply reduce the interest costs the government must
pay un its berrowing. In a discussion
or the subject, Carl Alan Ballin,
economist at New York's Chase
Manhattan Bank , provided this
example:
Assume that investors considering
buying a bend expect infl ation to run
at 10 percent annually over the
bond's life. They would then demand
10 percent interest to compensate

entrenched in the American dream ;

structural area in which they occur," reports the commission. "This
process of discrimination, therefore,
extends across generations, across
organizations and across social
struCtures in self-reinforcing cycles
"Discrimination against women
and minorities should be viewed as
an interlocking process involving
the attitudes and actions of individuals and the .organizations and
social · structures that guide individual behavior. That process,

Negative reaction
Nothing seems to upset the
populace more than the collection or
devices- generally known as "affirmati ve action" - designed to
bring more women and minorities
into the mainstream.
These include goals, quotas,
aggressive recruitment, ra ceconscious admission policies and a
host of other remedies for two centuries or sex ual and ra cial
discrimination.
These measures work. That's why
they are so unpopular among those
who arc accustomed to privilege and
affirmative discrimination.
It isn't necessary to characterize
the motives of the opponents of affirmative action in order to discard
their arguments, which usually incl ude thefollowing :
- Preferential treatment for the
minority means discrimination
against the majority .
- Merit, not class or color, should
be the single standard by which
academic or career rewards are
distributed.
Race-conscious r emedies
stigmatize beneficiaries.
- Numerical goals and quotas
limit the aspirations or pr.eviously

Proponents of a rigid merit standards seem to suggest that the
beneficiaries of affirmative action
are less qualified than those they
replace. But merit has never Leen
the single test of college admissions
or job promotions.
Merit was not the only standard
when public colleges were accepting
any white applicant with a highschool diploma while rejecting
blaclc! with straight A's. So, why
should merit alone determine such
.rewards today?
The stigma argument has gained
currency in the writings - of a
Hispanic intellectual who says that

his bilingual education separated
him from hisculturc and his family.
A black Reagan appointee argues
similarly that his affinnative-action
education made him suspect in the
eyes of his whiteeontcmporarics.
The sti~ma of assisted success
must be weighed against the stigma
of failure in a society where race or
ethnic herila ~e determines life expectancy, median income and
career. Most of us, l assume, would
choose lo suffer the stigma of
achievement.
Quotas have been imposed by' the
courts only as a last resort, when all
other methods of integrating t.he
work place or schoolroom have
failed . When white resistance to the
cmplymcnt of blaclc! as police uf- ·
fleers until the percentage of black
officers roughly equaled the percentage of blacks in the local
population.
Finally, no· affirmative-action
plan guarantees equal result. Each
pl~n - quotas, preferential hiring,
aggressive recruitment - only
guarantees equality of access to jobs
or education.
That's what the American dream
is all abeut.

It had been a long, depressing dry
spell for Atlanta's Rick Mahler, who
pitched like Cy Young in the
season's first week and just plain
sigh after that.
Mahler hurled consecutive
shutouts in his first two games
during the Braves' record I~ start
but had not won in six outings since,
with three losses and three nodecisions over that stretch.
But the bad timeS ended Sunday
when the right-hander pitched
Atlanta to a l&gt;-2 victory over the St.
Louis Cardinals as the Braves bunched all their runs with two out in the

Mahler started the season with a
