Former Rutland resident killed
FORT MYERS, Fla. - A former Rutland woman residing here
was killed Saturday whtle preparing to have dinner with her
husband.
Audra McKinney Fleming, 36, was fo~d dead by the husband, Dr.
Arthur Fleming, shortly after the two were attacked by an unknown
assailant In Dr. Flemtng"s apartment south of Fort MYers.
Dr. Fleming, a Phtllppl, W.Va. natlv~. was associated with Holzer
Hospital In Gallipolis In obstetrics and gynecology from 1953 untll
1968. Mrs. Fleming was Fleming's second wife and they had two
chtldren, both bOys, from their marriage.
Investigators for the Lee County Sheriff's Department have not
yet established a motive for the killing. They said Dr. Fleming
escaped from the atlack with only. cuts, and nothing was reported
missing from the apartment. Dr. Fleming's 1977Toyota was stolen,
they said.

The Flemings had been reportedly Involved In a two-year divorce
action.

SPACE CENTER, Houston · Astronauts Thomas K. Mattingly II
and Henry Hartsfield Jr. start answering questions today about

Improvements to the Rock Springs Fairgrounds were discussed
along with the Aug. 17-21 fair program at Monday night's meeting of
the Meigs County Fair Board.
It was noted that Installation of the drain tlle In the center field has
been completed and that the Chester· Tuppers Plains water lines
have been extended from the old wooden horse barn up around the
grandstand and to the hUI parking area.
As for the fair program, quarter horse races have been added this
year for4p.m. qn Saturday. The sulky races wUI be held at2p.m. on
Wednesday, Thursday and Friday as previously. The garden tractor
pUll has been scheduled for 10 a.m. on Saturday.
Membership tickets are currently avallable from the.fair board
members. They will be placed Into local businesses when the premium books become avallable.

GOP agony
Once again, the Republican party firids itself trapped in a contemporary
MH!nactment of the agony of Sisyphus, the tragic figure In Greek mythology
doomed to suffer in perpetual disappointment.
Twice in the past decade, tile party has briefly achieved success by at·
tracting, in a presidential election, tbe board base of voter support
nl(ceSsary to attain a long-term working majority in domestic politics.
• Each time, however, extraordinary events have intervened to deprive the
Rtpublicans of the opportunity to consolidate those temporary gains in succeeding elections.
~·We're about 10 feet from the top of Mount Everest," White House
political director Edward Rollins explained at a recent meeting of the
Rtpublican National Committee. "If we lose in November, we go all the way
' d$11 to the bottom."

of Sisyphus, condemned to the eternal punishment of toiling in vain to push a

voJers with strong ethnic ties and other middle-income, middle-class
Americans.
~ut those gains were promptly dissipated by the Watergate scandal that
foQowed Nixon's dazzling success at the polls.
{n 1980, President Rellsan reassembled the crucial " Middle American"
coalition behind his GOP candidacy - but this time a severely depressed
ecQnomy threatef111 to again negate the Republicans' accomplishments.
'~There's not going to be a quick fix," Rolli1"' warned the RNC members
wljo convened here. "There are no easy answers," be addded, candidly
pr~cting that neitber unemployment nor interest rates - both uncointortably high for the GOP - will drop markedly before this year's electio!)s are held.
~nly one day earlier, RNC Chairman Richard Richards delivered a major
speech whose theme was the ~oal he shares with Reagan - "for the
Republican Party to become the majority party in the decade of the 'Ms."
But some of the questionable claims made by the GOP·chairman provide a
hint of the plight in which the party now finds itself. "During the final days of
the Carter presidency," Richard Insisted, "the natipnal debt was $1 trillion."
In fact, on Jan. 20, 1981, the day president Carter left office, the national
debt stood at $931 bilion. It didn 'I reach the $1 trillion level until Oct. 22, 1981,
more than nine montbs aner Reagan was inaugurated.
Similarly, Richards boasted about Reagan's supposed liberation of the
business community, notably in the form of "reducing needless and oppressive regulations ... that have been strangling our business and
frustrating our ambitions."
On the same day that he spoke, however, tbe Dun &amp; Bradstreet Corp.
reported that more businesses had failed in the prior week than in any week
since the Depression of e 1930s.
Dun &amp; Bradstreet's figur~s show 10,430 business failures to date this year,
up more than 44 percent over last year's elevated level. At that rate,
business failures this year will far exceed the combined total of979 and 1980,
Carter's last two years in office.
Also on the same day that Richards was promoting Reagan's sympathy
· with the business communil)', the D&lt;lw Jones Industrial average reached its
lowest level in 2G montm.
Faced with mounting problems, the RNC took at least one extraordinary
action : Although the national commlttees of both major political parties
almost always meet in open session, the Republicans scheduled a day-long
round of secret meetings, presumably to search for fresh solutions.

WASIUNGTON - The Supreme
Court, God bless it, has known some
glorious, shining hours, but it has
known some inglorious, dlmlit hours
also. It reached one of these on June
24 in its bizarre lH disposition - or
non-disposition - ol a major case involving public school libraries. The
court botched it.
These were the facts : Back in
1975, members of a Long Island
school board happened to attend a
conference of a right-wing outfit
called Parents of New York United.
There they obtained a list of "objectionable" books. Returning to
their bailiwick, the board members
found that nine of the listed books
were in their local high school
library. After inspecting the books
and finding them "vulgar, " the
board ordered the volumes
removed. Several students brought
suit seeking the books' return. A
district court summarily dismissed
the petition, but the 2nd U.S. Circuit
reversed. The case came on to the
Supreme Court for decision .
Unless you recall last term's
decision in the San Diego billboard
case, you will find it hard to believe
what happened. Justice Brennan
wrote a half-baked plurality opinion
so poorly reasoned that only Marshall and Stevens could swallow it
whole. Blackmon went along with
most ' of Brennan's opinion, but
balked at a key section. Justice
White copped out; on a procedural
issue alone White joined in the .
judgment that tbe case should be
sent back to the district court for further proceedings. Burger, Powel~
Rehnquist and O'Connor all dissented; each of them wrote a separate

This is how the new constitutional
right is to work : If a school board
decides not bo buy "Soul on Ice" by
Eldridge Cleaver in the first place,
the right does not come into play.
Thill will be true no matter the
reasons or motivation for not pur·
chasing the work. But ona:_"Soul on
Ice" has been acquired and placed
on the library shelves, a problem of
different conatitutional magnitude
arises. Now the book may not be
removed without 'proof ol a school

Otherwise Mr. Cleaver's book lakes
on tenure, like an old profeasor; his
ideas, once shelved, acquire squat·
ter's right; these ideas cannot be
evicted without a full-blown hearing.
All this was too much for the
dissenters . "lfthe First Amendment
commands that certain books can-

· no\ be removed," asked the chief
justice, ".does It noi equally require
that the same books be acquired?
Why does the coincidence of timing
become the ~sis of a constitutional
holding?" Justice Rehnquist made
tbe same point: "The failure of a
library to acquire a bouk denies access to its contents just as ef·
fectively as does the removal of a
book from the library's shelf."

Legion baseball team claimed two
out of thi'ee games during the past
rairH:Iampened holiday weekend,
poSting"victoriell over Washington
Court House and Burrell, Pennsylvlll!ia. Meigs' record now rests
at a very fine 12-7.
Saturday ·a double header with
Logan was washed out by heavy
rains. That game has been
rescheduled for Sunday, July 11 at
Syracuae.
Sunday the sides opened up and
tbe rains ceased "just long enough for
Meigs and Washington Court House
to hook up in a great exhibition of ,
our national pastime. When the
smoke lifted, Meigs came out on top
with a 3-1 triumph.
Jeff Wayland pitched anoli)er fine
game, blanking Washington C.H. for
five innings while allowing just one
in second inning run. Wayland gave
up six hits, walked three, and fanned
eight eiii'OI!te to the win. King suf·
fered the loss for the visitors.
Washington C.H. plated its lone
run in the second inning, but from
that point on, Wayland pulled the
string on the Court House batters. In
the third inning Meigs celebrated
the holiday with some fireworks that
earned it the victory.
Joe Bob Remaley started the rally
with a walt, then stole second. He
came around on a single by Roger
Kovalchik. Kovalchik scored on a
double by Jerry Fields who later
crossed the plate on a Tony Riffle
single.
Meigs hl,tters were Kovalchik with
two singles, Fields a single and
double, Riffle a single, and Wayland
adoub1e.

Arguello will happen despite a last
minute problem that almost prevented the matchup.
' "It was close (to being a non·

accidents and some vandalism
over the extended holiday
weekend.
On July 1, Maxine Robinson,
Pomeroy, was parked on Mulberry
by Gibbs Grocery when she was
struck by Charles Theiss, Racine,
whose truck hit Robinson's right
lender with its right front tire.
July 4, Terry Mayle, Stockport,
was backing Into a parking m~ter
when Sidney Boggs, Guysvill~.
came to a sudden stop and Mayle
hit him In the rear. There was no
damage.
Early this morning, Phyllis
Clark, Mulberry Avenue, reported
someone trid to enter her home
through a windOw. When pollee arrived, they found signs of attempted entry. Clark told pollee a man

Three cars were Involved In a col·
llslon on Meigs County Rd 1 near
SR 143 at 10:40 p.m. Sunday.
Donald Sparks, 42, Man. W.Va.,
and Mary Brady, 30, Albany, were
pulling off the side o! the roadway
when they were both struck by a
car coming over a hlll. The C'ar was
driven by Jeff Birchfield, 26,
