was retiring. The old hands reacted

been our best friend on the court.

news would not have been so startling. William Brennan was 75 in

Thurgood Marshall will be 73 next
week and Harry Blackman will be 73
in November. Mr. Justice Stewart,

That's the number to call in to ask
questions at GDC, on a closed circuit
·rv program labelled "From the
Top". Let's call it "No Room at the
Top" because it is more correct.
"From the Top" or "No Room at the
Top", whichever you prefer, is a
show m closed circuit (get the
point? ) in which the top people at
GDC (the superintendent and
others) periodically speak and answer questions. This supposedly
gives all staff INPUT, as the tenn
goes.
It' a a charade! Someinput,-on a 30
minute show via closed circuit TV
piped live to ail workers during
hours of work duty! The top, if there
truly were room, wouid be out facing
employees and residents weekly, not
hiding behind a TV camera, protected by a (tlone that rings in
questiollB that are interpreted, then
politely not answered or buckpassed. " The Top" needs to open up,
lace the public and be accountable.
The TV people do an admirable
job trying to accomfnodate both the
people and the administration. It's
• not theirlault, it's the whole method,
one which gives only limited or indirect access to the Superintendent
and serves mainly his advertising
interests.

My vote is for more nlom at the
"top", where people can have a real
say and be heard in res), not in
pretend. Perhaps the State of Ohio,
which we are told is "broke", should
spend less on PR and more on upfront

league baseball strike entered Day
14 today with the players association
due to respond to new free-agent
compensation proposals from the
owners - and the owners in danger
of losing their projected $50 million
in strike insurance.
The first face-te&gt;-face bargaining
sessions in five days broke up after
less than two hours Wednesday as a
grim-visaged Bob Boone of the
Phlladelphia PhUUes, the National
League player representative, termed the proposals "insignificant"
while management expressed its
displeasure with Boone's remarks.
In Philadelphia, Common Pleas
Judge Stanley M. Greenberg issued
a temporary injunction blocking
Uoyds of London from paying out
any of the strike insurance the
owners were to begin collecting
Wednesday.
Richie Phillips, the attorney for
major league umpires, said the order was issued pending a hearing
Friday on a class-action suit filed by
the umpires' union, which accuses
the owners of bad-faith bargifllng,

partly · because of the existence of
the insurance policy.
The 26 major league owners paid
Uoyds $2 million for Insurance that
would pay each $100,000 per date lost
-to the players' strike lor approximately seven weeks after the
cancellation of the 1M games. The

Phillips said the suit was filed on
behalf of the umpires and persons

Plans were finalized Tuesday
for the Cancer Education Classes
to begin on July 14 and continue
weekly from I to 3 p.m. on
Tuesdays for five consecutive
weeks at the Senior Citizens Center.
Open to the public free of
charge, the classes are sponsored
by the Ohio Department of Health
In cooperation with several
health and social organizations.
There will be no advance
registration required and
· residents may attend any one or
aU of the classes. A question and
answer period with doctors and
other health personnel wiU foUow
each class.

his support behind a bill that would prohibit utility companies from

BartOn fills vacancy
on Meigs Board
Robert Barton, Pomeroy
businessman, was named to fill a
vacancy on the Meigs Local School
District Board of Education when
the board met In special session at
Ule Meigs Junior High School Thursday night.
Barton was named to serve on the
board for the remainder of 1981,
filling a vacancy created by the
recent resignation of Dr. Keith
Riggs. The tenn of Dr. Riggs runs to

llle end of 1983. In November, voters
will select a board member to fill the
remainder of that tenn.
Barton was selected from a field of
seven candidates. Five of the seven
pr011peets appeared before the board
in executive session Thursday night
before the selection was made. ·
Besides Barton, other candidates
were Robert Melton, Roger Davidson, Arland King, Gary Terry, Mary
Freeman and Ellen Bell. Ms.

Freeman was not present for interview nor was Mrs. Bell who is
vacationing. The four board mennbers, Larry Powell , Robert
Snowden, Carol Pierce and Richard
Vaughan voted unanimously in
favor of Barton, who will take his
