Supt. Robert Bowen if four members
were in agreement on a candidate.
Pierce presented the recommendation of County Supt. Bowel\ suggesting Gleason for the job. Mrs.
Sheets then made the motion to hire
Gleason for three years at a salary of
$27,108.80, 'the same as paid the past
superintendent. The motion was
seconded by Virgil King.
The motion remained unvoted upon
a length while more t:lli!.cussion was
held and various spokesmen again
made efforts to convince the board to
employ Norris.
Gleason, 31, was then brought to the
floor and stated his educational and
experience qualifications for the post
and fielded questions from the Morris
supporters pertaining to his plans for
the future , his work in negotiations
and his ability to establish
cooperative relationships.
Gleason holds a master's degree
from Ohio State University in educational administration plus 45 additional quarter hours. He received his
bachelor of science degree in secondary education from Ohio University.
He holds superintendent, local
superintendent and principal certificates and has been administrative
assistant and principal for four years
in the Logan Elm School System at
Circleville.
He has served as chief negotiator
for the board of education. He has
been a teacher in several schools in
addition to coaching football, baseball
and basketball.
At the request of several visitors at
the meeting, Morris was called upon
to give his qualifications. He reported
graduating from Pomeroy High
School in 1!!57, receiving his bachelor
of science degree in secondary education from Ohio University and
teaching 'in the schools of Junction City, Parma and Cincinnati. He received his master's degree in administration at the University of Oklahoma.
He told of working as a Meigs County SchoolSupervisor for a year before
going to Concord College in Athens,
W. Va., where he was an assistant
professor and of earning his PhD in
educational administration at Ohio
University. He said he has 119 hours
of training over the master's degree
level and for four years was an assistant professor at Marshall University
teaching school officials many times
in administrative matters.
He outlined his work at Meigs Local

includes ex perience in

financing , work in special education
and federal programs, the field of
transportation, cafeterias and other
activities which would qualify him as
superintendent.
"I want the job. If I don't get it this
time, I'll be around", Morris concluded.
He was given a standing ovation by
the crowd of supporters.
Another supporter, Bob Pickett,
spoke on behalf of Morris urging the
board to give him a chance.
The motion was brought to a vote
finally with the 3-2 result in favor of
Gleason.
Several times during the meeting,
b9ard members favoring Gleason
were asked why they were favoring
Gleason over Morris. No definite
answers were forthcoming except
Pierce and Mrs. Sheets said that they
believed Gleason is "right for Meigs
Local."
Following the vote, Dick Vaughan,
Middleport businessman, called for
the resignation of the board and was
given some verbal support from the
crowd.
In earlier matters, the board accepted the resignation of Carol Wolfe
as a teacher at the Pomeroy Elementary School and employed Gordon
Fisher as business education teacher
at the high school for the next school
year.
Fisher will also serve ·as assistant
varsity basketball coach. ·

Beattie said he sympathized with
some of the concerns of Local 1775,
American Federation of State, County and Municipal Employees (AFSCME) Union, but felt the strike was
wrong as it created a stressful
situation for the patients and disrupted service.
"The whole .issue of right to strike
in a public institution is 81} Issue
which should be reflected on by the
public at large," he said. "I believe a
strike should not be an &cceptable
means of expression if it includes
disruptive, chaotic action. "
State Representative Ron James

he was "shocked" by the state's action'by firing the employees. He Sliw
it as a deliberate attempt to break the
union.
"The department will see how unworkable the Ferguson Act is because
they have made several technical
errors in the firings which will
probably result in the ultimate reinstatement of employees," he said.
"The real tragedy is that the patients
and the taxpayers are the ones who
will ~eally ~uff~~ because of this
overkill. rea~tion .. "
Beattie sa1d he IS shocked and surp~sed" the s~te has not come up
With a better piece of legislation concerning public employees in the 30
years since the Ferguson Act became
law.
Beattie regretted the 42 firings
because of some of whom he considers the best employees were
ainong those dismissed. The loss of 42
personnel has ~mporarily disrupted
service at GSI and Beattie fears the
lack of service might prevent the
state from obtaining federal funds to
upgrade some of the cottages on the
grounds.
Harry Applegate, Chillicothe, the
union's international representative,
could not be reached for comment on
the issue.
