The picture pain&.ed for the in.
cmtill8 presidet:if. by the BrookIngs publication ts anything but
bright. In fact, it is downrightclismal. Ironically • it showed that
the major issues which Mr. Humphrey and Mr. Nixon seemed so
smugl,y confident o( solving dur·
ing the campaign are in fact destined to continue as major problems oC the future.
The Brookings scholars claim,
"It is wishful thinking to expect
a vast squrce ofmoneytobecome
avallable to solve America's ~
mestic problems" evenifthewar
in Vietnam comes to an end. According to President Johnson's
Director or the Budget, Mr. Olarles Schultze, one of the authors,
our vast military budget can only
be reduced by $2 billion itt he war
ends soon.
Harvard Professor James Q.
Wilson, an expert on crime and
police work, was most pessimistic about success of al\)' Administration ill solving the problems
raised by the campaign issue of
"Jaw and order." While predicting the need for federal subsidies
Cor localpolicedepartments, WUson intimated that the best we
could hope for was a reduction in
the increased rate of crime, rather than a rOllback.
Relocating Industry i n s i d e
slums and ghettos, an idea enthusiastically supported by President-elect Nixon during his campaign, was branded as economically unrealistic, · "Embalming
the ghetto as an area ot involuntary confinement," said Negro
psychologist Kenneth Clark, "is

THE ULTrMATE REVENGE ~
Dear Helen:
I am one of those women who
fell In love with her doctor. The
difl'erence is that he SAID he
was in love with me. I divorced my husband on his promise
to marry me. But it seems he
had a wile who had to be convinced •. ,
Well, Helen, I got pregnant
by this "wonderful" man, only
to be told I must get an illegal
abortion, Imagine, a doctor
speaking! or course he wouldn't
do it himself - he might be
caught.
He said the scandal would ruin
him and his Camily 1l word or
the baby got out, so I should go
away for a while, get rid of it;
and I got the impression he"d
be very happy tr I kept on trav.
elling. I caJled his wile. S h e
laughed and told me about three
past affairs.
I went awa,y, but I didn't have
the abortion. Instead I nearly
had a nervous breakdown due
to his rejection. I'm better now,
and expecting this month.
Helen, 1 am coming back to
our local hospital, and when my
baby comes, this doctor's name
wUI be on the birth certtrlcate
as the father. I learned my lell500; now he must learn of hill

The worst migrane headache
which the Brookings publication
predicts Mr. Nixon wUJ encounter is the war in Vietnam. Harvard
Professor Edwin o. Reischauer,
a rormer Ambassador to Japan,
says the United States has "a
year or ~t most two" to arrange
l 'Wif'OOf oi"Vfetnam... He ·rejeets
the alternadves or a "bigger
war" or a forced withdrawal and
sa,ys the end must be found
through negotiation and international guarantees Cor the security
ot Laos, Cambodia aP:I Thailand.
He predids further, that to contim~e the uqJopular war would
Coree Japan to "go it alone" and
perhaps become a nuclear power.
Such an array of gifts coming
out of that box marked "Do not
open 1a1til January 20, 1969 .. is
hardly pleasant to contemplate.
Perhaps some of those who wrote
Cor the Brookings Instltutlonwere
being too pessimistic. At least we
hope so. For we have faith that
good judgement, hard work and
common sense will help us over
the ·hurdles that lie ahead.
