Society Hang-up

Two unrelated atudles ft9111 the ume
city give a picture of a clliFerent kind of
·•eeneration gap."
The first, a atudy of 1193 arreS\1 of por- ,
soli.s over the age of 60 in San Francisco,
discoveted._ that more than 80 per cent
were for drunkenness. This is a ~n;uch
higher prQPOrtion than in any ather age
group. The overwhelming majority were
males.
About 15 per cent of the elderly arrests
were for petty theft and relatively minor
violations, such as drunken driving. Only
2 per cent were for offenses against others
and, contrary to the Dirty Old Man myth,
fewer than 1 per cent were for sex offenses
or narcotics.
Tbe image of the Brutal Cop also suffers
in the report. Arresting officers do not reM
gard elderly ale<>bolics as lawbreakera,
dislike picking them up but often do It for
their own protection and often give tbe
men small sums of money to help them
on their way.
In a very real sense, poUcemen P,ve tbe
equivalent o1 "psychiatric first-aid ' which
is not available elsewhere.
Elderly arrests for drunkenness Increase
during Thanksgiving and Christmas, when
the loneliness of the derelict life is most
acutely felt. In numerous instances,
arrestees ask the judge for a jail sentence
estendlng through the holidays.
Meanwhile, in the Tenderloin area of
San Francisco, an estimated 1,000 young
peoi!l• from 12 to 25 spend their days lookmg for the ftx, the high and the trip vouchsafed them from a variety of dru*s ranging from methamphetamine, herom. mor·

About 600 of these yoUIIll people are

Opportunity Council of San Francilco, alid
tbey spend from fl50,000 to f'D),OOO a
month to feed whatever "monkey" 18 on
their backs. In 19116, there were 324 Darcolic• arrests made In the Tenderloin: the
average age of juvenile olfenders was 16.
This is how It grooves In the TenderloiD,
as written by a young addict:
"Everyone who enters this area Is Immediately caught up in Its wblrlpool. Most of
tbem are alile to leave, but a few of them
are not so lucky. Once' they g_et caught up,
they beC<lme too weak to light and are
drawn clown to the bottom . . .
"After a month look at them: Tbeir eyes
are cloudy, slgbtlesa. Tbelr bodies are
emaciated and mare than Ukaly ugly red
scara ouWne the veins of their arms and
legs. They are dead.
. .
"Uslen to them as they silently scream
for belp. Every word is spoken with a tone
of helplessness. They are flesb and blood
eumples of despair ... piteous sbeUs of
human beings, b9pelessly and helplessly
entangled.''
Qespalr-that Is wbat bridges the generation gap between the elderly alcoholic
and the youthful addict. That and a profound sense of alienation, failure and aimlessness.
And tbe would-be Great Society seems
able to do little to belp those caught on
either end.

The money crunch for governments at all levels is on in
1969 as never before. It makes men who talk of tax cuts
sound like the wildest dreamers.
Two independent events, one in Maine and the other in

Gov. Kenneth Curtis of Maine proposed a new budget at
