WASHINGTON lNEA I
Though Russian lnfluence has increaaed beayilY In the
Middle East in the DaSt two decades, strong forces wouU
aid u.s. attempts to hel9 tile moderateo build demoeratlc
polltical-socio-economjc institutions ~fleeting ~ will of
the peoples.
The growth of such democ::ratic institutions and the
resulting country -to-country political strengtha and national
pride would decrease markedly the ,c:hanci$ of war.
These changes, of course, could only be accoQ\plished. at
the request of and along Unes suggested by tbe moderate
leaders of the Middle East world. To date, ne fdi'Um bas
been set up to listen to these leaders.
11 lo eooenllal thai nelllter the Uolled Sla~ •r. uy

•
What is needed is an intercountry group,· .,, in the
Marshal1 Plan for Europe. which would make P}a;~;~s for the
region as a whole, encompassing all natloriallties and
religions in the area .
Consider these assets :
.
..:~
1-Desplte tbe pablk:lty given flrebraadl! most countries
in the Middle East are moderate inte~aUo~y-Ira~,
Morocco, Tunisia, Lebanon, Jordan, Saudi Arabia, Kuwait,
Turkey and Libya.
z-TIIe lllod.eratt eountrle& have bee• •alaiDC: in prestige
and lnfluence. Iran has been making giant strides toward.
upgrading opportunities for the underpri~ileged. Students
in Saudi Arabia have jumped from 2.300 m 1939 to 400.000
today. Literacy in Kuwait h.as risen to 50 per cent.
Saudi Arabia has provided $120 million a year to Egypt
and Jordan since the war in Israel. Kuwait has ~iven $132
million a year. These are str-:mg and. eo~pelling argu. ments for Egyptian and Jordaruan moderation.
3-Tbere are strong foreet for moderaUon evep within
the United Arab Republic .
Though the Egyptian government has often spoken iD
belli~erent terms, and though Nasser, himseU, is noted ~or
his Soviet leanings, Cairo's recent acts-and some of Jts
proposals-seem almost conciliatory.
As one Americati studv notes: "In spite of the rupture of
diplomatic relations wlth the United States, President
Nasser has allowed tbe American University at Cairo to
continue. 'llle United Arab Republic has also continued to
co-operate fully with American ~il comP:Snies operating in
Egypt. There is an apparent des1re on h1s part not to burn
his bridges with Washington."
t-Tbe Sovlel dealre for adveuturlsm in the Middle E!tsl
is restrained somewhat by the heavy cost of· sustalmng
Castro in Cuba, supporting Ho Chi Minh in Hanoi, aiding the
Arab countries defeated in the war with Israel and by the
increasing cost of competing with the growing activity of
Red C"hinese agents in the area, whose programs some·
times run at cross-purposes with Soviet aims.
The more unsettled the Middle East, the more opportunities are available to Mao Tse-tung's agents, who now have
a near mo:nopoly on some of the extremist groups in the
area. The more unsetU~ the regi_on, the more it will cost
the Soviet Union to shore up its allies.
If the Soviet Union steps ln too far too fast, there couk1 be
a reaction against Moscow throughout the Middle E!'sl,
much Uke the reaction against the Chinese Communists in
Indonesia. For though the Arabs may welcome Soviet aid
against Israel, many of the Arab govem-:nents and peoples
pre ,IJOrrie4 by ~terl!!'~~'l"l communism.
' The Soviet Union alSq Jutlers frcnr being a giant ntxt·
aoor neighbor. '
.
.
5--Geau.la.e utionallsm in the Mlddle East is more in
J.iDe with U.S. objectives than Soviet communism. Communism, in fact, has been barred by major Middle E.Stem
countries, including Iraq and Egypt.
A recent private study of the Middle East conclucled that
''American economic patterns, political institutions and
educational facilities are still preferred by large numbers
of Arab intelligentsia."
1--By 8lld lar(e, aU thai U.S. bttereola require in the
region are the same prtnciples of equality, safety and
reciprocity that Middle East countries upect in tbe United
Stales.
The United States has Utile need of bases in the Middle
East. U.S. oil companies have shown they can work with a
wide variety of arran~ements, from nationalization in Iran
to concessions as in Saudi Arabia. The Suez Canal is not
vital to U.S. aims in the area which, in fact, parallel the
baoic otms of the great majority of the peoples in the
Middle East.
