Well, another Ap,rll 15 is past and the
"taxpayers' revolt' that former Secretary
of the Treasury Joseph Barr warned about
lui January bas yet to materialize.
If there Is a revolt at all, it is going
on at the local level, wbere fed-up taxpayers are voting do'!D school levies and
m u n l c l pal issues-understandable but
.,ort-sigbted behavior which in the long
run will only harm them, their children
.and their communities.
Tbere is, however, growing awareness
amoug Americans that their long-held belief in the essential fairness of the federDI
income tu lsws is mistaken. Rather than
being a progressive system, which takes
most from those who earn the most, It is
aclllally quite ~.

Although they ~not d0sfgned that ·•
way, the tax lsYN~lJi'. practice work to
mike the rich richer beCause of a variety
of loopholes, dodges and shelters.
In 1968, four Americans with Incomes
over $5 mllllon paid not one cent in federal
Income taxes. In 1968, 381 persons with
Incomes in excess of $100,000 paid no taxes.
Tbese are rare exceptions, perhaps. But
consider this:
More than 1,000 persons with incomes
over rJOO,OOO paid the same proportion of
their total income in taxes as did the typi·
cal person in the $15,000 to $2»,000 income
group.
The majority of taxpayers in the $500,000
to million 1ncome '"'up paid as small
a proportion of their mcomes in taxes as
did most taxpayers in the $2»,000 to tsO,OOO
category, and those with incomes ol more

than $5 million paid only iiaif as much tax,

proporllonately, as those with one-tenth as
much income.
Even more slgJilllcant Ia the fact that
taxlesSIIess among those with Incomes of
more than $1 million has Increased fivefold in the past 12 years; according to
