Debate is growing on whether tile end of the war In
Vietnam will free large amounts of money for new fed·
eral programs in the city slums, for the poor, the unemployed, tile handica!llled and for alr and water pollution,
cheaper housing ana· transportstion.
The answer, of course, is that there will be more funds
available lannon-Vietnam projects. The catch, as presidentialaSJlotant Daniel P. Moynihan has suggested, is tllat
moot of these to-be-available postwar dollars have already
In a very real sense been obligated to existing programs
without anyone having ever voted It so.
Tbat is to say, that programs already in e:dstence will,
In thelr "natural" growtll, absorb most of tile money as
the VIetnam war leis it go.
It II a curious tblng, but many programs have virtually
indeltructable and unalterable growtll rates of their own,
sometimes almost Independent of what eitller Congress or

So, in a sense, the decisions on how this "new" money
will be spent were made four, five, six and even 10 years
ago.

may depend on their votes.
