Now a bill has been Introduced in Congress by Rep.
Henry Helstoski, D-N.J., which calls for the routbie Issuance of industrial-quality safety glasses for all armed
forces peroonnel who wear prescription glasses.
The Defense Department opposes the bill, claiming that
it has for some years, based on the judgment of the professional medical examiner, prescribed safety spectacles
for military personnel whose duties involve significant
risks to the eye.
The NSPB asks what constitutes "significant risk" when
a soldier may be assigned to a desk job and then suddenly
transferred to combat duties.
The Defense Department, which yearly presents a mega·
billion-dollar budget request to the nation, also says !hat
"the fiscal effects of this legislation cannot be determmed

Tax reform legislation is the most complicaloo and con·
troversial business Congress will have before it this year,
or any year. What one man considers to be an unfair loop·
hole, the next man inevitably defends as only logical and
just.
Thus it is rare when a change is proposed that doesn't
step on anybody's toes at all, doesn't give something to
one group of taxpayers at the expense o! another.
Such a case is the Treasury Department's recommendation to the Senate Finance Committee that persons who
work only part of the year and do not earn enough (more
than $900 if single) to owe any income tax not be required
to have withholding payments taken from their pay checks.
People in this category would exempt themselves from
withholding by filing a declaration with their employer or
employers certifying that they expected to owe no federal
income tax for the year and that they owed none the previ-
