Industry for the Ohio side of the river
since the announcement of the posslhillty of locating still another plant in Mason county. Most of the comments have

been in the vein that It seems that the
harder w. try to locate plants of any size
ln thls area we meet only with defeat.
We can not b1ame those organizations
and individuals who are devoting a great
deal of time to this matter, but it would
bo I areat lift if we could locate some
type of plant regardless of size to show
something for those efforts. There is
areal ~aO!ger of getting • defeatest attitude, and \hat would almost be the end
of the line for any possible advance.

create 200,000 jobs in Ohio, and that goal
has almoat been reached with only 26,000
more needed to reach the promised total.
Those figures are from the Ohio Bureau
of Unemployment Compensation, whlrh
states that there are 173,400 Increased
jobs that have been created since 1963.
Much of it Is due lo plant expansions and
new plants. In the past year 452 new

manufa&lt;'turing and warehouse firms
have been established In Ohio, but we
have heard of very few in this segment
of southeastern Ohlo. The industrial expansion In Ohlo has added over $1 bt!Uon
In industrial capital investments, and
that II the first time that a billion dollars
hal bean added ln so abort a time in the

Buckeye State.

We might expect oomethlng In the
next few yean if the Appalachia program pallll out. However, our areatest
poaslbillty Is In the fact that there will
be a population explosion In Ohio In the
next 20 years that will be earth shaking.
Ohio had 8.8 million In 1940 and grew to
8.7 million by 1960. By the year 1980 II
Is expected to Increase tu 18 million, and
we are wondering just bow much of that
we w!U get. We are bound to grow, but
how much and bow fast will depend upon tho way we plan. and one of the best
ways to assure at least a ahare of that
growlb wi'l be through the acquisition of

appear to be cutting the ground
beneath Gov. Nelson Rockefe}..
~r of New York as a
1968
Republican Presidential pos·
sibility. Collaterally, they tend
to throw up a powerful earthworks defense against the all
but open efforts of fonner VicePresident Richard Nixon, a
transplanted New Yorker, to
seize the Presidential nomina·
tion for himself.
The major new force rtsing
In all this is SelL Jacob K. Javlts of New York. Rep. John
V. Lindsay of New Y(wk is s.
Jess than major but larger
than mlnor secondary
force.
That these two liberal Republicans are sharply on the outs
with the once unchallengeable
liberal leader of the
party,
Rockefeller, has already been
made abwuiantly clear in pub.
lie.
There was, for illustration,
the Governor's snappish open
f!riticism of them both for playing, in hi view, a far from
pally game toward him in the
matter of finding an efffective
G.O.P. candidate for mayor of
New York City. They wanted
no part of this task; and as he
saw it, they also unnecessarily
compUcated the partys hi g h
necessity to find
good man
for the run .
Far more importantly, what

isnow rtrongly indicated i.!l that
JaVltS has become fatigued in
the extreme by his old position
;~s only a loyal lieutenant
of
Rockefeller and is clearly interested m becoming the top
man in the Republican politics
of Nt-w York, which is to say
of all the East.
It is an understandable ambilion. For Javils for yean ha.s
really been No. l so far as the
Republican voters are roncerned . If he now seeks to claim the
leadership m title as well u
in fact - as it certainly looks
he is doing -- he is violating
none of the rules of the trade.
For he has unarguably given
to the Governor a long stint of
effective. and to a degree even
of self · denying, assistance. Beyond all this and more to the
present point, however , is the
circumstance that Rockefeller
has not managed to improve
his position nationally but has
in fact progressively lost staLure on that measure.
Javiets, to the contrary, has
gone up and not down on this
same measure. His extraordin·
ary voter strength in N e w
York has comi.stently risen;
Rockefeller's has fallen with
equal consistency. And there
is also the fact that Javits has
now lost the hig hly parochial
aura that used to envelop him
as a member of the Senate and
so has become somethlng of a
solid national figure.
For a long time the observer
could confidently expect him to
come forward with proposals
more suitable to a meetlng of

than to the United States Se~
ate. Thi! cannot be said of hlnl
any longer.
He has simply had the progressively rewarding opportunJty to move in a national forum and there to learn much,
even i( sometime. against his
own best efforts. Rockefeller
has Bad to sweat it out in the
regional bear pit of New York
State affairs.
The Javits people could thu1
be forglven if they had reached the conclusion that the Governor had shot his bolt nationally and ought now to give
some other liberal a chance.

Finally, the wing of
G O.P. in which Javits has be&lt;:ome the dominent voice in lhe
Senate is deeply committed to
the proposition that the party
should not merely meet but
actually far outbid the Democrats in the next Presidential
election in advanced civil rights
legislation and in deference to
minorities generally.
This wing will do its
very
best to root out the smallest
memory of any old G. 0. P. appeal to Southern conservatives.
While there is no reason to
1uppo1e that Rockefeller would
not wi&amp;h to do the same, there
is reason to doubt that
he
could so dominate a Republican convention as to bring of[
such a plank. AB to Nixon, b1s
whole stance as a moderate Republican would plainly just not
do for the Javits people.
