COLUMBUS — Air pollution issues are frequently associated with large manufacturers and
heavy industry, but many small businesses in Ohio
must also address air quality.
Smaller companies such as a dry cleaners, auto
collision shops, printers, metal finishers and many
others that may discharge harmful air pollutants
fall under regulations that require the proper
equipment and facilities to lessen hazardous emissions.
“Becoming and remaining compliant with
changing federal and state clean air standards are
challenges that many Ohio small business owners wake up to every day,” said Chadwick Smith,
executive director for the Ohio Air Quality Development Authority (OAQDA). “Considering half
of Ohio’s private workforce is employed by a small
business, it is important to support those small
businesses that maintain and create jobs, but also
need air pollution controls.”
The Clean Air Resource Center (CARC) — a
program of the Ohio Air Quality Development
Authority — provides grants and lower-cost loans
to small Ohio companies that need to purchase
air quality equipment. CARC has expanded its
capacity to offer larger grants for qualifying small
businesses.
The CARC program offers grants equal to 30
percent of equipment costs, and grants are capped
at a maximum of $30,000. Once projects are
funded, grants are awarded to help cover closing
costs as well as principal payments on the equipment after it has been installed and operational for
at least six months.

King’s dream
for children
unfulfilled
The annual observance of the birthday of Martin
Luther King Jr. as come and gone, yet we are still
reminded of a speech the civil rights icon gave
a half century ago to a New York City teachers
union.
“The walling off of Negroes from equal education is part of the historical design to submerge
him in second-class status,” said Dr. King. “Therefore, as Negroes have struggled to be free, they
have had to fight for the opportunity for a decent
education.”
In the intervening half-century, America’s
African American citizens have made considerable progress in education. Indeed, in 1964, 26
percent of African Americans age 25 and over
had completed high school. Today, that figure has
improved to 85 percent.
Yet troubling disparities remain today between
African American and white children attending
public schools.
Indeed, in the most recent “report card” issued
by the National Assessment of Educational Progress, only 18 percent of African American fourthgraders were proficient in reading compared to
46 percent of white fourth-graders. And only 18
percent of African American fourth-graders were
proficient in mathematics compared with 54 percent for whites.
The default explanation for this disparity (which
continues in eighth grade and 12th grade) is race
bias within the education system.
But it’s hard to make that argument when many
of the public schools that are shortchanging
African American students are in cities in which
African American make up a majority of the population and control the education system.
Given African American children’s unequal
access to high-quality education, one would expect
African American public officials to champion
education reform in such mostly black cities as
Cleveland, New Orleans and Atlanta.
Alas, in all too many cases, African American
public officials have sided with politically powerful
teachers unions over parents whose children are
trapped in failing public schools.
Indeed, the Ohio Federation of Teachers went
all the way to the U.S. Supreme Court in its failed
attempt to kill Cleveland’s school voucher program. The Louisiana Association of Educators
tried to coerce New Orleans schools to “opt out”
of the Bayou State’s voucher program.
And the Georgia Association of Educators
thwarted the expansion of the state’s voucher program to allow low-income students in Atlanta to
attend private schools.
For far too long, African American schoolchildren have been walled off from equal education;
submerged in second-class status. School vouchers can help parents bring down that wall so their
children can receive the quality education they
deserve.

BELPRE — Unselfish play and a total team
effort lead the Marauders to victory.
The Meigs boys basketball team had three players with five assists each Tuesday night, as the
Marauders claimed an 86-77 victory over nonconference host Belpre.
The Golden Eagles (3-10) jumped out to a 17-13
lead through the first eight minutes, but Meigs
(4-8) answered back to tie the game 41-all at halftime.
BHS outscored the Marauders 22-to-19 in the
third quarter to retake the three-point lead headed
into the finale. The Maroon and Gold held Belpre
to just four field goals in the fourth quarter, and
the Marauders marked 26 points over the final
eight minutes to claim the 86-77 victory.
MHS sophomore Luke Musser — who hit six
trifectas in the win — led the Marauders with 32
points, followed by Isaiah English with 19 and
Cody Bartrum with 14. Jaxon Meadows posted 11
points, Colton Lilly added six, while Jared Kennedy and Tyler Fields rounded out the Meigs scoring with two points each.
The Maroon and Gold shot 13-of-25 (52 percent) from the free throw line and 33-of-74 (44.6

CENTENARY — The skids are
over.
The Gallia Academy boys basketball team ended their four-game
drought Tuesday night, defeating
non-conference guest Point Pleasant by a 56-47, ending the Big
Blacks six game winning streak
against GAHS.
The Blue Devils (3-12) jumped
out to and early 17-10 lead at the
end of the opening stanza and
increased the lead to 36-26 at the
midway point. GAHS senior Alex
White marked 15 first half points,
while Aden Yates led Point Pleasant (3-8) with 11 points in the half,
including 8-of-8 from the charity
stripe.
The GAHS defense allowed just
two field goals in the third quarter
and pushed its lead to 43-30 headed into the final period. The Big
Blacks were able to cut the deficit
to six points twice in the finale,
but GAHS hit 9-of-12 fourth quarter free throws to seal the 56-47

Gallia Academy — which was
