for an encore when its second sesston

gres~~nal

There would seem to be very little
left to do. The Great Society has been
launched on a tide of laws whose ripples wlll be felt for decades.
The presidential proposals which Congress turned . down can be counted on
the fingers of one band - such as repeal of the "right-to-work" clause of the
Taft-Hartley Law, raising the mmtmu,m
wa ge . borne rule for the Dtstnct of C~
Jumbio.
The answer given by most observers
is that Congress will do very httle m~
jor lawmaking in 1988,. although, Pres~;
dent Johnson says he wtll put a must
label on about 2J billa in another Great
Society package.
Compared 10 the energetic first session, however, even this will amount . to
more or less tidying up of leglslaltve
odds and ends and corQ!ction of short·
comings and inefficiencies in some of
the Great Society programs. The overall impression will he of sober. moderlte Democratic leadership which deserve& approbation at tho polls come
November.

Another component of the Apollo pr~

Thla In turn depends upon the information that will he radioed back by an

C. C. BOWYER
BY A. V. HOWELL
This small stearnwheel packet was bui It by Capt. George Gardner. of Point Pleasan!, W. Va. (In 1909.) The boat was named for Mr. Charles Clendemn Miller Bowyer who was president of the Merchants National Bank of Pomt Pleasant until hts
death In 1982. The machinery for the BOWYER came from the NEVA, a packet of
almost the exact size that burned at Buffalo, W. Va. July 26, 1908. The BOWYER
entered the Gallipolis . Huntington trade in Command of Capt Sid Gardner and
later commanded by Capt. w. B. Guthrie. The boat was sold m 1919 to F. 0. De·
vers who rebuilt her the following year and renamed her, GRACE DEVERS. The
GRACE DEVERS spent most of her days towing showboats. She was towing. the
COTTON BLOSSOM in 1925 and was towmg for Otto Httner •n 1929._ ThiS_ little
boat finally found her way to Florida but we can f•nd no record of her !mal dtspos.
