COMMENTATING !DITOIIAII Y

Have You Heard Of the NCCUSL?
The familiar statement that "this is
a nation of laws, not men" is almost a
L. era I as well as a figurative truth.
Jt is estimated !hat there are about
two mlilion laws on the bOOks in this
country rangmg trom village ordinante~
to amendmellts to the U.S. Constitution.
tNo small contributors to this vast wll·

dernt~ss of regulations are the l\!gisla¥
tures of the several states which. atCOrd·
ing to the American Bar Aasociatlon, 'are
grinding out no less !ban 35,000 new
laws each year. As someone bu qid,
America is one nation with 50 different
states of mind.

Usuully, a particular state's laws are
Its own businesa. But with modern means
of communication and transportation and
economic interdependence of the states,
there are many situations where differ·
ent and differing laws not only are a deterrent to the free flow nf goods, busi-'
ness and people but often are an obsta·
cle to justice.
This was recognized as long ago u
1892, when, a group of men met to form
!he National Conference of CommiiiSion·
on 011 Utliform State Laws.

. In the sueceedlng ?2 )~an the b,o,4f1
composed nf commlssionen apbouueu
by the varioua state governmenta, b a a
drafted over 200 uniform laws. Areas in
wbiob uniform laws have been voluntari·
ly enacted by the atates include: eldra·
dilion, narcotics, b:ull funds, enfOrcement of family supporl by deserting hill"
bands, legal evidence, general cbmm~r·
cia! transactions.
·
The 73rd annual meetinc or the con·
ference - in N.,l York Aug. 3·8 with
more !han 200 lawyers and ofllcials from
all the st;ltes, Puerto Rico and !be ·DiJ.
trict of Columbia attending - will consider proposed uniform laws on such
matters as deceptive trade practices, e•
tate taxes, defense of indlgenl persons,
rights of convicted persons, adoption of
children.
Most people have never beard of the
National Conference of Commissioners
on Uniform State Laws. It,is one of those
quiet groups of dedicated men (none receives any sslary or compensation; many
par their own expenses to the annual
conference) whose efforts contribute so
much to the successful functioning ol
this nation of laws.
