There is no disbute over the federal
concept of government itself, whereby
the states surrendered certain sovereign
powers, under the Constitution, to a central administration - "in order to form
a more perfect Union ."
The great debate is and always h a s
been over matters far less definite and
restricted. It revolves about such ring·
ing phrases in the preamble to the Con·
stitution as: " ... establish justice, in·
sure domestic tranquillity . . . promote
the general welfare and secure the bless·
ings of liberty to ourselves and our pOS·

There is notbin~ new to this debate,
but It has become mtenslfied In our lifetime. We are swimming In the full (lood
of revolutions in population vowtb, industrial technology, urban bvmg .economic and social patterns. ·

Each of these revolutionh has resulted in greater and greater Involvement
by government - on all levels - in oqr
daily lives and the seeming engulfment
of the individual by laws, forms, reborts,
numbers. deductions.
Throughout It all, in the making of
laws and the granting of powers, there
is one touchstone we strive to keep within reach - human liberty.
Yet even this is no certain guide, for
one man 's liberties rub up against an·
other's. No man is truly free to do whatever he pleases.
The touchstone bas another aide the greatest good for the greatest number. Yet even here, there is always the
danger that the needs of minorities may
be ov~rridden by an inflexible devotion
to majority rule.
There are no simple answers to our
complex problems, no easy way to meet
the myriad modern challenges to Iran·
quillity and liberty.
Responsible citizenship in 1964 requires more than that we take the trouble to cast our votes for the representatives of our choice.
It demands that that choice be informed by careful study of the basic issues
often obscured by slogans and shibboleths · - ,.at we register our decision
not out of mere habit, or prejudice, or
wishful thinking, but only after deliber·
ate consideration as to what we believe
best serves the needs of the people and
the country.

Everything changes and yet nothing
changes. This is a philosophy you get
used to in Hollywood, where people come
and go, rising like rockets or falling like
spent missiles.
This Bagdad·o·n·the Pacific was built
on people. whether they were people
who first came up with the stories, pro·
ducers and directors who put th! dream
stuff together. or actors who turned
words into brilliant scenes; there was al·
ways a team of individuals that made
the movie industry jell.
. At first, th~ voung men and women had little in the way of training.
The} came from everywhere and every
walk of hie. They got their jobs by luck.
by being m the rigbt place at the right
time, through relabvea. throu~h froends,
and somehow, nnraculously, tt1ey click·
ed. But once they made the big time or at
least
got themselves a foothold ' the lear·
. process
rung
had to start.
Today there are scbooil of drama
workshops, little theatres and stock com:
pantes There are voice coaches. manag·
ers and agents. All contribute something
to the training aud maturing of talent for
the ~creen. But is there enough of this to
fill tioe desperate need of Hollywood and
(eleVISoon for more and finer young talent?
In the old days, we had our own
school. It was not a formal classroom of
lectures. improvisations. dance, voice and
!~lYle lessons. But we had teachers, and
they were the finest.
We were put with the stars and that's
how we learned to be stars. Who could
help but learn about his craft from the
three Barrymores, Lewis Stone, Jean
Hersholt, Wally Beery, SIDle Burke and
other greats like them? We went from
picture to picture, storing away little ges·
lures, nuances of voice control , methods
of dramatic projection which become
pari of os for the rest of our lives,
Today there are actors who still need
to learn, because our film Industry rests
on the talent and creative ability ot dedIcated individuals.

In recent movies, I have had the opportunity to work with and study the
new young faces In our profession. True,
many of them have come from acting
schools, colleges and universities. Some
of them have had a great deal of exper·
ience In television or little theatres and
stock companies. But ther11 are those
who are not content to he inspired and
must seek the perspiration of hard work.
In this connection I think of two perSOIIli who are meeting the problem of
growth in films the right way. A young
actor named Anthony Hayes worked
with me in "Straitjacket" many months
ago. Tony is under contract to Columbia
and after he completed a new film. "lbde
the Wild Surf," be found the studio bad
nothing ready for him. But there Is always an opportunity to train and perfect
one's talents. He Is now on a 9-week
Sumll'ler stock tour with Barbara Bel
Geddes, getting to know how it feels to
face a live audience - and. of course,
improving himself in his craft.
Another promising actor, George Segal-in between "The New Interns" and
"Ship of Fooll" -returned to New York
to do an off-Broadway show at a very
low salary, for the love of acting, the ex·
citement of working in the New York
theatre. and to keep his talent fluid. This
is no different from the old days when
Katharine Hepburn worked at stratford?n·Avon between pictures, or did a play
