Two additional
COVID-related
deaths reported

OHIO VALLEY
— Two additional
deaths associated with
COVID-19 and a total
of 40 new COVID-19
cases were reported in
the Ohio Valley Publishing area on Tuesday.
In Gallia County, an
additional death associated with COVID-19
of an individual in
the 70-79 year age
range was reported
on Tuesday by the
Ohio Department of
Health (ODH). ODH
also reported 19 new
COVID-19 cases on
Tuesday.
In Mason County,
15 additional cases of
COVID-19 were reported on Tuesday, according to the West Virginia

Department of Health
and Human Resources
(DHHR).
In Meigs County, an
additional death associated with COVID-19
was reported of an
individual in the 60-69
year age range. ODH
also reported six new
COVID-19 cases were
reported on Tuesday.

Southern Board
of Ed. approves
personnel
Staff Report

RACINE — The Board of Education of the
Southern Local School District met for a special
session on Aug. 18, where members approved personnel.
Present during the meeting were board members Denny Evans, Brenda Johnson, Tom Woods,
Dennis Teaford and Ashli Peterman. Members of
the administrative team in attendance were: Mr.
Anthony Deem, superintendent and Mrs. Christi
Hendrix, treasurer.
The Board was advised of the notice requirements of Section 121.22 of the Revised Code and
the implementing rules adopted by the Board of
Education pursuant thereto were complied with
the Revised Code for the meeting.
The board approved the transfer of Zach Ash to
the second grade teaching position. Transfer is in
accordance with the SLEA Negotiated Agreement.
The board approved hiring Haley Musser on a
one-year, limited contract for the ﬁrst grade teaching position. Hiring is contingent upon completion of all the administrative requirements for the
position.
The board approved hiring Angela Mosher as a
long term substitute for the second grade. Hiring
is contingent upon completion of all the administrative requirements for the position.
The board approved hiring Kyle Wickline on a
supplemental contract as Assistant Athletic Director. Hiring is contingent upon completion of all
the administrative requirements for the position.

DONALD E. SCOTT

FRANKLIN EUGENE MILLS SR.
COSHOCTON
— Franklin Eugene
Mills Sr., age 89, of
Coshocton, Ohio,
passed away on
Friday, August 27,
2021. He was born
on September 26,
1931, in Meigs County,
Ohio to Franklin O. Mills
and Oma (Carter) Mills.
During his senior year
of high school, Frank was
drafted to the United
States Army, where he
served his country proudly. He enjoyed ﬁshing,
boating on the Ohio River
and traveling.
Frank is survived by
his son, Franklin “Frank”
E. (Jeanie) Mills Jr. of
Coshocton; seven grandchildren, Amber, Ashley,
Frank, Randy, Gina,
Amanda, Eugene, Sonny,
Amanda and Sara; 11
great-grandchildren; one
great-great-grandchild;

one brother, Bill
Hysell of Columbus, Ohio; and
very special friend,
Sue Wilcox and
her son Bill Wilcox.
Along with his
parents, Frank is preceded in death by his
wife of 50 years, Ann
Marie (Ankrum) Mills
who passed away in 2002,
daughter, Yvonne Dodd
who passed away herself
just six short hours before
her dad passed away,
daughter, Tiva Mills and
step-father, who raised
him, Charles Hysell.
A graveside service will
be held on Tuesday, September 7, 2021 at 1 p.m.
at Letart Fall Cemetery in

MARYSVILLE
— M. Kevin
Dobbins, 54, of
Marysville, passed
away Sunday,
August 29, 2021
at the James Cancer Hospital in
Columbus.
A devoted husband,
loving father and loyal
friend, Kevin was a 1985
graduate of Gallipolis
High School, a 1992 graduate of the Ohio State
University with a B.S. in
Operations Management
and earned his M.B.A.
from City University in
Seattle. It was at O.S.U
where his leadership qualities began to blossom, in
his ﬁfth year of the ROTC
program, he was elected
battalion commander
and received the Woody
Hayes Sword. A veteran
of the United States Navy,
he achieved the rank of
Lieutenant after 12 years
of dedicated service.
He worked as a director
of special projects with
MHC Truck Leasing
for 13 years. A former
volunteer and basketball
coach with the YMCA,
he was a natural mentor
to the children having
served as a mentor to so
many already in the service and at work, it was a
natural ﬁt. To also lead by
example, he competed in
two Warrior Dashes and a
Tough Mudder with close
friends to raise money for
charities. He loved riding his Harley Davidson
motorcycles and was a
member of HOG, he was

also a member
of the NRA, the
VFW and the OSU
Alumni Association. Kevin enjoyed
watching sports,
especially football
and loved spending
time at the ocean and on
the water.
Born May 23, 1967
in Gallipolis, he was the
son of Bob and Pamela
(Bradbury) Shaw. He was
preceded in death by his
mother, Bob survives in
Rio Grande.
On July 23, 1994 in Isle
of Palms, S.C., he married
Jill L. (Rinehart) Dobbins to become her “Best
11 out of 17” and she
survives in Marysville.
He is also survived by his
sons, Jake and Sam Dobbins, both of Marysville;
his brothers and sisters,
Bobby Shaw, Debbie
Elliott, Sheryl Frye and
Jeff Shaw, all of Gallipolis
and numerous nieces,
nephews, other extended
family and friends.
Friends may call from
4-7 p.m., Thursday, September 2, 2021 at Wilson
Funeral Home, Mannasmith Chapel 621 W. Fifth
St. Marysville. Graveside
services will be conducted at 1 p.m., Wednesday,

POMEROY — Meigs County Health Deptartment will be closed on Monday, Sept. 6 for Labor
Day. Normal business hours will resume at 8 a.m.
on Sept. 7.

Road closures, construction
BIDWELL — SR 160/554 roundabout construction. A roundabout construction project begins
on July 26 at the intersection of SR 160 and SR
554. From July 26-Sept. 6, SR 554 will be closed
between SR 160 and Porter Road. ODOT’s detour
is SR 7 through Cheshire to SR 735 to U.S. 35 to
SR 160 to SR 554. Beginning July 26, one lane
of SR 160 will be closed and temporary trafﬁc
signals will be in place between Homewood Drive
and Porter Road. Estimated completion: Oct. 1.
MEIGS COUNTY — A bridge replacement
project began on April 12 on State Route 143,
between Lee Road (Township Road 168) and
Ball Run Road (Township Road 20A). One lane
will be closed. Temporary trafﬁc signals and a 10
foot width restriction will be in place. Estimated
completion: Nov. 15.

WELLSTON, Ohio — River Valley senior
Lauren Twyman led the Lady Raiders at the
Golden Rocket Invitational Saturday, ﬁnishing
ﬁrst overall with a time of 21:20.37.
Just behind Twyman was freshman Grace Hefferman in second with a time of 22:18.94.
Rounding out the pack for the Lady Raiders
was senior Kate Nutter (21st, 27:09.78), junior
Ruth Rickett (32nd, 28:40.27) and sophomore
Ally Denney (38th, 29:42.73).
The Lady Raiders ultimately ﬁnished the invitational second overall with a team score of 55.
The Southern Lady Tornadoes also competed
in the Golden Rocket Invitational.
The top-ﬁnish for the Purple and Gold came
from sophomore Ava Roush, who ﬁnished 18th
with a time of 26:51.60.
Next was sophomore Laren Smith, who
notched 37th with a time of 29:42.33, then
senior Jacelynn Northup (45th, 32:57.02).
Lastly, freshmen Adyson Fields, Jorja Lisle
and Hyaden Turner placed 47th (33:25.11),
48th (33:26.22) and 49th (35:26.04), respectively.
The Lady Tornadoes ﬁnished sixth overall in
the meet with a team score of 119.
On the boys’ side, senior Cody Wooten had
the top placement for the Raiders, ﬁnishing 7th
with a time of 19:48.82.
Just behind him was sophomore John Siciliano in 8th with a time of 20:06.48.
Other placements for the Silver and Black
were: senior Ethan Schulz (20th, 21:05.57),
junior Kade Alderman (37th, 24:20.69), junior
Adam Green (40th, 25:16.04) and senior John
Santos (45th, 26:24.50).
The Raiders ﬁnished fourth overall with a

The Point Pleasant volleyball
team picked up a trio of victories
over Sherman, Riverside and host
Ravenswood on Saturday in a season opening quad match in Jackson
County.
The Lady Knights (3-0) claimed
a 25-10, 25-15 win over Sherman
in the opener, then held on to claim
a 25-22, 23-25, 25-21 victory over
Riverside in the middle bout.

MILAN (AP) — The heir of a late duke
who sold Sting his Tuscan winery 25 years
ago says the singer has hit a ﬂat note with a
lame apology for comments the family deems
slanderous.
The juicy celebrity dispute has spilled onto
the pages of Italian newspapers. Sting told
the weekly magazine “Sette” on Aug. 13 that

winery near Florence in 1997 after tasting an
