the road in from of the three
effected houses on Lincoln Terrace. The road will remain one

necessary and the entrance to
Lincoln Hill stabilized.
The estimated cost is
$305,000 — 85 percent of which
has been secured by an emergency grant from Ohio Public Works
Commission. The cost of the
waterline repair will be covered
by OPWC , as it is considered

“in kind” work. Since the mud
slide created an emergency situation, the funds have already been
approved, and the village does
not have to wait for the money
and repairs can continue. Council discussed, but did not decide,
on the source of additional funds
to cover the remainder.
Core drilling to determine
the makeup of the soil and rock
is also necessary. Altier said he
should have a better idea of the

time frame for completion of the
project by next meeting, and that
the plans could be completed
fairly quickly after the results of
the core sample are known.
A detailed plan must be put
together before the contractors
can begin and will be available
for review before work begins. A
general engineering contract was
approved by Council.

Meigs chamber
hosts dinner
By Donald Lambert

elambert@civitasmedia.com

POMEROY — The Meigs County Chamber of
Commerce hosted their spring dinner Friday at
the Farmers Bank in Pomeroy.
The dinner had a “magic” theme this year to
kick off the chamber’s 25th anniversary.
Magician Carl Michael was the entertainment
for the evening.
When discussing the theme for the dinner last
fall, Whitney Thoene, Meigs County Chamber of
Commerce director, it was “go big or go home.”
Lori Miller, who served as committee chair for the
event, said the chamber wanted to do something
that this area hasn’t seen very much of.
Live and silent auctions were also held during
the dinner. Forty-four items were auctioned during
the silent auction, while 13 items were auctioned
during the live portion of the event. Prizes given
out during the auctions including Cincinnati Reds
tickets, radio advertising and handcrafted items
from the community. The total amount of money
that was made from both auctions was not made
available at the time of publication.

New Ohio gun rules allowing noise suppressors take effect
COLUMBUS, Ohio (AP) —
A new state law that relaxes
some requirements for concealed carry permits and allows
hunters to use noise suppressors under certain conditions is
set to take effect in Ohio.
The law approved by the
Legislature and signed by Gov.

effect Monday, The Columbus

It allows licensed hunters to
use noise suppressors while
hunting certain birds and other
wild game, including squirrels,

Opponents of the law have said

THEIR VIEW

Will the Pres.
bargain over
free-trade pact?
President Obama has gotten into yet another
political tussle with lawmakers on Capitol Hill.
But this time it’s not with the party of Boehner
and McConnell, but with his fellow Democrats.
Indeed, House Democrats are in open revolt
over the administration’s negotiation of the proposed Trans-Pacific Partnership, a free-trade
agreement that would include the United States
and 11 other nations, which, between them, represent 40 percent of the world’s output of goods and
services.
Mr. Obama is asking lawmakers to grant him
Trade Promotion Authority — also known as “fast
track” — to submit trade agreements to Congress
for up-or-down votes and without possibly dealbreaking amendments or filibusters.
In his 2014 State of the Union address, the president said, “We need to work together on tools
like bipartisan trade-promotion authority.” He
noted that “China and Europe aren’t standing on
the sidelines.” They are working on multinational
trade agreements of their own.
That’s why Mr. Obama made anew his case
for the TPP in a visit last week to Cleveland. He
promised trade deals “first in Asia, then in Europe
… that aren’t just free, but are also fair.”
In his remarks, the president made a sop to
anti-trade Democrats in Congress, saying the TPP
promises “higher labor standards, higher environmental standards (and) new tools to hold countries accountable.”
Many Democrats remain unmollified. Not the
least because details of the pending agreement
were designated as “classified” by the administration, making it difficult for lawmakers to peruse
the draft.
U.S. Trade Representative Michael Froman met
with House Democrats this week and pledged
to make the full negotiating text of the proposed
TPP more accessible. But it remains be seen if the
gesture reverses the negative tide against the trade
pact.
Rep. Alan Grayson, D-Fla., pronounced Mr.
Froman’s gesture “too little, too late.” Rep. Rosa
DeLauro, D-Conn., said, “I believe we will defeat
fast-track.”
With the distinct possibility that President
Obama may not be able to persuade his fellow
Democrats to join him in support for the TransPacific Partnership, he may have to swallow his
pride and ask House Speaker John Boehner and
Senate Majority Leader Mitch McConnell for help
in winning passage.
That would be quite the irony, considering how
often Mr. Obama has negotiated international
pacts — including normalization of relations with
Cuba, a climate change agreement with China and
a pending nuclear agreement with Iran — with no
buy-in whatsoever from the GOP.

as a practice since the 1970s, but
the slide stopped among collegeeducated parents in the mid-1990s
and continued among high-schooleducated parents.
In the 1970s, parents of all classes were spending about the same
amount of time with their young
kids. Now, college-educated parents spend about 50 percent more
time with their infant or toddler
on developmental activities like
reading. Kids from poorer households make up the time spent
without their parents’ attention in
front of a TV.
More affluent families have
been spending more money on
child care and education for their
children, while the lowest-income
families have been spending less.
The difference in educational
achievement between children
from high- and low-income
families has increased. “This class
gap,” Putnam writes, “has been
growing within each racial group,
while the gaps between racial
groups have been narrowing.”
According to Putnam, a student’s
socio-economic status is now more
important than test scores in predicting whether an eighth-grader
will graduate from college, a fact
that should be a fire bell in the
night for anyone concerned about
opportunity in America.
What accounts for all these
changes, and what policies might
make a difference? Those nettlesome, weighty questions seem fit
topics for a national conversation.
But forgive me, I know we’re supposed to be talking about race.
Pardon the interruption.

Dayton women upset Kentucky, 99-94

Eastern senior Jenna Burdette (14) holds the ball at the top of the key, while guarded

Division IV semifinal at Value City Arena.

LEXINGTON, Ky. (AP) —
Dayton is still dancing.
The seventh-seeded Flyers
advanced to the Sweet 16 for
the first time in school history
with a 99-94 upset of No. 2
seed Kentucky on Sunday.
Ally Malott scored 28 points
and Amber Deane added 23 to
keep the school around after
bowing out with first-round
defeats in their five previous
appearances.
“It’s funny — you go to
the NCAA Tournament six
years in a row and you don’t
get out of the first weekend
(the first five times), and you
start doubting yourself a little
bit. What am I doing wrong
and what can we do better?”
Dayton coach Jim Jabir said.
“Our team is very, very resilient. They really believed that

we could win this game. We
worked really hard to put them
in a place where mentally that
they believed they could.
“I really think that was the
difference. I really do. They
never faltered. In the timeouts,
we were down 10. They knew
we were gonna win the game.”
Kelley Austria made four
free throws in the final 21 seconds and added 17 points for
Dayton (27-6), which hit 11
3-pointers to help overcome 24
turnovers. Her 3-pointer with
1:09 left broke a 87-87 tie.
“Every time we needed a big
bucket, someone contributed
and it wasn’t the same person
every time,” Malott said. “We
had contributions from everyone — everyone did their job.”
The Flyers, who won their
seventh straight game, will

face the winner of Monday’s
game between Louisville and
South Florida in the Albany
Regional semifinals.
The Flyers, success in the
tourney comes on the heels of
the men’s team, who defeated
Boise State and Providence
this week.
“Our campus is always
crazy, regardless of what’s
going on, so this just really
adds to it,” Deane said.
“(It’s) definitely exciting.
Everyone’s having fun (and)
the weather’s getting warmer.
If the men can pull out a
win, and I definitely think
they can, it should be great.
I think it’s really, really cool
for our university right now
to represent Dayton.”

Fort Loramie junior Olivia Quinter drives past Waterford junior Erin Roush during the Lady Redskins’ 55-48 state championship victory,
Saturday at Value City Arena.

Fort Loramie beats Waterford for title
COLUMBUS, Ohio (AP) — A
big lead was slipping away for Fort
Loramie, but guard Jessica Boerger
looked around and offered advice to her
teammates.
“I tried to calm everyone down,”
she said.
Boerger did that and more. She and
Kelly Turner combined for 40 points to
lead Fort Loramie to a 55-48 win over
Waterford to win its second Division IV
girls state title Saturday at Ohio State’s
Value City Arena.
Boerger had 25 points and seven
rebounds. Turner added 15 points and
six rebounds.
Waterford (27-2) had a 15-game winning streak ended in its first state tournament. Taylor Hilverding and Ali Kern
each had 13 points for the Wildcats.
“It was a great experience,” Hilverding said. “It was a bummer we couldn’t
finish it out.”
Fort Loramie (26-4) built a 46-33
lead to open the fourth quarter on a
three-pointer by Boerger but Waterford
clamped down defensively and outscored the Indians 12-2 over the next
five minutes to draw to 48-45. Fort
Loramie had six turnovers in that span.
“That’s been our trademark all year,
forcing turnovers,” Waterford coach
Jerry Close said.
Fort Loramie coach Carla Siegel
sensed the game slipping away and
called timeout only to be reassured that
her players, led by Turner and Boerger,
were focused on the task.
“Those guys were chirping,” Siegel
said. “They wanted to finish it out.
They did not give up.”
Boerger hit both ends of a one-andone and later another free throw for
51-45 lead but Wateford’s Dani Drayer
made a three with 36 seconds left to
make it 51-48.
Fort Loramie broke the press and

end, was fouled and made two from the
line with 11 seconds left to seal the win.
“I don’t want to be athlete who

on the line,” Turner said.
NOTES: Fort Loramie’s Jessica
Boerger scored 25 points and had seven
rebounds in the title game to be named
the outstanding player on the Associated

She led the Redskins to a 55-48 win

Saturday and had 10 points in a semifinal win versus Berlin Hiland.
Boerger is joined on the team by
Fort Loramie’s Kelly Turner, who followed 10 points in the semifinals with
13 points in the championship game.
Also on the team are Waterford’s Dani
Drayer (21 points in two games); Kamryn Troike of Fostoria St. Wendelin (18
points and seven rebounds in a semifinal loss); and Berlin Hiland’s Kelly
Schlabach (13 points in one game).

Lakota West beats Toledo ND for D-1 title
COLUMBUS, Ohio (AP)
— Despite losing much of a
14-point lead in the third quarter, West Chester Lakota West
held off Toledo Notre Dame
Academy 44-38 to win its first
Division I title Saturday at
Ohio State’s Value City Arena.
“Our girls took their best and
showed our best was a little
better,” Lakota West coach
Andy Fishman said.
Lexi Wasan had 15 points,
including a key three-pointer
late in the fourth quarter. She
hit a trey with 3:20 left to give
the Firebirds (28-2) a 40-35
lead and Notre Dame (27-3)

never got closer than two the
rest of the way.
Notre Dame reached the
championship game for the first
time after losing in the semifinals the past three seasons.
“I’m disappointed we didn’t
win but proud that we got this
far,” Notre Dame guard C.J. Jefferson said.
She led the Eagles with 16
points and teammate Kaayla
McIntyre added 13.
For Lakota West, Lauren Cannatelli made two free throws
with 16.2 seconds to ensure
the win. She had 14 points and
Danielle Wells had 10.

A see-saw third quarter put
Lakota West ahead 32-29. The
Firebirds held Notre Dame scoreless for 4:51 and had 10 unanswered points for a 32-18 lead but
Jefferson sparked an 11-0 Notre
Dame run to end the quarter with
eight points. Mariah Copeland
had the other points on a threepointer from the right corner.
“That was one time I wish the
quarter was four minutes longer,”
Notre Dame coach Travis Galloway said. “We had all the momentum then they got the ball to start
the fourth and scored.”
Lakota West ended the first
quarter with a three-point

buzzer-beater by Cannatelli
to cap a 9-0 run for 13-8 lead.
Six of those during the streak
were by Wasan, who had eight
points in the quarter to set the
tone for the game.
“We really deserved this state
championship,” Fishman said.
“This is what happens when
players don’t care who gets the
credit.”
NOTES: Despite losing in
the title game, Kaayla McIntyre
of Toledo Notre Dame Academy was named the outstanding
player on the Associated Press
Division I all-tournament team.

Alter co-coach Kendal Peck carried
into the postgame news conference a
preseason article with a headline that
read, “Alter tries to rebound from 29-1
season.”
“That’s the expectations on us,”
he said. “If we go 58-2 in two years,
people will remember the two.”
Alter made sure that didn’t happen.
The Knights turned around a fourpoint deficit the final 2:47 of the first
half with a 9-0 run to take a 27-22 lead,
capped by a Bockrath layup just before
the buzzer.
“That was a big basket at the end of
the half,” Peck said. “We went into the
locker room feeling like we were world
beaters. We came out in the third quarter and kept that momentum.”
Maddie Bazelak had eight points
in the third when Alter took a 43-34
advantage to the fourth quarter.
Bazelak had 12 points and Braxtin
Miller added 11.

Rogers, in its first title game appearance, was led by Sydney Petty with 11
points and eight rebounds.
NOTES: Two dominant performances made Emma Bockrath of
Kettering Archbishop Alter the easy
choice as the outstanding player on
the Associated Press Division II alltournament team.
Bockrath had 21 points in the 57-42
title game win vs. Toledo Rogers after
scoring 23 points in a 53-37 semifinal
win against Millersburg West Holmes.
She went 6 for 10 from the floor in
each game.
Joining her on the all-tournament
team were Alter’s Maddie Bazelak (15
points and 18 rebounds in two games);
Sydney Petty of Toledo Rogers (20
points and 25 rebounds in two games);
Toledo Rogers’ Tanaya Beacham (24
points and 17 rebounds in two games)
and Pavin Heath of Beloit West Branch
(11 points and six rebounds in one
game).

round of 64 on Thursday, and
even the Rams are eager to see
what he can do on college basketball’s big stage.
“Since the seeding came out,
we’ve been watching prediction

to be the engine that makes
them go,” VCU guard Melvin
Johnson said. “We’re just going

The Buckeyes, seeded 10th in

the West Regional, were booted in
the Big Ten quarterfinals by Michigan State and went just 4-4 in their
final eight games. But Ohio State
showed all season that it’s always
dangerous because of Russell, a
dynamic 6-foot-5 lefty who can
shoot and pass like a pro.
Russell averaged 19.3 points —
most among freshmen — along
with 5.6 rebounds and 5.1 assists

Versailles downs
OG for D-3 title
COLUMBUS, Ohio (AP) — Versailles forward
Taylor Winner had simple objectives when she
saw Ottawa-Glandorf race down the court after a
turnover with a chance to tie the Division III title
game in the waning moments.
“I had to try and catch her,” Winner said.
Winner was able to block a layup by Danielle
Schroeder with eight seconds left.
“I knew I couldn’t touch her,” Winner said. “I
tried to get all ball.”
After that block, Winner also blocked a shot by
Elissa Ellerbrock with 4.4 seconds left on the next
play. Teammate Lauren Bruns grabbed the ball and
was fouled.
Bruns made the last of her 16 points on a free
throw to seal a 49-46 victory Saturday at Ohio
State’s Value City Arena.
Ottawa-Glandorf (26-3) had one final shot after
Bruns missed her second foul shot but a threepointer from 30 feet by Schroeder was off target.
Ellerbrock led Ottawa-Glandorf, in its first state
appearance, with 12 points.
“I’m extremely proud of our girls, but obviously
a little disappointed,” Ottawa-Glandorf coach Troy
Yant said.
Ellerbrock made a layup with 25 seconds left in
the game to bring the Lady Titans to within 48-46
after Versailles had built a 43-34 advantage with
four minutes to play.
“We rushed a lot of shots early in the game,”
Yant said. “We settled down but we put ourselves
in a little bit of a hole.”
Bruns scored Versailles’ final three points from
the foul line, including the one that forced OttawaGlandorf to go for three to tie.
“That’s what the team needed, that extra point,”
Bruns said. “I had a focus.”
It meant redemption for Versailles (25-4), who
lost the 2014 championship game to Africentric.
The Tigers’ previous title was in 2008.
“Before the game we talked about taking care of
the basketball and rebounding,” Versailles coach
Jacki Stonebraker said. “We didn’t do either but
we played as a team and made plays.”
NOTES: An all-round performance led Lauren
Bruns of Versailles to be named the outstanding
player on the Associated Press Division III alltournament team.
Bruns had 16 points, eight rebounds and four
blocks in the 49-46 win in the title game against
Ottawa-Glandorf on Saturday. She also had 12
points and three steals in a semifinal victory.
Teammates Kami McEldowney (25 points in
two games) and Taylor Winner (22 points and 16
rebounds in two games) joined her on the all-tournament team, along with Ottawa-Glandorf’s Elissa
Ellerbrock (23 points in two games); Ashley Richardson of Doylestown Chippewa (18 points and
11 rebounds in a semifinal loss); and Proctorville
Fairland’s Kelsey Riley (11 points in one game).

Poca beats
Fairmont 57-53

Magnolia beats Wheeling Central
CHARLESTON, W.Va. (AP) —
Spencer Campbell sank four free
throws in the final 23 seconds to
preserve third-seeded Magnolia’s
51-46 win over defending champion Wheeling Central in the Class
A championship game on Saturday.
Magnolia (23-5) finished off
a remarkable week in which it
needed a huge comeback in the
quarterfinals, then beat the top two
seeds to give coach Dave Tallman
his third state championship. He
adds to titles in 2000 and 2003.
The school also won the 1961
championship.
Magnolia defeated Wheeling
Central (24-4) for the third time in
four tries this season.
Campbell came to Magnolia’s
rescue after the Blue Eagles nearly
relinquished a 12-point lead.
Chase Harley tipped in his own
miss to pull Wheeling Central
within 47-46 with 3:20 left.

CHARLESTON, W.Va. (AP) — Noah Frampton
scored 27 points and top-seeded Poca came from 16
points down to beat Fairmont Senior 57-53 for the
Class AA championship Saturday.
The Dots (27-0) put the exclamation point on a
perfect season, the first for a Class AA team since
Northfork in 1975.
For Frampton and his younger brother, Luke, it fulfilled a prediction their late father, Bryan, made a year
ago before losing his battle with cancer at age 44.
The elder Frampton told his two sons, “You’re going
to win it all. I guarantee it.”
After the final buzzer sounded, the Framptons
shared emotional hugs with each other and their mom,
Becky, and posed for photos with teammates and fans.
Things didn’t look so good for Poca early on, when
Fairmont Senior scored 18 unanswered points and led
20-5 after the first quarter.
But the Dots trimmed the deficit to 10 at halftime
and to 38-34 entering the fourth quarter.
Elijah Cuffee’s fast-break layup gave Poca its first
lead of the game, 45-44, with 2:23 left. Fairmont
Senior, whose offense was potent early in the game,
made only one field goal over the final 5 minutes.
With their fans chanting “We believe, Poca,” Buckley’s layup put the Dots ahead 49-46 with 1:06 to go.
Poca, which was ranked No. 1 in The Associated
Press poll the entire regular season, sealed the win by
going 8 of 10 from the free-throw line in the final minute, including four apiece by the Frampton brothers.
Cuffee finished with 14 points and Luke Frampton
had 10 points and 10 rebounds.
Third-seeded Fairmont Senior (23-3) lost in the
championship game for the second time in three seasons. The Polar Bears have five state titles but none
since 1996.
Jacob Casiluonova led the Polar Bears with 13
points and Darhius Nunn scored 12.

COLUMBUS, Ohio

but was held to 10 points. John
Burkhalter also scored 10.
Wheeling Central didn’t attempt
a free throw in the first half and
was outscored 13-5 from the line
for the game.
Magnolia finished the first half
on a 13-2 run, and Campbell’s baseline jumper gave the Blue Eagles
their largest lead, 35-23, early in
the third quarter.
Wheeling Central clawed back
with 3-pointers by Smith and Burkhalter early in the fourth to close
the gap to 44-42 and set the stage
for a sloppy, frenzied finish.
But the Blue Eagles were accustomed to that. They came from 13
points down in the quarterfinals
to beat Notre Dame 49-48 on
Boswell’s two free throws with 11
seconds left. Boswell also was the
hero in the semifinals, scoring 20
points in a 59-46 win over secondseeded Greater Beckley Christian.

After Harler missed a layup,
Campbell got the rebound, was

free throws for the final margin.
Magnolia prevailed despite
shooting 29 percent (7 of 24) from

Boswell led Magnolia with 22

nova was knocked out by
North Carolina State on
Saturday.
Sooners coach Lon
Kruger, who joined
Eddie Sutton as the only
coaches to take four
teams to the round of 16,
said there is no reason
to think the bracket has
opened up for the Oklahoma.

The teams combined for 61
fouls and 69 free throws. Dayton
converted 28 of 31 from the line
while Kentucky was 24 for 38.

Burdette — a 2014 Eastern

bined for 14 points.
SWEET SEEDS: The
West Regional will be the
toughest of the four in the
Sweet 16 if you believe
the seeds.
Top-seeded Wisconsin
will play No. 4 North Carolina and second-seeded
Arizona will face No. 6
Xavier in Los Angeles, a
total of 13 when the seedings are added.
The Midwest is second
with 16 (No. 1 Kentucky
vs. No. 5 West Virginia
and No. 3 Notre Dame
vs. No. 7 Wichita State),
while the South is next
with 19 (No. 1 Duke
vs. No. 5 Utah and No.
2 Gonzaga vs. No. 11
UCLA).
The last of the regionals is the East where
third-seeded Oklahoma
meets No. 7 Michigan
State and No. 4 Louisville
faces eighth-seeded North
Carolina State, a total of
22.
SPECIAL K: When
the coaches shake hands
before the Duke-Utah
Sweet 16 game, it will be
between two men with a
lot in common.
Duke’s Mike Krzyzewski and Utah’s Larry Krystkowiak probably lead the
NCAA in name typos.
“I don’t know how
many times two Polish
coaches will go against
one another, where both
of us are called Coach K,
but he’s a good friend,”
Krzyzewski said of Krystkowiak. “I had him on my
Sirius XM show about a
month ago and, boy, he
was really good — really
good.”
SPARTY’S PARTY:
Michigan State under
Tom Izzo has become as
familiar in the Sweet 16
as the guys in a school
band wearing enough face
paint to cover a garage.
The Spartans have
reached the regional
semifinals for the seventh time in the last
eight years. They will
face Oklahoma in Syra-

cuse, New York.
Izzo has a 13-1 record
in games in the round of
32. He was surprised a
bit that this team won its
second game to move on.
“We’ve been a team
all year that has banged
around, probably lost
more games than we
should have just because
of the free-throw situation or dumb coaching
with 2, 3 seconds left
to go in the game and
people hitting 3s and
tying it,” Izzo said. “But
I think we’ve had to
earn every single thing
we’ve gotten because
every game’s been like
that. So I think they felt
comfortable in a game
because that’s the way
not their whole tournament has gone or the Big
Ten Tournament, their
whole season has gone
that way. I’m really proud
of this team. I don’t use
that word lightly when I
speak and I am.”
KENTUCKY’S CHASE:
The top-ranked Wildcats
showed in the round of
32 why they are the evenmoney favorite to win the
whole thing.
In their win over Cincinnati, the Wildcats
shot just 37 percent
and were outrebounded
45-38. There really
wasn’t a point in the
game when Kentucky
felt threatened about
its winning streak and
the 64-51 win was the
Wildcats’ 29th of 36 by
at least 10 points.
“I always like it when
my team shoots 37, 36,
35 percent and wins in
double digits,” Kentucky
coach John Calipari said.
“It shows them they don’t
have to make shots to
win. You can miss them
all. No, you can’t miss
them all. You can miss
most of them, and you
can still win games if you
defend, you rebound and
you play that way, make
your free throws, and
they did.”
