Court orders
release of
teachers’ names
COLUMBUS, Ohio (AP)
— An Ohio school board
must release the names
of replacement teachers
brought in during a 2013
strike, the state Supreme
Court ruled Wednesday as
it rejected arguments that
making the names public
could endanger the teachers.
The decision upheld
a lower court ruling that
ordered the names released
to the president of the
Cleveland Teachers Union.
The Supreme Court also
granted teachers’ union
president David Quolke
$7,972 in attorneys’ fees
and costs.
The Strongsville city
schools strike, which ended
in April 2013 after eight
weeks, was primarily over
salary and working conditions in the district of about
6,200 students.
During the strike, the
Strongsville school board
reasonably concluded that

releasing the names and
other personal information
like addresses and phone
numbers could expose the
replacement teachers to
harm, the Supreme Court
said.
The teachers were jeered
and sworn at, received nasty
notes in their classrooms
and were criticized as
“scabs” in leaflets, according to the court.
In addition, a van carrying replacement strikers
was cut off and an object
was thrown through the
windshield of a replacement
teacher’s car, the court said.
With the strike concluded, however, “because the
board had presented little
or no evidence that once the
strike was over, there was
any remaining threat to the
replacement teachers,” the
Supreme Court said in an
opinion not signed by any
specific justice and upholding an Eighth Ohio District
Court of Appeals decision.

France gets audio from jet’s black box, hunts for 2nd one
By Greg Keller
and Lori Hinnant
Associated Press

SEYNE-LES-ALPES,
France — French investigators cracked open a mangled black box and extracted audio from its cockpit
voice recorder Wednesday,
but gleaned no explanation
for why a German plane
dropped unexpectedly and
smashed into a rugged
Alpine mountain, killing all
150 on board.
The orange cockpit
voice recorder — dented,
twisted and scarred by the
impact — is considered key
to knowing why the pilots
of Germanwings Flight
9525 lost radio contact with
air traffic controllers over
the French Alps and then
crashed Tuesday during a
routine flight from Barcelona to Duesseldorf.
French officials said terrorism appeared unlikely,
and Germany’s top security
official said Wednesday
there was no evidence of
foul play.
Remi Jouty, director of
the French aviation investigative agency, said an
audio file was recovered
by Wednesday afternoon,
including sounds and
voices. But he said it was
too early to draw any conclusions from the recorder,
which takes audio feeds
from four microphones in
the cockpit and records all
the conversations between
the pilots, air traffic controllers as well as any noises.
Jouty said the plane was
flying “until the end” and
was at 6,000 feet (1,820
meters) just before it
smashed into the mountainside, well below its previous
cruising altitude of 38,000
feet. He said the final communication from the plane
was a routine message
about permission to continue on its route.
He would not speculate
on possible causes of the
crash or rule anything out.
Lufthansa CEO Carsten
Spohr, himself a pilot, said
Wednesday that “we still
cannot understand what
happened yesterday.” He
said his airline “never in its
history has lost an aircraft
in cruise flight.”
French President Francois Hollande, meanwhile,
said the case for the plane’s
second black box had been
found but not its contents.
Jouty refused to confirm
that about the flight data
recorder, which captures 25
hours’ worth of information
on the position and condition of almost every major
part in a plane.
“At this moment people
are on the scene still
searching,” Hollande said,

speaking alongside German
Chancellor Angela Merkel
and Spanish Prime Minister
Mariano Rajoy in Seynesles-Alpes, the town nearest
to the crash site. Most of
the plane’s victims were
German and Spanish.
“This is a true tragedy, and the visit here has
shown us that,” Merkel
said.
Hollande promised that
French investigators would
do everything to determine
the crash’s cause.
Helicopters surveying the
plane’s scattered debris lifted off at daybreak for a look
at the craggy ravine while
emergency crews hiked
through snow and rain over
the steep, rocky terrain to
the high-altitude crash site.
In all, more than 600 rescue
workers and aviation investigators were in the area,
French officials said.
The crash left pieces of
wreckage “so small and
shiny they appear like
patches of snow on the
mountainside,” PierreHenry Brandet, the Interior
Ministry spokesman, said
after flying over the debris
field.
Investigators were zooming in on two key minutes
Tuesday — 10:30-10:31
a.m. — said Segolene
Royal, a top government
minister whose portfolio
includes transport. From
then on, air traffic controllers were unable to make
contact with the plane.
German Interior Minister
Thomas de Maiziere told
reporters in Berlin “there
is no hard evidence that
the crash was intentionally
brought about by third parties.”
The plane, operated by
Germanwings, a budget
subsidiary of Lufthansa,
was less than an hour from
landing in Duesseldorf
when it unexpectedly went
into a rapid, eight-minute
descent. The pilots sent out
no distress call, France’s
aviation authority said.
The four possible causes
of any crash are human
error, mechanical problems,
weather, criminal activity
or a combination of two or
more. Investigators will use
the cockpit voice and flight
data recorders to map out
and focus their work, said
Alan E. Diehl, a former air
safety investigator with the
National Transportation
Safety Board.
“Both will point you in
directions of what is critical,” Diehl says. “Based on
what you learn from the
recorders, you might focus
on key pieces of wreckage.”
Diehl says investigators
will essentially work backward.

German Chancellor Angela Merkel, left, French President Francois Hollande, center, and Spanish Prime Minister Mariano Rajoy pay their
respect Wednesday in front of the mountain where a Germanwings jetliner crashed in Le Vernet, French Alps. French investigators sealed
off the rugged Alpine crash site where 150 people died when their plane on a flight from Barcelona, Spain, to Duesseldorf slammed into
a mountain.

“You’re usually dealing
with a jigsaw puzzle with
many of the pieces missing,” he says. “You start
eliminating things that
didn’t happen.”
Lufthansa said two charter flights to France will be
made available for family
members who want to get
as close as they can to the
crash site. Locals in Seyneles-Alpes offered to host the
bereaved families due to a
shortage of rooms to rent.
Germanwings itself
cancelled several flights
Wednesday because some
crews declared themselves
unfit to fly after losing colleagues.
“The management completely understands this,
because we are a small
family. Everyone knows

Governor’s
gun bill veto
good move
Hurrah for West Virginia Gov. Earl Ray Tomblin,
who stood up against the powerful gun lobby and
sided with public safety.
He recently vetoed a bizarre bill that would
have let thousands of people carry hidden pistols
without permits, without background checks and
without safety training.
Bravo. Tomblin did the right thing for the right
reason. The governor deserves gratitude from the
vast majority of Mountain State residents who
care about community safety.
If the bill had become law, pistol danger would
have risen. Families wouldn’t know if someone in
a nearby church pew, or grocery aisle, or concert
seat, or school sports crowd, was prepared to fire
deadly shots at any provocation. Danger from
“road rage” in traffic or tavern quarrels would have
increased. How long until out-of-state criminals
would set up shop in West Virginia?
“Our law enforcement people are pretty much
unanimously opposed to it,” Tomblin said of the
pistols-for-everyone bill. He said police were worried about “the safety of their fellow officers.” The
governor said he vetoed it “in the interest of public safety for all West Virginians.”
Already, some far-right lawmakers are trying to
call the Legislature back into session in an attempt
to override Tomblin’s veto. Republicans dubbed
the Liberty Caucus are collecting signatures for
that purpose.
Article 6, Section 19 of the state constitution
says a governor must call a special session if threefifths of each chamber request it in writing. That
would require 60 signatures in the House and 20
in the Senate.
Delegate Rupie Phillips, D-Logan, was quoted as
saying that 61 House signatures have been gathered — but he didn’t identify the 61. He vowed
that conservatives will pass the pistol bill again at
the next opportunity — apparently despite what
West Virginians want. Despite the advice of law
enforcement. Despite the advice of gun safety
instructors. (This is the same delegate who vowed
to run a bill next session to require all West Virginians to own a gun.)
West Virginians who care about community
safety should rally behind Gov. Tomblin and make
it clear that they don’t want to live in a place
where anyone up to no good can hide a gun anywhere anytime. You can be sure the well-funded
out-of-state lobbyists whose only concern is to sell
more guns in other people’s neighborhoods and to
amass more political muscle are mobilized and letting elected officials know their desire.

If the self-styled world’s greatest deliberative body can’t enforce

Of course, if Lynch is blocked,
Attorney General Eric Holder will
stay in place. But there’s no helping that. The principle that would
be upheld is the Senate not giving
its imprimatur to an attorney general who thinks its lawmaking role
is optional.
All of this is probably academic,
because Republicans will eventually hold a vote on Lynch, and
they almost certainly don’t have
the stomach to defeat her, in part
because they fear the dreaded
accusation of racism-sexism — or
is it sexism-racism?
The congressional fight against
Obama’s executive amnesty will
fizzle out, and Republicans can
move on to something else, sure to
bring its own charges of an implicit hatred, perhaps more than one.

Afghan pres. says his nation won’t be ‘lazy Uncle Joe’
Associated Press

WASHINGTON —
Afghan President Ashraf
Ghani thanked Congress
on Wednesday for billions of American tax
dollars and vowed his
war-wracked country will
be self-reliant within this
decade.
“We’re not going to be
the lazy Uncle Joe,” he
said.
In a speech to a joint
meeting of Congress,
Ghani moved to mend
U.S.-Afghan relations
that were frayed under
former President Hamid
Karzai. Lawmakers have
been critical about the
lengthy U.S. troop presence in America’s longest
war, wasteful spending
in Afghanistan and were
stung by Karzai’s antiAmerican rhetoric.
Ghani humbly thanked
Congress for the nearly
$107 billion it has appropriated for Afghanistan
so far. He paid homage

and the thousands more
who were wounded,
and thanked the U.S.
aid workers who built
schools, wells and cured
the sick.
“At the end of the day,
it is the ordinary Americans whose hard-earned
taxes have over the years
built the partnership that
has led to our conversation today,” he said to
applause in the House
chamber packed with
hundreds of lawmakers,
dignitaries and guests.
Ghani, wearing a gray
western suit, peppered
his speech with anecdotes
about the time he’s spent
in America, noting that
he graduated from Columbia University in New
York and was in his World
Bank office in Washington when the first plane
smashed into the World
Trade Center on 9/11.
Perhaps trying to shed
his image as a technocrat, Ghani recalled that
he “ate corned beef at
Katz’s, New York’s greatest, greasiest, pickle-lined
melting pot.”
He touched on themes

he hoped would convince
lawmakers that he will be
a reliable U.S. partner. He
admitted that decades of
war have resulted in high
levels of fraud and graft
in Afghanistan and promised to eliminate corruption. Ghani also voiced
support for women’s
rights and said he would
emphasize law and justice
and focus on self-reliance
and economic development.
“We don’t want your
charity. We have no more
interest in perpetuating a
childish dependence than
you have in being saddled
with a poor family member who lacks the energy
and drive to get out and
find a job,” Ghani said.
That’s a tall order for
Afghanistan.
The national unity
government that Ghani
runs with chief executive Abdullah Abdullah
has not yet seated a full
cabinet, and some of the
country’s 32 provinces
are still run by acting
governors. The country
recently had a $500 million budget shortfall and

House Speaker John

Obama said the U.S.

Carr’s record stands test of time
CLEVELAND (AP) —
Austin Carr never imagined
his record would last five
years. It has stood for 45.
“It’s been that long?” he
said. “Yeah, that does surprise
me.”
On March 7, 1970, Carr,
Notre Dame’s unguardable
guard, set the NCAA Tournament record by scoring 61
points in a 112-82 first-round
win over Ohio in Dayton.
Since then, Carr’s massive
mark has endured rule changes (there was no 3-pointer),
the tournament’s expansion
and the madness of many a
March.
On the list of seemingly
“unbreakable” sports records
— Joe DiMaggio’s 56-game
hitting streak, Cal Ripken’s
2,632-consecutive game
streak, Wilt Chamberlain’s
100-point game come to
mind— Carr’s could elbow in
for room near the top.
No one has challenged 61,
just three fewer points than
unbeaten Kentucky scored on
Saturday in its win against
Cincinnati. The closest threat
was Navy’s David Robinson,
who scored 50 against Michigan in 1987.
Carr actually holds three
of the top 5 scoring games in
NCAA Tournament history.
Following the win over Ohio,
he scored 52 in a victory over
Kentucky and had another

52-point performance the
next year against TCU. The
No. 1 overall draft pick in
1971 by Cleveland, Carr averaged an incredible 52.7 points
in the 1970 tourney and his
career tournament scoring
average of 41.3 (seven games)
is easily the highest. Princeton’s Bill Bradley is next at
33.7.
For Carr, who spent nine
of his 11 seasons in the NBA
playing for the Cavaliers, the
majestic 61 remains a source
of pride.
“It’s a good feeling to have
the record,” Carr said last
week. “But at the same time,
I was always told records are
made to be broken so I don’t
really get caught up in that.
But I’m amazed that it has
lasted that long.”
Maybe more amazing is
what Carr would have done if
there had been a 3-point line.
While many of his baskets
came off layups and short
jumpers, he drained a few
long-range shots.
“I was told by a guy who
went back through and broke
down the game that I would
have scored 73,” Carr said,
smiling. “I could have scored
73.”
Carr’s record might be
untouchable in today’s game
for several reasons.
First, teams play more
sophisticated defenses

designed to stop scorers — or
at least slow them down.
Advancements in technology allow coaches to have
advanced scouting reports
on teams. The more film on
a player, the easier it is to
expose their flaws. Also, it’s
rare to find any college team
who relies so heavily on one
player to carry an offense.
Carr averaged 38.1 points
in 1970. For comparison’s
sake, Wisconsin All-American
Frank Kaminsky averaged
18.4 this season for the Badgers.
“The style of game has
changed where coaches now
have three guys do what one
guy did,” said Carr, a longtime TV broadcaster for the
Cavs.
The 6-foot-4 Carr, equally
devastating inside and outside, knew early on he was
in for a big game against the
Bobcats. The Fighting Irish
geared their offense around
the unstoppable Carr and he
had 20 points in the first nine
minutes and 35 at halftime.
Here’s a reel of Carr’s performance: https://youtu.be/
ULXHcoutilw .
“The ball was flowing,”
Carr said. “Most of my game
was without the ball and
Jackie Meehan, our point
guard, he would get you the
ball right where you could do
something with it, and that

night we were just clicking
right away and the ball was
feeling good going in and I
just kept going.”
Carr made 25 of 44 shots
from the field, 11 of 14 from
the line.
With his team comfortably
ahead late, Notre Dame coach
Johnny Dee wanted to substitute for Carr at about the
same time the All-American
learned he was only a few
points from breaking Bradley’s tournament record of 58
points.
“I was about three or four
points away from it and he
said, ‘We’ve got the game
won, I gotta get you out,’”
Carr recalled. “I said, ‘Welp,
I guess I better try to get it
then.’”
He got it, and the record
could last another 45 years.
“I don’t know if it’s
unbreakable,” Maryland
coach Mark Turgeon said. “It
will be hard in a tournament
game because you’re playing
against really good teams,
probably really well coached.
To get to 61 would be hard.
You don’t know who is going
to come along next, who is
going to be the next great
player and have the opportunity to get hot. That’s a pretty
amazing record.
“And I was a big Notre
Dame fan. So that was good
to see.”

Beating a heavyweight can help a
lot, and losing to one might only hurt a
little in the eyes of the NCAA selection
committee.
N.C. State (22-13), which plays
Louisville (26-8) in Syracuse, New
York, on Friday, used strong nonconference schedules to get off the NCAA
bubble in 2012 and 2014. This season
the Wolfpack played tournament
teams Boise State, Wofford, Cincinnati and Purdue before losing twice
to Virginia, splitting meetings with
North Carolina and beating Duke and
Louisville in ACC play.
Xavier (23-13), which plays Arizona
(33-3) in Los Angeles on Thursday,
lost nine games in the Big East. That
conference sent six teams to the NCAA
Tournament, and Xavier is the only one
still standing.
“I think it’s great that the Big East has
been able to test us with some really
tough teams,” center Matt Stainbrook
said, “and I think the fact that we’ve
grown as a team together has made us
really special at this point.”

Waterford (16-0) led the way with five
total selections, which included senior Taylor
Hilverding and Jerry Close respectively being
named the most valuable player and coach of
the year within the Hocking Division. Juniors
Dani Drayer and Regan Porter were repeat
selections from a year ago, while freshman
Ali Kern was the other choice for the Lady
Cats.
Belpre (11-5) finished fourth and was represented by senior Sierra Barker and junior
Hannah Lawrentz, with Barker serving as
a repeat selection to the All-TVC Hocking
squad.
Federal Hocking and Trimble (6-10) tied
for fifth place, with each program earning
two selections. Senior Trista Lackey and
junior Nikki Kish were chosen on behalf on
the Lady Tomcats, while senior Carley Tabler
and sophomore Skylar Hatfield represented
the Lady Lancers.
Seniors Sanae Dutiel and Makayla Alexander were the two all-league choices for the
