Eligible seniors can apply for coupons
For the farmers market
Staff Report

MEIGS COUNTY — Seniors who meet the
eligibility guidelines, will soon be receiving some
welcome relief from rising food budgets. Administered by The Area Agency on Aging 8 (AAA8),
in the region, the Senior Farmers’ Market Nutrition Program provides income-eligible senior
citizens with special coupons worth $50 to enjoy
locally grown fresh fruits, vegetables, herbs and
honey.
The Seniors Farmers’ Market Nutrition Program is a USDA and Ohio Department of Aging
program for income-eligible seniors. Last year,
the program served 1,718 seniors across the
8-county region providing over $68,000 in coupons through nearly 50 local contracted market

providers.
In 2015, individuals are eligible for the Senior
Farmers’ Market if they are 60 or older and have
an annual household income of $21,775 or less as
a single person or $29,471 or less for a household
of two.
Program coupons may be exchanged for eligible
foods from authorized farmers. Only fresh, locally
grown fruits, herbs, vegetables and honey are eligible to be purchased with the coupons.
Each eligible senior receives $50 worth of coupons. Grant funding is limited and coupons are
distributed on a first-come, first-serve basis. Each
person will receive a total of ten $5 coupons.
Coupons may only be redeemed by authorized
participating farmers who sell produce at farmers’ markets or roadside stands. The program
will end Oct. 31.
AAA8 will accept applications only by mail.
Applications will be available across the region,

at the AAA8 office and online at http://www.
areaagency8.org/services/senior-farmers-marketApplications must be returned by U.S. mail to

no earlier than April 7 for Meigs County.
Community partners who will also have copies
of the applications include: Morgan OSU Extension Office; Belpre, Meigs, Monroe, Morgan, New
Matamoras, Noble, Perry, Churchtown and Hocking’s Scenic Hills Senior Centers, The O’Neill
Center (Marietta) and Athens Co. ODJFS.
Applications will be checked for the appropriate postmark, date-stamped and processed for
distribution on a first-come, first-served basis,
by county. Coupons will be mailed to eligible
applicants by late April. Ineligible applicants will
receive a letter indicating the reason of ineligibility. Once each county’s allocations have been
filled, individuals will be placed on a waiting list
and receive notification by mail.

Salser, Taylor withdraw
guilty pleas; jury trials
set for April and May

POMEROY — Two men will face jury trials in
April and May after two plea withdrawals Monday.
Joseph Taylor Jr, 43, and Matt Salser, 29, whose
cases were unrelated, previously changed their
pleas to guilty, but withdrew those guilty pleas
Monday, and both are set to have jury trials in the
next two months.
Salser initially changed his plea from not guilty
to guilty on March 16, and Taylor changed his plea
to guilty Jan. 14.
Both men will have motion hearings April 16.
Taylor’s motion will be at 10 a.m. and Salser’s will
be at 1 p.m.
Because Salser has two different case numbers,
he will have two jury trials: his first jury trial will
be Thursday, April 30 at 9 a.m. and the second jury
trial will be Thursday, May 7 at 9 a.m. Taylor’s jury
trial will be Thursday, May 14 at 9 a.m.
Salser faces 14 counts of unlawful sexual conduct
with a minor between the ages of 13 and 16 in the
time frame between January and July 1, 2014. All
14 charges are a felony in the third degree.
Taylor faces three counts. The first count is a
count of gross sexual imposition, which is a felony
of the third degree. Counts two and three are both
abduction counts, and are both felonies in the third
degree. According to court documents, the incidents happened on or around May 29, 2014.

Ricky L. Murphy, 62, of
Long Bottom, passed
away Saturday, March 28,
2015. He was born Aug.
10, 1952, and was the
son of Frank and Bethal
Murphy.
Mr. Murphy was a U.S.
Marine and a member
of the American Legion.
He was an operating
engineer for 14 years and
drove trucks for more
than 10 years.
He is survived by his
two sons, Billy (Chastidy) Murphy and Daniel

The French have
misgivings with
Obama’s diplomacy
The socialist government in France usually doesn’t
have much in common with congressional Republicans, for whom both France and socialism tend to be
anathema.
But the French, according to a Wall Street Journal
report, are taking the toughest line among the powers negotiating with Iran over its nuclear program
and are alarmed by the Obama administration’s accommodating approach.
“Some U.S. officials,” the Journal
writes, “privately believe France is
seeking in part to maintain strong ties
to Israel and to Arab countries deeply
skeptical of Washington’s outreach to
Tehran.”

Consider the bizarre confluence
of the perhaps-imminent Iran agreement with the
administration’s apoplexy over Bibi Netanyahu’s
re-election in Israel. The Iran deal will nullify the
half-dozen U.N. resolutions calling on Iran to halt all
uranium enrichment, at the same time the administration is floating the idea of going along with a new
effort to isolate Israel at the U.N., in effect for the
offense of re-electing Bibi Netanyahu.
There are barely words for the perversity of this
turnabout. It would be a step toward normalizing a
rogue state and making a rogue state out of a normal
country. It would be a rapprochement with a sworn
enemy and a breach with a tried-and-true friend. It
would be a diplomatic revolution in keeping with
President Barack Obama’s purported realism that
has little regard for either our deepest-held values or
coldblooded interests.
In a Huffington Post interview, President Obama
warned that the Israeli-Palestinian status quo is “not
a recipe for stability in the region.” What stability? The Israeli-Palestinian conflict manifestly has
nothing to do with the collapse of Syria into a catastrophic civil war, or with ISIS establishing control
over a swath of territory in Iraq and Syria, or Yemen
descending into chaos.
Israel holds free-and-fair elections in which Arabs
can freely vote, even if Netanyahu made an ill-advised
election-day comment about them turning out in
droves; in country after country, Sunni and Shia
forces kill and maim one another in a vicious fight
for dominance by force. Israel builds settlements
(mostly in areas that will stay part of Israel in any
peace deal); Bashar al-Assad drops cluster bombs on
people, and has reportedly returned to using chemical weapons.
It doesn’t take great discernment to see the differences. It takes only a modicum of perspective, which
President Obama can’t muster as he sets about engineering a rupture with our only democratic ally in
the Middle East.
Obama is often accused of amateurism and drift in
his foreign policy. In a compelling essay in the online
publication Mosaic, Michael Doran argues that this
is unfair. The president has always had a strategic
vision, with an opening to Iran at its heart.
This explains, Doran contends, the president’s
muted response to the 2009 democratic protests
in Iran; his willingness to allow Iran to take a large
hand in the Syrian civil war and hesitance to arm
and train moderate Syrian rebels; his gift of sanctions
relief to the Iranians, as well as major concessions in
the ongoing negotiations; and his accommodation of
a heavy military role for Iran in the fight against ISIS
in Iraq.
The public campaign against the leader of Israel
fits with the overall scheme. “In making his personal
rift with Netanyahu the subject of intense public
debate,” Doran notes, “the White House means to
direct attention away from the strategic rift between
them — and from the fact that the entire Israeli elite,
regardless of political orientation, as well as much of
the U.S. Congress, regards the president’s conciliatory approach to Iran as profoundly misguided.”
It is a testament to the folly and radicalism of this
project that even the French have misgivings.

Ignoring sexual assault won’t stop it

The most common
violent crime on many
college campuses today is
sexual assault.
The scope of the
problem can include
everything from stalking
to unwanted advances to
rape — often at the hands
of an acquaintance.
One in five undergraduate women — and 6
percent of undergraduate
men — will be a victim of
rape or an attempted rape
in their lifetime, according to the U.S. Department of Education.
It would seem, given
the highest rate of sexual
assault is against women
ages 16 to 24, that college
campuses would be acutely aware of the need for
awareness as a prevention
and aggressive prosecution as a deterrent.

For too many, it ends
at the basics of awareness. There will be the
annual rallies, the week of
speakers and the posters
plastered across campus.
That’s not to mock the
efforts; but it cannot
be the only outreach,
because it is not sufficient. It’s important that
schools instill a sense of
safety and recognize their
responsibility to thoroughly support any man
or woman who reports a
sexual assault.
That’s something that
appears to be sadly lacking in the system today.
The U.S. Department
of Education’s Office
of Civil Rights, which
mandates institutions of
higher education accurately report incidents of
sexual assault, is looking

into whether as many as
100 schools didn’t bother
doing that. This follows
a U.S. Senate study that
found more than 40 percent of schools surveyed
did not report investigating so much as a single
sexual assault report.
The defies both the statistics and belief. It also
illustrates a few of the
significant obstacles that
must be overcome.
For one, too many sexual assaults go unreported. Women sometimes
fear being made to re-live
the event or hearing the
ridiculously misogynist
cries that they were “asking for it” because of
dress, sobriety or even
past encounters. Others
worry about getting an
acquaintance in trouble
— since an estimated 90

percent of sexual assaults
involve a person known
to the victim — or blame
themselves.
Another concern is that
there are still colleges
that inadequately handle
the crime: leaving the
investigation to campus
security, failing to report
the matter to outside
authorities or treating
punishment as an academic matter instead of
something for the court
system.
There are still too
many people and institutions that believe some
sort of resolution comes
from turning a blind eye
to the problem.
Ignoring the reality
of sexual assault doesn’t
mean it isn’t real.
And it won’t make it go
away.

Indiana lawmakers try to quiet
firestorm surrounding new law

leaders said they are
working on adding language to the religiousobjections law to make
it clear that the measure
does not allow discrimination against gays and
lesbians. As signed by
Pence last week, the
measure prohibits state
laws that “substantially
burden” a person’s ability to follow his or her
religious beliefs. The
definition of “person”
includes religious institutions, businesses and
associations.
“What we had hoped
for with the bill was a
message of inclusion,
inclusion of all religious
beliefs,” Republican
House Speaker Brian
Bosma said. “What
instead has come out is
a message of exclusion,
and that was not the
intent.”
The efforts fell flat
with Democrats, who
called for a repeal, and
even some Republicans.

with a victory, then quickly fell to .500
overall following a doubleheader split with

The Blue Angels (1-1) served as the home
team in Game 1 during a 7-1 win over the
Lady Indians, then dropped a 4-3 decision in
Game 2 as the guests on the scoreboard.
GAHS outhit Hillsboro in the errorless
opener by a 7-4 margin, with the hosts
stranding just two of the five baserunners
left on base. HHS led 1-0 after the top of the
third, but the Blue Angels plated all seven
runs in their half of the third after an 11-batter, six-hit effort.
Jessica Harold was the winning pitcher of
record after allowing one earned run, four
hits and zero walks over five innings while
striking out four. Breeden allowed seven
earned runs, seven hits and one walk over
four frames while fanning three.
Makenzie Barr led the hosts with two hits,
followed by Harold, Kendra Barnes, Jenna
Meadows, Kimberly Edelmann and Shelby
Long with a safety apiece.
Edelmann drove in a team-high two RBIs,
while Barnes, Harold, Long, Barr and Madison Burns each drove in a run. Barnes, Edelmann, Harold, Long, Barr, Stacy Haner and
Chelsy Slone also scored a run apiece for the
victors.
Gallia Academy never led in the finale as
Hillsboro established leads of 1-0 and 3-1
through the opening three frames. GAHS rallied to knot things up after plating two runs
in the top of the fourth, but HHS plated the
winning score in the bottom of the fifth following a two-out single by Myers.
Both teams had four hits in the contest,
with the Blue Angels committing three of the
five errors overall. Gallia Academy stranded
six runners on base, while the hosts left five
on the bags.
Long took the loss for GAHS after allowing two earned runs, four hits and two walks
over 4.2 innings while striking out three.
Thornburgh surrendered just one earned
run, four hits and one walk over five frames
while striking out three.
Barnes, Meadows, Long and Haner each
had a hit for the Blue Angels, with Barnes,
Haner and Barr each driving in a run. Long
scored twice in the setback and Edelmann
provided the other run scored.
Snyder and Myers each drove in two runs
for HHS with a hit apiece. Thornburgh and
Breeden each scored twice and also had a
safety apiece.
